CITY COUNCIL RETREAT MEETING

CALL TO ORDER
Mayor Della Sala called the meeting to order at 10:01 a.m.
RETREAT
1. Discuss Council Members' Priorities and Develop Consensus and Team Building Strategies
(Human Resources - 701-01)
Action: Discussed
Ms. Hambley reviewed with Council their progress. Councilmembers said that they thought they were
working together better as a result of their last retreat, using the example of the North Fremont Plan
discussion and decision.
Council discussed strategies to address long meetings, their decision making process, the
Councilmember’s role, agenda reports, and how to accomplish their highest priority items. They
discussed the need to update the strategic plan.
There was consensus to reserve alternate Tuesdays from 4:00-5:30 p.m. in case closed session
items are continued from the Regular Meeting. Councilmembers agreed that they would no longer
consider closed session items late at night, but would continue them to the following Tuesday
afternoon. Council decided that they would not take up discussion of new items after 10:30 p.m. They
agreed to allow the tone on the timer to beep long enough to alert speakers that had gone over their
allotted time. They agreed to have more succinct staff presentations. Council decided that for their
April 15 meeting they would adjourn to closed session by 5:00 and work until 6:45 p.m. in order to
address the backlog of items.
Council scheduled their next retreat for April 22nd from 2:00-4:00 p.m.
ADJOURNMENT
Council adjourned the meeting at 12:07 p.m.

RETREAT
The focus of a Council RETREAT is team building and group dynamics. Discussion is limited to
issues of process, procedures and morale, and Council does not take formal action on any items.

ADJOURNMENT
Members of the public have the right to address the City Council on any item on the Agenda, before or
during its consideration [G.C. §54954.3(a)]. The Mayor will formally open the floor for public comment on
items such as "Public Appearance" and "Public Hearings." If you wish to speak to items in any other
categories, for example "Consent Agenda," please advise the City Clerk or the Mayor prior to the
Council's action on that item, and you will be recognized. Notification as much in advance as possible is
appreciated.
The City Council meeting packet may be reviewed by the public in the Library or the City Clerk's Office.
Any writings or documents pertaining to an open session item provided to a majority of the City Council
less than 72 hours prior to the meeting, shall be made available for public inspection at the front counter
at the City Clerk's Office, Room 6 at City Hall, Madison & Pacific Streets, Monterey, California 93940
during normal business hours.
Information distributed to the Council at the Council meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided for this purpose.
City Council Meetings are cable cast live and videotaped for replay on Monterey's Government Access
Channel 25 by Access Monterey Peninsula (AMP).
