CALL TO ORDER
Mayor Della Sala called the meeting to order at 2:00 p.m.
RETREAT
1. Discuss Council Members' Priorities and Develop Consensus and Team Building Strategies
(Human Resources - 701-01)
Councilmembers talked about their last regular meeting, including those things that they
appreciated as well as things that didn’t work well.
Council agreed that they would like to use an electronic calendar for scheduling meetings and
directed that the City Clerk’s Office coordinate an electronic scheduling tool.
Council discussed the process that was used for the City Manager recruitment and generally
agreed that it worked because Councilmembers were willing to compromise to get a unanimous
decision while keeping the interest of the community in mind. Councilmembers expressed that
from here forward, they will be able to better gauge how things are working and that the
meetings are working better because people are willing to ask questions, consider others’
feelings, and compromise.
Council reviewed their Vision and agreed upon the following: The City of Monterey is
economically vibrant and culturally diverse and an internationally desirable destination.
Council began drafting their goals, saying that they would determine how to fill in the blanks at
an upcoming meeting:
· Increase the number of new jobs created by ___
· Raise the average salary by ___%
· Increase the amount of business districts’ sales tax collected by ___
· Reduce unemployment by ___%
· Decrease crimes to persons and property by ___%
· Increase TOT by 3% in fiscal year 2014-15
· Increase historical site visits by ___%
· Retain military establishments as a result of BRAC
· Increase resident quality of life scores by ___%

Council began drafting a strategy to reach their goals, as follows:
· Seek and acknowledge stakeholder input
· Actively promote entrepreneurship to retain and attract businesses
· Expand our historical promotional materials and activities
· Partner with regional cities to maintain military installations (BRAC)
· Pedestrian friendly
· New water supply
· Develop a plan to address affordable housing
Council began discussing action plans, with the first idea being to create a partnership with
CSUMB, MIIS, and the Chamber of Commerce to develop entrepreneurship programs.
Mayor Della Sala opened the floor for public comments. Nelson Vega said that the overall
theme of the discussion is "creating commerce" and Council needs to reach out to the people
who are already in business. He said that good commerce would create higher paying jobs.
With no further requests to speak, Mayor Della Sala closed public comment.
Council agreed to schedule another meeting on May 27th at 1:00 p.m. until 3:00 p.m. to
complete their goal setting.
ADJOURNMENT
Mayor Della Sala adjourned the meeting at 4:00 p.m.

RETREAT
The focus of a Council RETREAT is team building and group dynamics. Discussion is limited to
issues of process, procedures and morale, and Council does not take formal action on any items.

ADJOURNMENT
Members of the public have the right to address the City Council on any item on the Agenda, before or
during its consideration [G.C. §54954.3(a)]. The Mayor will formally open the floor for public comment on
items such as "Public Appearance" and "Public Hearings." If you wish to speak to items in any other
categories, for example "Consent Agenda," please advise the City Clerk or the Mayor prior to the
Council's action on that item, and you will be recognized. Notification as much in advance as possible is
appreciated.
The City Council meeting packet may be reviewed by the public in the Library or the City Clerk's Office.
Any writings or documents pertaining to an open session item provided to a majority of the City Council
less than 72 hours prior to the meeting, shall be made available for public inspection at the front counter
at the City Clerk's Office, Room 6 at City Hall, Madison & Pacific Streets, Monterey, California 93940
during normal business hours.
Information distributed to the Council at the Council meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided for this purpose.
City Council Meetings are cable cast live and videotaped for replay on Monterey's Government Access
Channel 25 by Access Monterey Peninsula (AMP).
