MINUTES CITY COUNCIL SPECIAL MEETING CITY OF MONTEREY Wednesday, June 27, 2018 4:00 p.m. FEW MEMORIAL HALL OF RECORDS, 580 PACIFIC ST. MONTEREY, CALIFORNIA Councilmembers Present: Councilmembers Roberson, Albert, Barrett, Smith Absent: Haffa City Staff Interim City Manager, Interim Assistant City Manager, City Attorney, Interim Present: Finance Director, Housing and Community Development Manager, General Services Superintendent, Acting City Clerk, Principal Engineer, Senior Engineer, Property Manager CALL TO ORDER Mayor Roberson called the meeting to order at 4:02 p.m. CONSENT ITEMS Mayor Roberson opened public comments on the Consent Agenda. With no requests to speak, he closed public comments. On a motion by Councilmember Smith, seconded by Councilmember Barrett, and carried by the following vote, the City Council approved the Consent Agenda except Item 3: AYES: 4 COUNCILMEMBERS: Roberson, Albert, Barrett, Smith NOES: 0 COUNCILMEMBERS: None ABSENT: 1 COUNCILMEMBERS: Haffa ABSTAIN: 0 COUNCILMEMBERS: None RECUSED: 0 COUNCILMEMBERS: None Award of Contracts 1. (4-0-1, Haffa absent) City Council Minutes Wednesday, June 27, 2018 Interim City Manager Uslar and Interim Finance Director Bouchard briefly presented the staff report and answered Councilmembers’ questions. Mayor Roberson opened public comments. With no requests to speak, he closed public comments. On a motion by Mayor Roberson, seconded by Councilmember Smith, and carried by the following vote, the City Council adopted Resolution No. 18-111 C.S. to Appropriate Funds in the General Fund, Federal/State Projects Fund, Cemetery Fund, Workers Compensation Insurance Fund, Liability and Property Insurance Fund, Employee Benefit Fund, and Conference Center Facilities District Debt Service Fund for Prior Council Authorized Expenditures: AYES: 4 COUNCILMEMBERS: Roberson, Albert, Barrett, Smith NOES: 0 COUNCILMEMBERS: None ABSENT: 1 COUNCILMEMBERS: Haffa ABSTAIN: 0 COUNCILMEMBERS: None RECUSED: 0 COUNCILMEMBERS: None Other 4. Designate Voting Delegate for 2018 League of California Cities Annual Conference - September 12-14, 2018 in Long Beach, CA (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) (Information Resources - 101-12) Action: Designated Councilmember Albert as Voting Delegate (4-0-1, Haffa absent) ***End of Consent Agenda*** ***Adjourn to Closed Session*** Mayor Roberson opened public comments on the closed session agenda. Brett Honoré, Dust Bowl Brewing Company, shared information about his company, and said that it would be an honor to rent the historic former train station at 290 Figueroa Street. Jeff Dayton-Johnson, Middlebury Institute of International Studies, said that the proposed easement is the result of a collaborative process, will increase the quality of life downtown, and will be an important milestone for the institute. With no further requests to speak, Mayor Roberson closed public comments. The City Council adjourned to closed session at 4:22 p.m. ANNOUNCEMENTS FROM CLOSED SESSION Interim Assistant City Manager Gawf announced the following: cs1.
