MINUTES CITY COUNCIL SPECIAL MEETING CITY OF MONTEREY Monday, January 30, 2012 11:30 a.m. CITY COUNCIL CHAMBERS, FEW MEMORIAL HALL MONTEREY, CALIFORNIA Councilmembers Present: Councilmembers Downey, Haferman, Selfridge, Sollecito, Della Sala Absent: None City Staff City Manager, Interim City Attorney, Director of Information Resources/City Present: Clerk, Assistant City Manager, Finance Director, Community Services Director, Assistant Director Plans and Public Works, Chief of Planning, Engineering, and Environmental Compliance, Housing & Property Manager CALL TO ORDER Mayor Della Sala called the meeting to order at 11:31 a.m. PUBLIC APPEARANCE 1. Consider Resolution to Elect to Retain the Housing Assets and Functions Previously Performed by the Redevelopment Agency of the City of Monterey Pursuant to Health and Safety Code Section 34176 (Plans & Public Works - 406-05) Action: Adopted Resolution 12-016 C.S. retaining Housing assets and functions Property and Housing Manager Marvin presented the staff report, giving an analysis of the issues presented to Council on January 25th. He reported that staff concluded that the Housing office can reorganize and keep administrative costs no higher the anticipated program revenue and that there is value to the community if the City controls the City's housing program. On question, Mr. Marvin explained that the margin between operating costs and revenues is small, and the risk is that in the short time to evaluate this question, something might have been overlooked causing the program to cost more than estimated and exceed the program revenue. He reviewed the advantages to keeping the program with regard to the CDBG revenues. Councilmember Selfridge said that she hopes it is possible to look at retirement rather than laying off staff. On question, Mr. Marvin reviewed some of the ways to become more efficient and reduce administrative costs of the housing program. Mayor Della Sala opened the floor for public comments on the item. Collin Gallagher spoke in support of the staff's recommendation. He said that efficiency is not achieved by cuts in programs; rather it is achieved by analyzing the process. He suggested there are many civic groups who could assist the City and they should be tapped. Carl Outzen supported the staff recommendation and said that the City should control its own destiny. He said that the City should not ever get into building housing. Having no further requests to speak, Mayor Della Sala closed public comments. On question, Interim City Attorney Davi said that she has no legal concerns about this recommendation.
