MINUTES CITY COUNCIL SPECIAL MEETING CITY OF MONTEREY Friday, September 3, 2021 8:00 AM MONTEREY CONFERENCE CENTER, COLTON ROOM MONTEREY, CALIFORNIA Councilmembers Present: Albert, Haffa, Smith, Williamson, Roberson Absent: None City Staff City Manager, Assistant City Manager, City Attorney, Community Present: Development Director, Fire Chief, Human Resources Director, Library Director, Parks and Recreation Director, Police Chief, Public Works Director CALL TO ORDER The Mayor called the meeting to order at 8:18 a.m. WORKSHOP 1. Council Workshop: Discussion of Vision, Mission, Value Drivers, and Strategic Initiatives (Not a Project under CEQA per Article 20, Section 15378 and Under General Rule Article 19, Section 15061) Action: Discussed Public comment was received from Laura Pratt, President, General Employees of Monterey (GEM). Patrick Ibarra, Mejorando Group, facilitated a discussion of the Vision, Mission, Value Drivers, and Strategic Initiatives with the Mayor and City Council. This included identifying and discussing the benefits of “good government,” sharing the long-lasting impacts they would like to make on the City of Monterey, brainstorming the STEEP (Social, Technology, Economic, Environment, and Political) Analysis, and discussing the City’s Vision and Mission Statements. This workshop was continued to the meeting of September 17, 2021 by consensus. Discussion is limited to issues of process, procedures and morale, and Council does not take formal action on any items. 1. Council Workshop: Discussion of Vision, Mission, Value Drivers, and Strategic Initiatives (Not a Project under CEQA per Article 20, Section 15378 and Under General Rule Article 19, Section 15061) ADJOURNMENT Members of the public have the right to address the City Council on any item on the Agenda, before or during its consideration [G.C. §54954.3(a)]. The Mayor will formally open the floor for public comment on items such as "Public Appearance" and "Public Hearings." Comment may be made via the method described in the Important Notice (re: COVID-19) at the top of the agenda. Writings distributed for discussion or consideration on these matters within 72 hours prior to the meeting, pursuant to Government Code § 54957.5, are available at: https://monterey.org/submitted-comments Information distributed to the Council at the Council meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided for this purpose.
