MINUTES CITY COUNCIL STUDY SESSION CITY OF MONTEREY Wednesday, February 26, 2014 4:00 - 6:00 p.m. COUNCIL CHAMBER, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Councilmembers Present: Councilmembers Haffa, Selfridge, Sollecito, Della Sala Absent: Councilmember Downey City Staff Interim Assistant City Manager, Director of Information Resources/City Present: Clerk, City Attorney, Chief of Planning, Engineering, and Environmental Compliance, Housing & Property Manager, Principal Planners CALL TO ORDER Mayor Della Sala called the meeting to order at 4:01 p.m. Councilmember Downey was absent, and Councilmember Haffa arrived at 4:32 p.m. PUBLIC COMMENTS Mayor Della Sala opened the floor for public comments on items not on the agenda, no one came forward, and he closed the public comment period. STUDY SESSION 1. Receive Presentation and Discuss Development Concept, Negotiating Process, Approach and Principles for Fort Ord Property Development through DBO Development Company (Plans & Public Works - 203-02) Action: Received and discussed report Chief of Planning Rerig introduced the item, reviewing the background, process, and objectives for this project. He introduced David Zehnder, Economic and Financial Consultant, Economic Planning Systems, Inc. and Adam Lindgrin, Consulting Attorney of Meyers Nave. Mr. Zehnder, EPS Planning, outlined his experience with projects for properties on bases and major public assets, key lessons learned, public-private partnerships in a real estate context, and the benefits of those partnerships. On question, Mr. Zehnder explained the importance of segmenting the market to increase the size of it by adding new types of uses. Councilmember Haffa arrived at 4:32 p.m. and was seated at the dais. Don Orosco, developer, shared his vision for the project, including job creation, new revenue sources for the city, trust, and economic diversification of the area. On questions from the Council, Mr. Orosco described some of the potential family entertainment venues for the development, and he explained his philosophy on building trust. Councilmember Sollecito expressed the importance of creating higher paying jobs as part of this, and Mr. Orosco noted that the market for professional offices, such as medical offices, is busy at this time. City Council Minutes Wednesday, February 26, 2014 In answer to the Mayor's question, Mr. Orosco agreed that some of the vacant office space at Ryan Ranch could be repurposed as a result of synergistic activity that results from their development. Chief of Planning Rerig reviewed the next steps, along with the schedule. 2. Receive Report on Current Status of Lease Activity on Wharf 1 and Wharf 2 (Plans & Public Works - 206-03) Action: Received and discussed report Property and Housing Manager Marvin presented the staff report, giving an overview of the Wharf 1 ground leases and detailing the progress to date. Councilmember Haffa requested to receive information regarding how other cities that own wharves handle leases and property ownership. Mr. Marvin reviewed the next steps in the leasing process. Councilmember Sollecito said that it is important to catch up on the backlog of lease renewals and it should be made a priority in order to assist the business owners in being successful. Mayor Della Sala opened the floor for public comments on the closed session item, no one came forward, and he closed the floor. Any person or group desiring to bring an item to the attention of the City Council may do so by addressing the Council during Public Comments or by addressing a letter of explanation to: City Clerk, City Hall, Monterey, CA 93940. The appropriate staff person will contact the sender concerning the details. NOTE: Public Comments are taken during the afternoon session and continued at the evening session. Individuals may choose to speak once for up to three minutes at either session, but not both. STUDY SESSION STUDY SESSION items are used to provide information to the City Council and answer their questions to clarify issues. Study Sessions provide a setting for informal discussions between staff, consultants, board, commission, committee members and the City Council regarding specific programs, projects or policies. Council does not take formal action on the items. 1.
