MINUTES CITY COUNCIL SPECIAL MEETING CITY OF MONTEREY Thursday, January 12, 2012 8:30 - 10:30 a.m. COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Councilmembers Present: Councilmembers Downey, Haferman, Selfridge, Sollecito, Della Sala Absent: None City Staff City Manager, Interim City Attorney, Director of Information Resources/City Present: Clerk, Assistant City Manager, Chief of Planning, Engineering, and Environmental Compliance, Community Services Director, Housing & Property Manager, Police Lieutenant CALL TO ORDER Mayor Della Sala called the meeting to order at 8:31 a.m. PUBLIC APPEARANCE 1. Receive a Report and Adopt Resolution to Elect the City of Monterey to Serve as Successor Agency to Dissolving Redevelopment Agency Pursuant to Health & Safety Code Section 34173 (Plans & Public Works - 406-05) Action: Adopted Resolution No. 12-010 C.S. Property and Housing Manager Marvin presented the staff report, giving a brief summary of some of the projects that Monterey's redevelopment agency has sponsored and explaining that all RDAs in California are dissolved as of February 1, 2012 as a result of the recent court ruling. He explained the role of the City as the successor agency. Finance Director Rhoads presented an overview of the financial obligations of the dissolution. Councilmember Sollecito said that the people of the State of California need to know about how the dissolution is affecting the community services grants and the organizations that depend on them. He requested that the City prepare a press release on the topic. Mayor Della Sala suggested that the League of California Cities could prepare a template for cities to help cities convey this message. Mayor Della Sala suggested amending the resolution to expressly exclude the Redevelopment Agency Housing Agency, and Councilmember Downey agreed. Mayor Della Sala opened the floor for public comment, and having no requests to speak returned the discussion to the dais. On a motion by Councilmember Selfridge, seconded by Mayor Della Sala, and carried by the following vote, the City Council amended Resolution No. 12-010 C.S. to specifically exclude Monterey's Housing Agency, and adopted Resolution 12-010 C.S. to elect the City of Monterey to serve as the Successor Agency to dissolving the Redevelopment Agency pursuant to Health & Safety Code Section 34173 and direct staff to return with a resolution on January 25th regarding the Housing Agency successor agency: City Council Minutes Thursday, January 12, 2012 AYES: 5 COUNCILMEMBERS: Downey, Haferman, Selfridge, Sollecito, Della Sala NOES: 0 COUNCILMEMBERS: None ABSENT: 0 COUNCILMEMBERS: None ABSTAIN: 0 COUNCILMEMBERS: None RECUSED: 0 COUNCILMEMBERS: None Councilmember Downey applauded staff's presentation, saying that it made a complex issue easier to understand.
