PUBLIC HEARING 1. Confirm Alvarado Street Maintenance District 85-1 Area and Assessment Proposed in Engineer's Report for Fiscal Year 2019/2020 - Continued from July 16, 2019 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Held Public Hearing; Adopted Resolution No. 19-133 C.S. (3-0-2, Councilmembers Smith and Williamson absent) Mayor Roberson gave a brief introduction to the protest hearing process and stated that public hearings for Items 1 and 2 would be held simultaneously. 2. Confirm Calle Principal Maintenance District 00-1 Area and Assessment Proposed in Engineer's Report for Fiscal Year 2019/2020 - Continued from July 16, 2019 (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Held Public Hearing; Adopted Resolution No. 19-134 C.S. (3-0-2, Councilmembers Smith and Williamson absent) Mayor Roberson opened public comments on Items 1 and 2. Kyong Seung asked for an explanation of the maintenance districts and the protest hearing process, and cited concerns relating to smells associated with homeless individuals on both streets. City Manager Uslar provided information on the maintenance districts and the associated levies. On a motion by Councilmember Haffa, seconded by Councilmember Albert, and carried by the following vote, the City Council adopted Resolution No. 19-133 C.S. to Confirm Alvarado Street Maintenance District 85-1 Area and Assessment Proposed in Engineer's Report for Fiscal Year 2019/2020 and Resolution No. 19-134 C.S. to Confirm Calle Principal Maintenance District 00-1 Area and Assessment Proposed in Engineer's Report for Fiscal Year 2019/2020: AYES: 3 COUNCILMEMBERS: Albert, Haffa, Roberson NOES: 0 COUNCILMEMBERS: (None) ABSENT: 2 COUNCILMEMBERS: Smith, Williamson ABSTAIN: 0 COUNCILMEMBERS: (None) RECUSED: 0 COUNCILMEMBERS: (None)  City Council Minutes July 31, 2019 PUBLIC APPEARANCE 3. Adopt Resolution Certifying Compliance with State Law with Respect to Levying Assessments and Special Taxes (Not a Project under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: Adopted Resolution No. 19-135 C.S. (3-0-2, Councilmembers Smith and Williamson absent) Mayor Roberson gave a brief introduction. He opened public comments, and received none. On a motion by Councilmember Haffa, seconded by Councilmember Albert, and carried by the following vote, the City Council Adopted Resolution No. 19-135 C.S. Present the Parking Action Plan and Recommendations as a result of the Parking Operations Analysis (Not a project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received Presentation City Manager Uslar and Parking Superintendent Steffy gave brief introductions. Julie Dixon, Dixon Resources Unlimited, gave the presentation sharing recommendations for the Parking Action Plan and answered Councilmembers' questions. Mayor Roberson opened public comments. Bob Faulis spoke about parking and parking fees. Cameron Taubert stated there is a huge opportunity to update parking programs in Monterey. Mike Becker, Cannery Row Company, citing traffic issues, urged expanding the Trolley to keep cars parked and off the street. Wendy Brickman spoke in favor of expanding the Trolley. Rick Johnson, Old Monterey Business Association and New Monterey Business Association, spoke in favor of the Parking Action Plan and of expanding the Trolley. The Council discussed the presentation. Goals noted included one stop parking, and making it as easy as possible for people to find parking and have a positive experience. Topics suggested for further study included opportunity costs, comparable cities' programs, long term costs and revenue needs in order to recover costs, enhancing the Trolley service, what purpose the City is trying to achieve with its parking program, how much to invest in a parking program, and what the benefits would be. Regarding the Trolley, usage data was requested and it was noted that expanding the program outside of the City could promote people leaving and spending money in neighboring Cities instead of Monterey.
