Pursuant to Section 3 of Executive Order N-29-20, issued by Governor Newsom on March 17,
2020 and Section 42 of Executive Order N-08-21 issued by Governor Newsom on June 11,
2021, the meeting was conducted with a hybrid combination of telephonic/video participation
(via Zoom) and in-person attendance in the Colton Room of the Monterey Conference CEnter.
CALL TO ORDER
Mayor Roberson called the meeting to order at 8:13 a.m.
WORKSHOP
1. Council Workshop: Continued Discussion of Vision, Mission, Value Drivers, and Strategic
Initiatives (Not a Project Under CEQA Article 20, Section 15378 and Under General Rule Article
5, Section 15061)
Action: Discussed, Adopted new Vision and Mission Statements
Mayor Roberson opened the floor for public comments on non-agendized matters, received
none, and closed public comments.
Patrick Ibarra, Mejorando Group, led the Council in discussions, with contributions from City
staff, about the vision and mission statements. On consensus, the City Council adopted the
following statements:
VISION
Monterey: A beautiful, special place to live, work, and visit. Anda!
MISSION
In partnership with our entire community, the Monterey City Council provides visionary
leadership ensuring a safe, healthy, historic, economically vibrant, and sustainable
environment.
The Council recessed at 9:25 a.m. and reconvened at 9:42 a.m.
Mr. Ibarra and the Council and staff discussed value drivers.

The Council recessed briefly from 10:20 a.m. due to technical issues with the videoconference,
and reconvened at 10:27 a.m. They continued the discussion on value drivers. Among topics
covered were the community's serious needs for housing and water. Comments were made by
Council in favor of continued discussions and workshops.
Mayor Roberson opened the floor for public comments on the agendized workshop, received
none, and closed public comments.
ADJOURNMENT
The Council adjourned at 11:30 a.m.

WORKSHOP
The focus of a Council WORKSHOP is team building and group dynamics. Discussion is
limited to issues of process, procedures and morale, and Council does not take formal
action on any items.

ADJOURNMENT
Members of the public have the right to address the City Council on any item on the Agenda, before or
during its consideration [G.C. §54954.3(a)]. The Mayor will formally open the floor for public comment on
