MINUTES CITY COUNCIL SPECIAL MEETING CITY OF MONTEREY Thursday, December 16, 2010 4:00 - 5:30 p.m. COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Councilmembers Present: Councilmembers Della Sala, Selfridge, Downey, Sollecito, Haferman Absent: None City Staff City Manager, Director of Information Resources/City Clerk, Assistant City Present: Manager, Assistant Director Plans and Public Works, Chief of Planning & Engineering, Community Services Director, Finance Director, Human Resources Director, City Attorney, Recreation & Community Services Director CALL TO ORDER Mayor Della Sala called the meeting to order at 4:03 p.m. 1. Installation of 2010-2012 Monterey City Council (Information Resources - 701-01) City Clerk Gawf administered the Oath of Office to Councilmember Selfridge, Councilmember Sollecito, and Mayor Della Sala. Each made brief comments, thanking their family and friends for their support. Mayor Della Salla called a recess at 4:15 p.m., then reconvened the meeting at 4:32 p.m. 2. Appoint Vice Mayor for 2011 (Information Resources - 701-01) On a motion by Mayor Della Sala, seconded by Councilmember Downey, and carried by the following vote, the City Council appointed Councilmember Haferman as Vice Mayor for 2011: AYES: 5 COUNCILMEMBERS: Della Sala, Selfridge, Downey, Sollecito, Haferman NOES: 0 COUNCILMEMBERS: None ABSENT: 0 COUNCILMEMBERS: None ABSTAIN: 0 COUNCILMEMBERS: None RECUSED: 0 COUNCILMEMBERS: None ROLL CALL (2010-2012 City Council) Information Resources Director/City Clerk Gawf called the roll and all Councilmembers were present. STUDY SESSION 3. Informal Discussion with Board, Commission & Committee Representatives ( - 701-01) a. Architectural Review Committee ARC Chairperson Paul E Davis presented the report, noting that the ARC reviewed 97 applications this year.  City Council Minutes Thursday, December 16, 2010 b. Colton Hall Museum / Cultural Arts Commission Colton Hall Museum/Cultural Arts Commission Chair Tandy Messenger presented the report, saying that they have been able to take a proactive approach this year and develop a strategic plan. c. Historic Preservation Commission Historic Preservation Commission Vice Chairperson John Castagna reported on the HPC's work preserving historic structures, processing applications, and overseeing historic context statements and surveys. d. Library Board of Trustees Library Board Chairperson Clyde Roberson congratulated the newly installed Councilmembers and Mayor. He reported on the uniqueness of the Library operation and how it benefits the community. e. Neighborhood Improvement Program Committee NIP Spokesperson Rick Heurer presented the report, noting the effects that the economy has had on the NIP program. f. Parks and Recreation Commission Parks and Recreation Commission Chairperson David Canepa reported on the success of his commission's programs during the past year. g. Planning Commission Planning Commission Chairperson Ralph Widmar presented the Planning Commission's annual report. He noted that the commission is in the process of developing four specific plans. Mayor Della Sala opened the floor for public comments, and having no requests to speak, closed the floor.
