Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17,
2020, this meeting was conducted with telephonic/video participation only by all parties.
CALL TO ORDER
Mayor Roberson called the meeting to order at 4:03 p.m. Assistant City Manager Rojanasathira
explained to the public how to participate in the virtual meeting and provide public comment
using Zoom. City Clerk Klein called the roll.
PLEDGE OF ALLEGIANCE
Mayor Roberson led the Pledge.
STUDY SESSION
1. Receive Unaudited General Fund March 31, 2021 Year-to Date Fiscal Report (Not a Project
under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061)
Action: Received presentation and report, Discussed
City Manager Uslar, Human Resources Director Hauck, and Acting Finance Director Cupps
gave the staff presentation and answered Councilmembers' questions. It was remarked by the
City Council that it is imperative to think about core City services: what they are, and how the
City can do them differently if needed. It was stressed that collaboration may be needed with
private and public partners. On question, Library & Museums Director Waite reported on the
status of the Library Board's budget.
Public comment was received from Duane Peterson, Susan Nine, Kala Fossum, Jean Rasch,
and Esther Malkin, who spoke in favor of the Monterey Police Department and its funding; and
from Jeff Noven and Alisha Marie, who spoke in favor of directing some police funding toward
social services to be provided by non-police providers.
The Council discussed the presentation and praised staff for managing expenditures during a
very difficult time. It was stated that there may be room for some middle ground and the public
was urged to put in the work and have conversations to help the City move forward with needed

change. It was stated that services that add to residents’ quality of life are supported by user
fees, and that the City's ability to bring staff and programs back will, to some extent, be reliant
on residents' willingness to pay for those programs and services. It was stressed that herd
immunity is the goal and will bring daily life and the economy back to normal, and residents
were urged to get vaccinated against COVID-19. City staff who have helped with the
vaccination effort were praised.

STUDY SESSION items are used to provide information to the City Council and answer
their questions to clarify issues. Study Sessions provide a setting for informal discussions
between staff, consultants, board, commission,committee members and the City Council
regarding specific programs, projects or policies. Council does not take formal action on
the items.

ADJOURNMENT
Members of the public have the right to address the City Council on any item on the Agenda, before or
during its consideration [G.C. §54954.3(a)]. The Mayor will formally open the floor for public comment on
items such as "Public Appearance" and "Public Hearings." Comment may be made via the method
described in the Important Notice (re: COVID-19) at the top of the agenda.
