MINUTES HISTORIC PRESERVATION COMMISSION Thursday, September 10, 2015 4:00 pm - 7:00 pm 580 PACIFIC STREET, COUNCIL CHAMBERS MONTEREY, CALIFORNIA Commissioners Present: Barlow, Hawley, O'Brien, Petty, Denley, Smith-Crivello Commissioners Absent: O'Neil Staff Members Present: Principal Planner Caraker, Senior Planner Hopper, Recording Secretary Leinen CALL TO ORDER Chair Barlow called the meeting to order at 4:01 pm. CONSENT ITEMS On a motion by Commissioner Petty, seconded by Commissioner Hawley, and carried by the following vote, the Historic Preservation Commission approved the CONSENT ITEMS with amendments to the Minutes: AYES: 6 COMMISSIONERS: Barlow, Hawley, O'Brien, Petty, Denley, Smith- Crivello NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: O'Neil ABSTAIN: 0 COMMISSIONERS: None RECUSED: 0 COMMISSIONERS: None Approval of Minutes 1. August 13, 2015 ACTION: Approved as amended. Chair Barlow said a member of public proposes additions to the Minutes regarding 280 and 290 Reeside Avenue. Chair Barlow read the proposed additions to the minutes and by consensus the Commission agreed upon including the following additions: “Commissioner Hawley said that removing the properties from the list does not necessarily mean that bodies reviewing projects in the future would not also prefer smaller, charming structures and be concerned with the feel of New Monterey.” “Vice Chair O’Neil said the plywood could be removed from the outside of the garage doors.” “Committee Member Hawley said the City requires applicants to hire a qualified historian to evaluate the property and its integrity in order to be removed from the list, so the HPC has to trust the historian’s judgment or their own judgment, and in this case she questions why the HPC would not trust the judgment of the qualified historian and City staff.” Chair Barlow made motion to accept the proposed additions to the Minutes.  Historic Preservation Commission Minutes Thursday, September 10, 2015 Commissioner O’Brien seconded the motion. Consider 606 Anthony Street; HP Application 15-324 to Remove a Property from the Downtown Reconnaissance Survey List; Applicant/Owner Irene Ham; PC-D Zoning District; Exempt from CEQA Requirements ACTION: Adopted a Resolution removing 606 Anthony Street from the Downtown Reconnaissance Survey List and confirming that the property is not eligible as a historic resource. Consider 492 Clay Street; HP Application 15-332 for a Mills Act Contract and H-2 Historic Zoning; Applicants/Owners Michael and Melanie Cervi; R-3-6 Zoning District; Exempt from CEQA Requirements ACTION: Adopted a Resolution recommending that the Planning Commission recommend that the City Council adopt an Ordinance to rezone the property as a City Historic Resource from R-3-6 to R-3-6-H-2 and a Resolution recommending that the City Council approve a Mills Act Contract (property tax savings program for historic structures) for the property. Staff Presentation/Commissioner Questions Ms. Hopper presented the Agenda Report and answered Commissioners’ questions. Applicant Michael and Melanie Cervi, owners, were present but did not address the Commission. Public Comments None. Commissioner Comments Commissioner Smith-Crivello said it is great that the property owner is interested in pursuing a Mills Act contract and that preserving the property will add to value of neighborhood. Chair Barlow said he walks by the property often and the house is wonderful and contributes to the historic feeling of Monterey. Commissioner Petty said he drives by the property daily and is pleased the owners would like to preserve the house. He expressed concern regarding the tile roof not being included on the maintenance schedule, and Principal Planner Elizabeth Caraker clarified that the roof was last replaced in the 1980’s, not in 1962. Consider Recommendation to the Planning Commission Regarding the Waterfront Master Plan ACTION: Adopted a Resolution recommending adoption of the Waterfront Master Plan and Mitigated Negative Declaration with a correction to page 16 of the Plan. Staff Presentation/Commissioner Questions Ms. Caraker presented the Agenda Report and answered Commissioners’ questions. Public Comments None. Commissioner Comments Commissioner Smith-Crivello said the Waterfront Master Plan is a wonderful document offering a lot of history. She also said that making parking closer to the Wharf cost more may be restrictive for older Wharf visitors. Commissioner Crivello-Smith asked about the Catellus reference in the Plan and Commissioner Petty clarified that Catellus is the name of family who owned the property decades ago. Commissioner Petty also said there are two references to Wharf #3 in the Agenda packet that should be removed. Commissioner Hawley suggested that the potential Fisherman’s Wharf museum should be expanded to include the history of the people of Fisherman’s Wharf since the Aquarium already has an exhibit on sardines. In response to Commissioner Petty’s question regarding parking spaces, Ms. Caraker said she does not know how many spaces will remain after implementation of the Plan and that the parking numbers and concept design will be removed from the Plan, per direction of the Planning Commission. Commissioner Petty said even at peak utilization times there are still many City parking spaces available. In response to Commissioner Hawley’s question, Ms. Caraker said there is no plan to change the existing free parking for Monterey residents and this free parking may Historic Preservation Commission Meeting Minutes Thursday, September 10, 2015 4 Historic Preservation Commission Minutes Thursday, September 10, 2015 address Commissioner Smith-Crivello’s concern regarding accessibility for older citizens who visit the waterfront. In response to Commissioner Denley’s question, Ms. Caraker said modifications to potentially historic Wharf structures can be done in a way to meet the Secretary of the Interior Standards. Commissioner Smith-Crivello said people visit the Wharf due for all the unique flavors and she hopes there is a way to value the Wharf and the unique restaurants that make it special. She also suggested a drop-off area for older Wharf visitors to provide access for those with less mobility. Ms. Caraker said a Tyler Street extension drop-off point and valet parking may be another way to meet the need. In response to Commissioner Denley’s question, Ms. Caraker said the Plan will address bike parking. Commissioner Hawley requested that the sentence on page 16 under the heading “Museum of Monterey” reading “The Museum of Monterey was built in 1992 on what was then Redevelopment Agendy property and is now City property by the Monterey Histor and Art Association” be corrected by adding “run” or a similar word. Commissioner Petty said from his perspective as an HPC member, he does not see anything wrong with the Master Plan. Commissioner O’Brien said as a representative on the Waterfront Master Plan subcommittee, she saw that many livelihoods and historic memories come together at the waterfront. She said the Plan is the best possible solution for all the competing elements. Commissioner O’Brien also thanked all the planners and all City staff who worked on the project. Chair Barlow thanked Commissioner O’Brien for her work on the subcommittee. Commissioner O’Brien made a motion to adopt a Resolution recommending adoption of the Waterfront Master Plan and Mitigated Negative Declaration with a correction to page 16 of the Plan as proposed by Commissioner Hawley. His first suggestion is to fine tune the Historic Preservation Guidelines and Ordinances with regard to neglect of Historic Preservation Commission Meeting Minutes Thursday, September 10, 2015 5 Historic Preservation Commission Minutes Thursday, September 10, 2015 historic structures and potentially historic structures. His second suggestion is to look at encouragement of Mills Act applications and potentially lowering the application costs. Commissioner O’Brien suggested generalizing the required historic plaque to reduce costs. Commissioner Smith-Crivello and Commissioner Petty said they will not be in attendance at the next regularly scheduled meeting of the HPC on October 8, 2015. Ms. Caraker introduced and welcomed new Commission members Charles Denley and Jerilynn Smith-Crivello. Chair O’Barlow recognized former Commissioner Daniel Fletcher for all his hard work on HPC and wished him the best during his time as a Commissioner on the Planning Commission. Ms. Caraker said an educational video or webinar will take place at the November 12, 2015 meeting of the Historic Preservation Commission. INFORMATIONAL REPORTS & STAFF COMMENTS None.
