CALL TO ORDER
Mayor Roberson called the meeting to order at 4:00 p.m.
STUDY SESSION
1. Receive a Presentation on Community Choice Aggregation Program (Not a Project under
CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) (Plans &
Public Works - 802-12)
Action: Received report
Sustainability Coordinator Terrasas introduced the item, and Brennan Jansen from Emerging
Ecologies gave an overview of the projects and answered Councilmembers' questions.
Mayor Roberson opened public comment on the item. Tom Rowley, Monterey Peninsula
Taxpayers' Association, voiced concerns regarding the impact on ratepayers. He also spoke as
the Government Affairs Committee representative and said that if something sounds too good
to be true, it probably is. He said that Hawaii discovered that the cost is out of sight for wind
power. He asked why PG&E is not here to speak to this matter. He said that additional
information is needed, and any hidden costs need to be discovered before moving forward. Ms.
Rocowitz asked what are the chances of incineration being used as a renewable source,
knowing that it is controversial. She asked what initiatives insure grass roots public are
engaged and included in the decision making process.
Paul Gutierrez, IBEW Local 34 Representative, said that his organization has been left out of
the planning process. He voiced concerns about the deployment of local jobs. He said that the
language in the current JPA does not address local job creation. He asked to find out what can
be done locally to build out sustainable projects, and referenced Alameda County as a model.
Ms. Jansen said that incineration is not considered a renewable source, nor is hydro. She said
that solar and wind buildout would be determined by the JPA. She said that the JPA could also
look at distributed energy, utilizing a micro-grid system. She said that they have held 91 public
meetings and there has been a high level of engagement. Ms. Jansen stated that job creation
has been at the center of this from the beginning and there have been ongoing discussions
regarding the JPA language in that respect. She said that some of the Alameda language is
included in this JPA, and the JPA could create a policy statement regarding local job creation.

2. Receive a Presentation on the Monterey Pipeline Bridge, Adjacent to the Mark Thomas Avenue
Overcrossing over Highway 68 within State of California Right-of-Way (Not a Project under
CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) (Plans &
Public Works - 807-01)
Action: Received report
City Engineer Wittry made the presentation and answered Councilmembers' questions.
Mayor Roberson opened public comments on the item. An unidentified speaker asked about
the ability to withstand seismic activity. Ms. Rocowitz, from England, said that the bridge could
present opportunities to include design for insect and plant habitat. Mr. Wittry said that there are
some areas that could provide some bird and other animal habitats. Mayor Roberson closed
public comments.

Mayor Roberson clarified that no decisions have been made regarding the current negotiations
on the Wharf leases. He opened the floor for public comments on closed session items. Chad
said that an article in the Weekly printed that there was a hole in his brother's space at the
Wharf that was used to dump waste, but it was never used for that purpose. City Manager
McCarthy said that the City has invited the Weekly to come take a look, but he made no
assumption about why the hole was there. Sherry, Harbor House Gifts, reviewed the asking
price for the current vacancy on the Wharf and voiced concerns regarding the asking price and
how it will affect the current tenants. She asked Council to consider the existing businesses.
Terren Hopi, SFO Forecast, gave a brief overview of her company and why it would be a good
fit for the Wharf. Having no further requests to speak, the Mayor closed public comments, and
Council adjourned to closed session at 5:39 p.m.
ANNOUNCEMENTS FROM CLOSED SESSION
Information Resources Director/City Clerk Gawf announced that in a conference with labor
negotiators, the City Council gave unanimous confidential direction to their negotiators on two
separate roll call votes. She said that the conference with real estate negotiators regarding
Wharf Leases was not heard, but would be discussed on Friday, January 27 at 2:00 p.m.
ADJOURNMENT
Mayor Roberson adjourned the meeting at 6:33 p.m.

STUDY SESSION
STUDY SESSION items are used to provide information to the City Council and answer their
questions to clarify issues. Study Sessions provide a setting for informal discussions between
staff, consultants, board, commission, committee members and the City Council regarding specific
programs, projects or policies. Council does not take formal action on the items.
