(arrived at 4:24 p.m.), Roberson

CALL TO ORDER
Mayor Roberson called the meeting to order at 4:01 p.m. He stated that Councilmember Smith
was present by teleconference and that Councilmember Williamson was on his way and would
arrive soon.
Mayor Roberson asked a series of questions to confirm that Councilmember Smith’s
teleconferencing phone connection was audible for all and that requirements of the Brown Act
had been met. Mayor Roberson stated that pursuant to the Brown Act, any votes taken during
the teleconference portion of the meeting would be taken by roll call.
PUBLIC APPEARANCE
1. Authorize the City Manager to Enter Into an Agreement to Provide Fire Services Between the
City of Monterey and the City of Pacific Grove - Continued from June 18, 2019 (Not a Project
under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) (Fire -
601-05)
Action: Adopted Resolution No. 19-118 C.S. as amended to reflect the removal of the
provision of the City Manager’s authority to amend Article II of the Agreement pertaining
to fees in the future (3-0-2, Councilmembers Haffa and Williamson absent)
Fire Chief Panholzer gave a brief presentation on the proposed fire services agreement, and
highlighted changes to the agreement that were negotiated since the Council packet was
published. He answered Councilmembers’ questions.
Mayor Roberson invited public comments and received none.
Councilmember Albert introduced a motion, which was seconded by Councilmember Smith, to
adopt Resolution No. 19-118 C.S. to Authorize the City Manager to Enter Into an Agreement to
Provide Fire Services Between the City of Monterey and the City of Pacific Grove, as amended
to remove the provision of the City Manager’s authority to amend Article II of the Agreement
pertaining to fees in the future.
Mayor Roberson and City Attorney Davi clarified that all amendments to the contract would be
brought to the respective City Councils for approval.

STUDY SESSION
2. Receive Report and Presentation on Housing Legislation (Not a Project under CEQA Article 20,
Section 15378 and under General Rule Article 5, Section 15061) (Public Works - 201-12)
Action: Received report and presentation
Eric Phillips, Goldfarb & Lipman, gave the presentation about State legislation and pending
changes on the subject of housing. Councilmember Williamson arrived at 4:24 p.m. Mr. Phillips
continued his presentation and answered Councilmembers’ questions.
Mayor Roberson invited public comments. Tom Rowley, and Eric Johnson, R3, shared ideas
about potential housing solutions, including accessory dwelling units. Peter Jesse, Legal
Services for Seniors, spoke about the housing needs of local seniors. Esther Malkin requested
that the City support AB1482. Dan Silverie spoke about a recent Silverie Properties affordable
housing proposal.
The Council expressed an interest in learning how many cases Eden Council for Hope and
Opportunity (ECHO) has taken on in the City of Monterey, in agendizing upzoning in the
downtown and east downtown area, and in learning more about options to develop City
properties into affordable housing. On question, Community Development Director Cole spoke
about upcoming work on the City’s Five Year Housing Plan. On question, City Manager Uslar
said that the Fort Ord property Request for Proposals (RFP) has been advertised.
ADJOURNMENT
Mayor Roberson invited public comment on the closed session and received none. The City
Council adjourned to closed session at 5:06 p.m.
