CALL TO ORDER
Mayor Roberson called the meeting to order at 4:02 p.m.
CONSENT ITEMS
Mayor Roberson opened public comments on the Consent Agenda, and receiving none, closed
public comments.
On a motion by Councilmember Smith, seconded by Councilmember Albert, and carried by the
following vote, the City Council approved the Consent Agenda:

STUDY SESSION
2. Receive Report on Transition Plan for Fort Ord Base Reuse Authority (Not a Project under
CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) (Plans &
Public Works - 205-01)
Action: Received presentation
Councilmember Haffa, City Council representative to the Fort Ord Reuse Authority (FORA),
said that he has served on a FORA Transition Task Force to discuss options for sunsetting or
transitioning the agency. He introduced FORA representatives Sheri Damon, Prevailing
Wage/Risk Manager, and Michael Houlemard, Executive Director.
Mr. Houlemard gave a presentation providing context for the origin of and need for FORA. He
said that the Monterey County Local Agency Formation Commission (LAFCO) doesn’t feel it

has the authority to assign specific responsibilities for FORA's transition. He updated City
Council about the status of various projects taking place to update and improve Fort Ord land.
Ms. Damon gave an overview of FORA's transition directive and key policy and financial
considerations. She cited California Government Code § 67700 and said that it is unclear
whether the FORA board or LAFCO, or a combination, is responsible for the FORA transition.
She shared concerns that could affect the City of Monterey, including:
financial impacts related to closure of FORA's Community Facilities District (CFD);
Monterey’s 7.69% share of FORA's CalPERS liabilities, though she indicated that FORA
has pre-established funding for these liabilities;
water allocation from FORA to Monterey, which she said could be affected by an
annexation to the Marina Coast Water District and other factors; and
infrastructure improvements for which she said other agencies could be responsible.
Ms. Damon continued, posing questions about transportation, the Fort Ord habitat, and
miscellaneous legal issues. She said that the draft FORA transition plan has been published.
Mayor Roberson opened the floor for public comments, and receiving none, closed public
comments.
Mr. Houlemard and Ms. Damon answered Councilmembers’ questions, explaining the
background of Transition Task Forces 1, 2, and 3, and State politics as they apply to FORA.
They discussed potential changes to regional programs if FORA sunsets, and how the loss of a
funded reuse authority would affect various jurisdictions. They discussed the potential for
jurisdictions to form their own CFDs to replace FORA's, and the City Council expressed
concern over losing the benefit of regional enhancements existing in FORA's CFD.
The City Council referred to financial impacts that would affect the City of Monterey if FORA
sunsets, and favorably discussed a potential “FORA Light” that would focus primarily on the
Environmental Services Cooperative Agreement (ESCA), munitions removal, and financing.
They said that some of the City’s goals for a “FORA Light” would be to continue to complete the
regional capital improvements, and to protect the agency’s funding from the State. They
requested more information on whether it would be beneficial to change the zoning of the City’s
Fort Ord property before FORA sunsets, and on water, particularly with respect to the Marina
Coast Water District and the water obligations of the base reuse plan.
Mayor Roberson opened public comment on closed session, received no requests to speak,
and closed public comments.

recommendation has been prepared. A member of the public or a Councilmember may request

Resolutions
RESOLUTIONS are passed to express the policy of the Council on certain items or programs, or
are passed to direct certain types of administrative action. A resolution may be changed by
adoption of a subsequent resolution. Resolutions only require one reading and are approved
when "passed and adopted."

staff, consultants, board, commission, committee members and the City Council regarding specific
programs, projects or policies. Council does not take formal action on the items.
