Chair Myles called the meeting to order at 4:00 pm.

On a motion by Commissioner O'Neil, seconded by Commissioner Palminteri, and
carried by the following vote, the Historic Preservation Commission Approved the April
20, 2011 Minutes:

2. 500 Hartnell Street; Minor Historic Permit 11-102; Applicant Tobias Peach; Owner
Coastal Luxury Management; C-2-H1 Zoning District; Exempt from CEQA
Requirements.
Consider new landscaping plan including increase in height of a previously approved
hedge, new planter boxes, new lighting fixtures and reconfigured patio and deck.

On a motion by Commissioner Castagna, seconded by Commissioner O'Neil, and carried
by the following vote, the Historic Preservation Commission approved the new landscaping
plan including increase in height of a previously approved hedge, new planter boxes, new
lighting fixtures and reconfigured patio and deck with Conditions of Approval and Findings
for Decision.

ACTION: Approved the new landscaping plan including increase in height of a
previously approved hedge, new planter boxes, new lighting fixtures
and reconfigured patio and deck with Conditions of Approval and
Findings for Decision . 7-0-0.
Staff Presentation/Commissioners Questions:
Elizabeth Caraker presented the staff report and answered Commissioners’ questions.
Applicant:
David Bernall said the door is period specific around the late 1800's and is made of wood
but framed in metal and is not a functional door and will never be closed and will remain
permanently locked open. In answer to Commissioner Hodgin's question, Mr. Bernall
said that because the arborist did not want the hedges to be dug down because of the
roots that spread out, the height of the planter boxes was raised and the intention is to
create a space where guests feel comfortable and shielded from the busy
streets surrounding the business. In answer to Commissioner McLain's question, Mr.
Bernall clarified that the fire pits will not be seen above the hedge line and are located in
front of the second entrance. He also said they are not intended for cooking purposes
rather to improve the ambience and provide heat.

Commissioner Comments:
Commissioner Palminteri said the gate is not consistent with Monterey Colonial design.
Commissioner Castagna said the concern of the door aesthetics should be considered
by the Architectural Review Commission rather than by the HPC and motioned to
approve the new landscaping plan including increase in height of a previously approved
hedge, new planter boxes, new lighting fixtures and reconfigured patio and deck with
Conditions of Approval and Findings for Decision. Commissioner O'Neil seconded the
motion.

Commissioner Hodgin expressed concern about the hedge height and suggested that
the height be lowered by six inches to allow for more visibility of the building.
Commissioner Castagna said the applicant believes the privacy created by the hedges
will benefit the business.
Chair Myles expressed concern regarding the growth of the hedge over time
and suggested a condition indicating the hedge maintain the approved height.
COMMISSIONER COMMENTS
Commissioner Castagna said he went to the California Preservation Foundation
Conference in Santa Monica and gave a brief description of his experience.
INFORMATIONAL REPORTS & STAFF COMMENTS
3. Update on Stohan’s Repairs.
Ms. Caraker gave a brief description of the progress on the Stohan's repairs and invited
the Commission to celebrate Commissioner Swett's service on the Historic Preservation
Commission.

CONSENT ITEMS
CONSENT ITEMS allow for a review of those items recommended for approval on consent or
recommended to be continued, tabled or withdrawn, etc. Consent items consist of those items
which are routine and for which a staff recommendation has been prepared. A member of the
public or a Commissioner may request that an item recommended for approval on consent be
heard on the regular agenda for further discussion.

PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes on any
subject which is within the jurisdiction of the Monterey Historic Preservation Commission and
which is not on the agenda. Any person or group desiring to bring an item to the attention of the
Commission may do so during Public Comments or by addressing a letter of explanation to the
Commission, City Hall, Monterey, CA 93940. Public Comments are taken during the afternoon
session and continued at the evening session. Individuals may choose to speak once for up to
three minutes at either session, but not both.
PUBLIC HEARING
PUBLIC HEARINGS are required by law for certain actions. You are welcome to offer your
comments after being recognized by the Chair. The Chair may limit the time allocated to each
speaker. Project representation is encouraged.

ADJOURNMENT— The general policy of the Historic Preservation Commission is that the Afternoon
Session will end no later than 6:30 p.m. Any public agenda items that have not been completed within
the designated adjournment time may be formally extended by the Commission, or continued to the
next regularly scheduled Historic Preservation Commission Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org/ beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Commission on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Commission at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Historic Preservation Commission decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
