MINUTES CITY COUNCIL SPECIAL MEETING CITY OF MONTEREY Wednesday, September 25, 2019 4:00 PM COUNCIL CHAMBER, 580 PACIFIC ST. MONTEREY, CALIFORNIA Councilmembers Present: Albert, Haffa, Williamson (arrived at 4:02 p.m.), Roberson Absent: Smith City Staff City Manager, City Attorney, Community Development Director, Police Present: Chief, Finance Director, Acting Parks and Recreation Director, Acting City Clerk, Dir. of Information Resources/City Clerk, Employee Relations Manager, Assistant Finance Director, Finance Analyst, Assistant Finance Director CALL TO ORDER Mayor Roberson called the meeting to order at 4:01 p.m. Councilmember Williamson arrived at 4:02 p.m. City Manager Uslar stated that the closed session item would not be heard. STUDY SESSION 1. Receive Report on City Fees (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: Received report This item was heard second, after the Consent Item. Finance Director Lai gave the staff presentation consisting of an overview of city fees and methodology. She answered Councilmembers' questions. On question, City Attorney Davi explained what is allowed for regulatory fees versus non-regulatory proprietary fees. The Council discussed depreciation of facilities and technology systems, and best ways to fund facilities' and systems' necessary maintenance. It was noted by Council that non-residents pay a higher fee in some instances but not all. On question, City Manager Uslar said facility reserves will be needed, and that increased fees would be one funding option at the pleasure of the Council, and another option would be a tax that could have a certain percentage allocated toward maintenance of City assets. Authorize the City Manager to Sign a Letter of Agreement Between the City of Monterey and the Monterey Police Association Regarding Field Training Officer Shift Assignment Bidding (Not a Project Under CEQA per Article 20, Section 15378 and Under General Rule Article 5, Section 15061) Action: Authorized signing the letter of agreement City Council Minutes September 25, 2019 On a motion by Councilmember Albert, seconded by Councilmember Haffa, and carried by the following vote, the City Council authorized the City Manager to Sign a Letter of Agreement Between the City of Monterey and the Monterey Police Association Regarding Field Training Officer Shift Assignment Bidding: AYES: 4 COUNCILMEMBERS: Albert, Haffa, Williamson, Roberson NOES: 0 COUNCILMEMBERS: (None) ABSENT: 1 COUNCILMEMBERS: Smith ABSTAIN: 0 COUNCILMEMBERS: (None) RECUSED: 0 COUNCILMEMBERS: (None) ADJOURN TO CLOSED SESSION The closed session was not held.
