MINUTES CITY COUNCIL SPECIAL MEETING CITY OF MONTEREY Wednesday, May 25, 2022 4:00 PM COUNCIL CHAMBER, 580 PACIFIC ST., AND ZOOM TELECONFERENCE MONTEREY, CALIFORNIA Councilmembers Present: Albert*, Smith*, Williamson*, Roberson (arrived at 4:18 p.m.)* Absent: Haffa * Attended remotely by teleconference City Staff City Manager, Assistant City Manager, City Attorney, Community Present: Development Director, Public Works Director, Parks and Recreation Director, Finance Director, Fire Chief, City Clerk, Systems Analyst, Associate Planner, Fire Division Chiefs (2), Fire Captains (2), Fire Engineer, Fire Prevention Technician, Administrative Assistant (Fire) This meeting was held with a combination of in-person and teleconference attendance, pursuant to the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and Resolution No. 22-052 C.S. CALL TO ORDER Vice Mayor Smith called the meeting to order at 4:00 p.m. City Clerk Klein called the roll, with Councilmembers Albert, Smith, and Williamson present by Zoom teleconference, and Councilmember Haffa and Mayor Roberson absent. Vice Mayor Smith stated that Mayor Roberson would arrive shortly. PRESENTATIONS 1. Receive a Presentation from Citygate Associates, LLC, on the Community Risk Assessment / Standards of Cover Study Training (Not a Project under CEQA Article 20, Section 15378 and under General Rule Article 5, Section 15061) Action: Received presentation Fire Chief Panholzer introduced Stewart Gary and Sam Mazza with the firm Citygate Associates, LLC, who conducted the study. Mayor Roberson arrived at 4:18 p.m. during the presentation. Mr. Gary answered Councilmembers' questions. City Clerk Klein explained to the public how to participate in the meeting virtually and the safety rules for in-person attendance. Public comment was received from Elouise Shim, who asked questions relating to personnel and staffing; and Pat Moore, Monterey Fire Fighters Association, who expressed appreciation for participating in the process. On question from the public, City Manager Uslar said that the City is in compliance with hiring standards and rules. He clarified that the stations are fully staffed with firefighters and operational personnel, and that the recommendations rightfully pointed out functions in the City's Fire Department Administration that need to be calibrated. Fire Chief Panholzer reiterated that the Fire Department is compliant with all regulations. City Council Minutes May 25, 2022 The Council discussed the study, noting links between development, services, and the budget. On question from Council, City Manager Uslar stated that next steps will include evaluating and working on the policy recommendations, staffing and coverage issues.
