CALL TO ORDER
Chair Petty called the meeting to order at 4:00 pm.
CONSENT ITEMS
On a motion by Commissioner O'Neil, seconded by Commissioner McLain, and carried
by the following vote, the Historic Preservation Commission approved the CONSENT
ITEMS:

PUBLIC HEARING
2. Deny 527 Pearl Street; Historic Permit 12-260 for Alterations to the Front Porch of a
Single-Family Residence; Applicant Gretchen Flesher; Owner Curt and Marietta
Tipton; C-2 Zoning District; Exempt from CEQA Requirements.
ACTION: Adopt a Resolution approving Historic Permit 12-260 for alterations to
the front porch of the single-family residence at 527 Pearl Street.

Christine Hopper presented the Agenda Report and answered Commissioners'
questions.

Applicant:
Gretchen Flesher, representing the property owner, gave a brief background of the
property and her involvement with the project, and requested the Commission provide
direction to the owner of what needs to be done. She mentioned a letter she submitted
with the packet summarizing the sequence of events, detailing the approval for the
stairway that was part of the original permit. She said there have been changes to the
porch, stairs and first floor, and she does not agree with findings 2, 3, 5, 9 and 10. She
also said the building is a potential contributor to a potential historic district and the
overall character of the building is the primary element the home should be evaluated on,
and the changes are not significant enough to be inconsistent with the Secretary of
Interiors Standards.
Curt Tipton, property owner, said the changes to the porch were done to accommodate
the needs of their disabled son and an attempt was made to match other similar porches
in the neighborhood.
Seth Bergstein, Architectural Historian, said he has evaluated the building and the
property is not significant on a California or National registry level. He said the glazing is
probably not original and the minimal changes to the porch do not change the historic
integrity. He asked the Commission to carefully consider the interpretation of the
Standards. In answer to Commissioner Palminteri’s question, Mr. Bergstein said
applying to have the property removed from the Reconnaissance list is an option they are
willing to explore.
Marietta Tipton said the permit for the project ended in June of 2011 and staff directed
her to have a Historic Report done. She said there was no discussion of the possibility of
removal from the Reconnaissance Survey List.
Public Comment:

Commission Comments:
In answer to Commissioner Fletcher’s question, Ms. Hopper said the front stairs were
previously removed and replaced and brought up to current building codes at that time.
Commissioner Fletcher made a motion to adopt a Resolution approving Historic Permit
12-260 for alterations to the front porch of the single-family residence at 527 Pearl Street.
Ms. Cole informed the Commission that staff would draft appropriate findings for approval
and return to the Commission at their next meeting. Commissioner O’Neil seconded the
motion.
In answer to Commissioner Palminteri’s question, Ms. Hopper said the applicant would
need to submit an application to have the property removed from the list.
Commissioner Petty said the home is a potential contributor to a potentially historic
district.
Commissioner Palminteri questioned the conclusion of the Historic Report that was
submitted.

by the following vote, the Historic Preservation Commission adopted a resolution
approving Historic Permit 12-260 for alterations to the front porch of the single-family

COMMISSIONER COMMENTS
Commissioner O’Brien informed the Commission that the Waterfront
Subcommittee selected two of the five proposals submitted for the use of the
Southern Pacific Passenger Depot, for final consideration. She said the two
proposals are for a restaurant use.
In answer to Commissioner Palminteri's question, Commissioner O'Neil confirmed
that there is a museum located next to the Royal Presidio Chapel.
INFORMATIONAL REPORTS & STAFF COMMENTS
Kim Cole informed the Commission that the Downtown Specific Plan is moving
forward and will be presented to the Planning Commission on November 14,
2012. She also said the consultant has finished the New Monterey Historic
Survey and due to a typo on the notices, the meeting has been postponed and
new notices are being re-issued and the item will be heard in January 2013.

CONSENT ITEMS
CONSENT ITEMS allow for a review of those items recommended for approval on consent or
recommended to be continued, tabled or withdrawn, etc. Consent items consist of those items
which are routine and for which a staff recommendation has been prepared. A member of the
public or a Commissioner may request that an item recommended for approval on consent be
heard on the regular agenda for further discussion.

PUBLIC COMMENTS
PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes on any
subject which is within the jurisdiction of the Monterey Historic Preservation Commission and
which is not on the agenda. Any person or group desiring to bring an item to the attention of the
Commission may do so during Public Comments or by addressing a letter of explanation to the
Commission, City Hall, Monterey, CA 93940. Public Comments are taken during the afternoon
session and continued at the evening session. Individuals may choose to speak once for up to
three minutes at either session, but not both.
PUBLIC HEARING
PUBLIC HEARINGS are required by law for certain actions. You are welcome to offer your
comments after being recognized by the Chair. The Chair may limit the time allocated to each
speaker. Project representation is encouraged.

ADJOURNMENT
ADJOURNMENT— The general policy of the Historic Preservation Commission is that the Afternoon
Session will end no later than 6:30 p.m. Any public agenda items that have not been completed within
the designated adjournment time may be formally extended by the Commission, or continued to the
next regularly scheduled Historic Preservation Commission Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org/ beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Commission on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Commission at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Historic Preservation Commission decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
