DRAFT MINUTES HISTORIC PRESERVATION COMMISSION Thursday, December 10, 2015 4:00 pm - 7:00 pm 580 PACIFIC STREET, COUNCIL CHAMBERS MONTEREY, CALIFORNIA Commissioners Present: Barlow, Hawley, O'Brien, O'Neil, Petty, Smith-Crivello Commissioners Absent: Denley Staff Members Present: Senior Associate Planner Hopper, Recording Secretary Salameh CALL TO ORDER Chair Barlow called the meeting to order at 4:02 pm. CONSENT ITEMS Approval of Minutes 1. November 12, 2015 Action: Approved as submitted. On a motion by Commissioner Barlow, seconded by Commissioner Petty, and carried by the following vote, the Historic Preservation Commission approved the Consent Agenda as submitted. PUBLIC HEARING 2. Consider 502 Munras Avenue & 525 Polk Street (Cooper-Molera Adobe); Historic Permit 15-367 to Amend Adopted Historic Preservation Report; Applicant/Owner Katherine Malone-France for the National Trust for Historic Preservation in the United States; PC-D-H1 Zoning District; Exempt from CEQA Requirements per Article 19, Section 15331 ACTION: Approved as submitted. Historic Preservation Commission Minutes Thursday, December 10, 2015 Staff Presentation/Commissioner Comments Senior Planner Hopper presented the Agenda Report and took Commissioners’ questions. Commissioner Petty asked the estimated percentage of wood to be retained versus replaced on the outside of the barns. He also asked how much of the material would be honestly old and how much would be new. Ms. Hopper said that from her understanding, the barns would be completely covered in new wood and the existing battens would be preserved under plywood sheathing and redwood in kind. Commissioner Petty asked how the old material would be replaced. Ms. Hopper said that she would defer to the Applicant. Lin Miller with Foothill Partners said that the method they had decided to use for preserving the barns involved encasing the original wood in plywood sheathing and then topping it with redwood so the original material would still be visible from the interior, yet protected on the outside. He said this would allow the wood to be preserved in the process and that only extremely deteriorated wood would be replaced. Vice Chair O’Neil asked for a picture of what the preservation technique would look like. Ms. Hopper said she would find a picture in the previous presentations to show. Commissioner Smith-Crivello asked if a tour had been given of the barns in October. Commissioner O’Brien said yes. Commissioner Petty asked if anything would be done to treat the old wood to prevent replacement in the future. Mr. Miller said they had yet to evaluate that aspect, but that they would not be chemically treating the wood and that they would replace extremely deteriorated wood. He noted that they would clean the wood without the use of chemicals and offered to give a tour of the barns to Commissioners that would like to visit them. Commissioner Smith-Crivello said that she would like a tour and asked if termite work would be done. Mr. Miller said that no termite work would be done unless active termites were found. He also said that archeological work would be done at the site. Public Comments None. Commissioner Comments Commissioner Petty asked if a plan existed for archeological items found during the process. Mr. Miller said that many items have already been found, especially during the 1980s. He said that in the latest dig not a lot was found, but archeologists will be on site during preservation work. On a motion by Commissioner Hawley, seconded by Commissioner O'Brien, and carried by the following vote, the Historic Preservation Commission approved Historic Permit 15- 367 to Amend Adopted Historic Preservation Report at 502 Munras Avenue and 525 Polk Street. Commissioner Smith-Crivello asked about the duties of Planning Staff. Ms. Hopper explained the duties of Planning Staff and said that the HPC can expect to see more ordinance amendments in 2016. She also asked the HPC to think about whether they would like to consider signs at historically zoned sites. Commissioner Petty asked what staff’s thoughts are on the closing of Pierce Street by MIIS. Ms. Hopper said that the MIIS Master Plan was approved and the main concern was parking. She said that closing the street would make the campus safer and more cohesive. Vice Chair O’Neil asked if there were plans for the historic adobe situated on the campus. Ms. Hopper said that the adobe will be highlighted. Ms. Hopper said the MIIS Master Planhas a robust phasing program that spans the next 20 years.
