MINUTES HISTORIC PRESERVATION COMMISSION Thursday, January 9, 2014 4:00 pm - 7:00 pm 580 PACIFIC STREET, COUNCIL CHAMBER MONTEREY, CALIFORNIA Commissioners Present: Palminteri, Fletcher, Barlow, McLain, O'Brien, O'Neil, Petty Commissioners Absent: None Staff Members Present: Principal Planner Caraker, Senior Associate Planner Hopper, Recording Secretary Nelson CALL TO ORDER Chair Palminteri called the meeting to order at 4:01 pm. CONSENT ITEMS On a motion by Commissioner Barlow, seconded by Commissioner O'Neil, and carried by the following vote, the Historic Preservation Commission approved the CONSENT ITEMS: AYES: 7 COMMISSIONERS: Palminteri, Fletcher, Barlow, McLain, O'Brien, O'Neil, Petty NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None Approval of Minutes 1. November 14, 2013 ACTION: Approved as amended. Commissioner O’Neil requested that item #2 of the minutes reflect Commissioner Barlow voting in favor of the item and not as absent. She also requested that clarification be added to her statement regarding demolition of the house under Commissioner Comments. Chair Palminteri requested that item #3 of the minutes reflect Jerry Jansen speaking on behalf of the applicant, as Dennis Hodgin was not present. She also requested that item #2 reflect her voting no and not as absent. ***End of Consent Agenda*** PUBLIC COMMENTS None. Historic Preservation Commission Minutes Thursday, January 9, 2014 PUBLIC HEARING Commissioner Barlow recused himself from item #2. 2. Recommend that the City Council Exclude 200, 202 and 204 Lighthouse Avenue from the New Monterey Reconnaissance Survey List; Exempt from CEQA Requirements (Section 15308) ACTION: Adopted a Resolution recommending that the City Council exclude 200, 202, and 204 Lighthouse Avenue from the New Monterey Reconnaissance Survey List. Staff Presentation/Commissioner Questions Christine Hopper presented the Agenda Report and answered Commissioners’ questions. Applicant Dan Clarke, property owner, was present and offered to answer Commissioners’ questions. Public Comments None. Commissioner Comments Commissioner O’Brien said the appearance of the buildings on the property facing Lighthouse Avenue does not match the appearance of the buildings facing Reeside Avenue. Commissioner McLain concurred. Commissioner Petty made a motion to adopt a Resolution recommending that the City Council exclude 200, 202, and 204 Lighthouse Avenue from the New Monterey Reconnaissance Survey List. Receive Report on Certified Local Government Annual Report and Provide Comments ACTION: Received a report on the Certified Local Government Annual Report and provided comments. Staff Presentation/Commissioner Questions Elizabeth Caraker presented the Agenda Report and answered Commissioners’ questions. Commissioner Comments Chair Palminteri said that Vice Chair Fletcher’s resume was not included in the report. . In response to Commissioner Petty’s questions, Ms. Caraker said it is up to each Commissioner whether or not to update their resume and that she will accept updated resumes and specific comments by email until the following week. She also clarified that Section 5 is for new CLG Reports and is intentionally left blank. 5. Confirm Annual Appointments for Chair, Vice Chair, and Subcommittees ACTION: Confirmed annual appointments for Chair, Vice Chair, and Subcommittees. Historic Preservation Commission Meeting Minutes Thursday, January 9, 2014 3 Historic Preservation Commission Minutes Thursday, January 9, 2014 Staff Presentation/Commissioner Questions Ms. Caraker presented the Agenda Report and answered Commissioners’ questions. Commissioner Comments Commissioner Fletcher accepted the position of Chair and Commissioner Barlow accepted the position of Vice Chair, to take effect starting the next regularly scheduled HPC Meeting. The HPC confirmed the appointments for Subcommittees as proposed. COMMISSIONER COMMENTS Commissioner O’Neil said that most of the state parks in the downtown Monterey area are closed and requested a status report from the State Parks Department. Commissioner O’Neil also said that the City of Monterey created a very well done video on YouTube regarding the San Carlos Cathedral. INFORMATIONAL REPORTS & STAFF COMMENTS Ms. Caraker said that a report on the Cooper Molera building will be given by the National Trust at the January 21, 2014 City Council Meeting at 7:00 pm. Ms. Hopper said the upcoming Spring Historic Conference will tentatively be held the week of April 15, 2014 at Asilomar Conference Grounds and will include information about technological advances and future preservation. She also said there will be historic tours of lighthouses, Monterey, Asilomar, and Salinas, and asked that any Commissioners interested in volunteering to contact her. ADJOURNMENT ADJOURNMENT— The general policy of the Historic Preservation Commission is that the Afternoon Session will end no later than 6:30 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Commission, or continued to the next regularly scheduled Historic Preservation Commission Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org/ beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Commission on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Commission at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Historic Preservation Commission decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend.
