CALL TO ORDER
1. Opening Comments and Introductions
Monterey Mayor Della Sala called the meeting to order at 6:00 p.m., introduced the Mayors of
the six Peninsula cities and the presenters for this evening. He made brief introductory
comments.
Monterey Peninsula Water Forum
PRESENTATIONS
2. Presentation by the Monterey Peninsula Water Management District (MPWMD)
David Stoltz, Monterey Peninsula Water Management District, talked about the strategy to
replace the water supply that has been lost.
3. Presentation by the Monterey Regional Water Pollution Control Agency (MRWPCA)
Keith Israel, General Manager of MRWPCA reviewed water reuse opportunities and explained the
advanced treatment of secondary or tertiary wastewater as it relates to increasing the water supply.
4. Presentation on the DeepWater Desal Project
Brent Thompson, Manager and CEO, introduced the Deep Water Desal management team and
reviewed their proposal for a desal plant at Moss Landing. He announced that they have entered
a preliminary agreement with PV2 Energy in connection with the project. Scott Jackson, Program
Manager, spoke about reasons why the deepwater desal plant is the most feasible solution.
Dennis Ing, CFO, explained the proposed structure of a public-private partnership, with a Joint
Powers Authority holding title to the completed project. He reviewed the costs per acre foot.
5. Presentation on the People's Moss Landing Water Desal Project
George Schroeder, Limited Partner, gave a brief history of his project, and presented a video.
Nader Agha, reviewed the costs of his project, and resulting cost per acre foot of water, and Mr.
Schroeder suggested that the cities appoint a committee to weigh the merits of what is
available.

Mayor Della Sala called a recess at 7:42 p.m., then reconvened the meeting at 8:00 p.m.
6. Presentation by California American Water Company (Cal-Am)
Richard Svindland, Vice President of Engineering, Cal Am Water, presented a detailed review
the company’s recent water supply study of various alternatives.

COMMENTS - REMARKS
7. Answers to Written Questions Submitted by Audience
Mayor Della Sala introduced the media panel who would be asking questions submitted by the
audience: Royal Calkins, Monterey Herald; Kera Abraham, Monterey County Weekly; and
Jacqueline Mazur, KSBW. The panel answered the questions that were submitted by the audience.
8. Oral Public Comments Regarding the Presentations - Due to time constraints, speakers will be
limited to one minute each
Mayor Della Sala opened the floor for public comment. George Riley asked if there is a process
for the community to evaluate competing desal projects. David Dilworth, Helping Our
Peninsula’s Environment, asked why the local alternatives were more expensive than the ones
that are farther out. Libby Downey asked Mr. Israel if MRWPCA has the ability to become a joint
powers authority to run a desal plan. Mr. Israel said that they have that ability, but would need to
make some changes. Peter, Santa Cruz, suggested that the smallest desal should be chosen
because reverse osmosis will become obsolete. A gentleman who did not give his name asked
how many jobs each of the proposals would create. Panelists said that between 20 and 50 jobs
might be created for operation of the desal plant. Having no further requests to speak Mayor
Della Sala closed public comments.
9. Facilitator Remarks
Mayor Della Sala said that the time to solve the water problem is now, and there are dedicated
individuals working toward a solution. He thanked everyone for attending.
ADJOURNMENT
Having no further business to come before the City Council Mayor Della Sala adjourned the
meeting at 9:48 p.m.

Monterey Peninsula Water Forum
On behalf of the six Peninsula cities of Carmel, Del Rey Oaks, Monterey, Pacific Grove,
Sand City and Seaside, this public forum will explore the current array of proposed water
projects, along with each project's proposed solution, including how it creates a new
water supply for the Peninsula, and at what cost.
