MINUTES HISTORIC PRESERVATION COMMISSION Thursday, January 8, 2015 4:00 pm - 7:00 pm 580 PACIFIC STREET, COUNCIL CHAMBERS MONTEREY, CALIFORNIA Commissioners Present: Barlow, Hawley, O'Brien, O'Neil, Petty Commissioners Absent: Fletcher Staff Members Present: Principal Planner Caraker, Senior Associate Planner Hopper, Recording Secretary Leinen CALL TO ORDER Vice Chair Barlow called the meeting to order at 4:03 pm. CONSENT ITEMS On a motion by Commissioner O'Neil, seconded by Commissioner O'Brien, and carried by the following vote, the Historic Preservation Commission approved the CONSENT ITEMS with amendments to the Minutes: AYES: 5 COMMISSIONERS: Barlow, Hawley, O'Brien, O'Neil, Petty NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Fletcher ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None Approval of Minutes 1. November 13, 2014 ACTION: Approved as amended. Commissioner Petty requested that the Commissioner’s first names omitted in the roll call be included and that the spelling of Commissioner Widmar’s name be corrected on page 1 of the minutes. Commissioner O’Neil made a motion to approve the Consent Items with amendments to the Minutes. Commissioner O’Brien seconded the Motion. ***End of Consent Agenda*** PUBLIC COMMENTS None. PUBLIC APPEARANCE 2. Consider Whether the Property Located at 300 Cannery Row (Aeneas Sardine Packing Company Cannery) Meets the Criteria for the National Register of Historic Places ACTION: Adopted a Resolution supporting the findings that the property located at 300 Cannery Row (Aeneas Sardine Packing Company Cannery) meets the criteria for the National Register of Historic Places (National Historic Preservation Commission Minutes Thursday, January 8, 2015 Register). Staff Presentation/Committee Member Questions Christine Hopper presented the Agenda Report and answered Commissioner’s questions. Applicant No applicant present. Public Comments None. Committee Member Comments Vice Chair Barlow said it was helpful seeing the full National Register of Historic Places application in the packet in order to get a complete understanding of the building. Commissioner Petty asked if inclusion on the National Register makes it harder to change the appearance of the building. In response to Commissioner Petty’s question, Ms. Hopper said the “blue ribbon” given does not offer as much protection as local ordinances. Commissioner O’Neil made a motion to adopt a Resolution supporting the findings that the property located at 300 Cannery Row (Aeneas Sardine Packing Company Cannery) meets the criteria for the National Register of Historic Places (National Register). Vice Chair Barlow seconded the motion. On a motion by Commissioner O'Neil, seconded by Commissioner Barlow, and carried by the following vote, the Historic Preservation Commission adopted a Resolution supporting the findings that the property located at 300 Cannery Row (Aeneas Sardine Packing Company Cannery) meets the criteria for the National Register of Historic Places (National Register): AYES: 5 COMMISSIONERS: Barlow, Hawley, O'Brien, O'Neil, Petty NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Fletcher ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None 3. Appointment of Chair, Vice Chair, and Subcommittee Representatives ACTION: Confirmed annual appointments for Chair, Vice Chair, and Subcommittees. Staff Presentation/Committee Member Questions Elizabeth Caraker presented the Agenda Report and answered Commissioners’ questions. Committee Member Comments Commissioner Barlow accepted the position of Chair. Commissioner O’Brien declined the position of Vice Chair. Being the next most eligible for Vice Chair, Commissioner O’Neil accepted the position. Commissioner Fletcher and Commissioner Hawley accepted the positions on the Historic Preservation Commission Meeting Minutes Thursday, January 8, 2015 2 Historic Preservation Commission Minutes Thursday, January 8, 2015 Downtown Specific Plan Subcommittee. Commissioner O’Brien accepted the position on the Waterfront Subcommittee. The HPC confirmed the above mentioned appointments. COMMISSIONER COMMENTS Commissioner O’Neil asked if there is a Work Program in place for the year. Ms. Caraker confirmed that the Work Program was adopted last summer, and that the Planning Office hopes to update the Historic Ordinance but is currently short staffed and is working on a large volume of project applications. Commissioner O’Neil said there is sometimes a disconnect between historic events and the HPC, and asked who informs residents of Monterey of the City’s historic resources. Ms. Caraker said the group “Historic Monterey” meets quarterly and that she would be happy to continue to forward meeting invitations to the HPC. Ms. Caraker also said she will bring a report of Historic Monterey’s activity to the next HPC meeting. Commissioner O’Brien asked if a program could be added to the Monterey Channel highlighting the historic elements of the City. Ms. Caraker said that this is a possibility and it would require a joint effort between the Communications Office and the Museum and Cultural Arts Division. INFORMATIONAL REPORTS & STAFF COMMENTS Ms. Hopper said that Commissioner Virginia McLain has stepped down from her position due to health reasons, and that the Planning Office hopes to honor her with a proclamation from the Mayor. Commissioner Petty said he believes Commissioner McLain may have been the longest serving member of the Historic Preservation Commission. Commissioner O’Neil recounted Commissioner McLain’s dedication to Historic Preservation. Ms. Hopper also said Preliminary Architectural Review for the Conference Center will take place at the Architectural Review Committee meeting on January 21, 2015. Public Comments are taken during the afternoon session and continued at the evening session. Individuals may choose to speak once for up to three minutes at either session, but not both. ADJOURNMENT ADJOURNMENT— The general policy of the Historic Preservation Commission is that the Afternoon Session will end no later than 6:30 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Commission, or continued to the next regularly scheduled Historic Preservation Commission Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org/ beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Commission on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized. Notification as much in advance as possible is appreciated. Information distributed to the Commission at the meeting becomes part of the public record. A copy of written material, pictures, etc. should be provided to the Secretary for this purpose. Historic Preservation Commission decisions may be appealed within ten (10) days from the date of the decision on forms available in the Planning Division during business hours. When the tenth day falls on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or weekend.
