CITY COUNCIL SPECIAL MEETING

CALL TO ORDER
Mayor Roberson called the meeting to order at 3:00 p.m.
PUBLIC APPEARANCE
1. Appointing Hans Uslar as Interim City Manager (Human Resources - 502-11)
Action: Postponed action and directed staff to schedule a closed session on or after the
next regular meeting on January 16, 2018
City Attorney Davi presented the staff report and answered Councilmembers' questions.
Councilmember Smith suggested postponing the decision to give the Council additional time
gather information. Councilmember Haffa said that he would respect granting more time if
needed. He said that the initial thought process at the December 19 meeting was to let the staff
and community know that the Council has confidence that we are in good hands.
Mayor Roberson opened public comments on the item, had no requests to speak, and closed
public comments.
Councilmember Albert agreed with Councilmember Haffa regarding the confidence issue. He
said that because of the timing near the holidays additional time might be warranted.
Councilmember Barrett said that he has met several times with Mr. Uslar, and he has
confidence in the relationship, but he does not feel there is a need to rush the decision. Mr.
Albert said that he wants to make sure that a good decision is made for the next several
months.
Councilmember Smith agreed with previous comments and suggested that the matter be taken
up at the January 16 meeting, saying that a closed session might be advisable. He said that he
has full confidence in Mr. Uslar as the Acting City Manager.
Mayor Roberson said that he has worked with Mr. Uslar since 1997, and he has great
confidence in him. He said that he is willing to defer to his colleagues. He said he is not
interested in going outside to appoint an interim City manager and would be willing to move
forward with Mr. Uslar’s appointment this afternoon.
Mayor Roberson said that while it is daunting to lose a leader who has been with the City for
many years, it also presents an opportunity.

Councilmember Barrett expressed his confidence that the City is well organized and performing
well.
Mr. Smith echoed those comments, saying that there is depth, institutional knowledge, and a
high degree of employee dedication that distinguishes Monterey from other cities. He noted that
the Council appointed Mr. Uslar Acting City Manager unanimously.
On a motion by Councilmember Smith, seconded by Councilmember Albert, and carried by the
following vote, the City Council postponed action, directing staff to come back on Jan 16, 2018
or soon thereafter for a closed session to consider this appointment further:

ADJOURNMENT
Having no further business to come before the City Council, Mayor Roberson adjourned the
meeting at 3:23 p.m.

PUBLIC APPEARANCE items are reports on non-routine issues that might stimulate public
discussion, but that do not require formal noticing as public hearings. You are welcome to offer
your comments after being recognized by the Mayor. The Council may limit the time each speaker
is allocated.

ADJOURNMENT
Members of the public have the right to address the City Council on any item on the Agenda, before or
during its consideration [G.C. §54954.3(a)]. The Mayor will formally open the floor for public comment on
items such as "Public Appearance" and "Public Hearings." If you wish to speak to items in any other
categories, for example "Consent Agenda," please advise the City Clerk or the Mayor prior to the
Council's action on that item, and you will be recognized. Notification as much in advance as possible is
appreciated.
The City Council meeting packet may be reviewed by the public in the Library or the City Clerk's Office.
Any writings or documents pertaining to an open session item provided to a majority of the City Council
less than 72 hours prior to the meeting, shall be made available for public inspection at the front counter
at the City Clerk's Office, Room 6 at City Hall, Madison & Pacific Streets, Monterey, California 93940
during normal business hours
Information distributed to the Council at the Council meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided for this purpose.
