May 12, 2016 On a motion by Commissioner Smith-Crivello, seconded by Commissioner O'Brien, and carried by the following vote, the Historic Preservation Commission approved the Consent Agenda. PUBLIC HEARING 2. Consider 460 Pierce; Readoption of the Historic Preservation Report and Historic Permit 16-247 for Seismic Strengthening, the Replacement of One Existing Door, the Replacement of all Existing Gutters and Downspouts, and an In-Kind Roof Replacement; Applicant Andrew Hernandez; Owner Middlebury Institute of International Studies at Monterey; PC-D-H1 Zoning District; Exempt from CEQA per Article 19, Section 15331, Class 31 Action: Adopted a resolution readopting the Historic Preservation Report and approving Historic Permit 16-247. Staff Presentation/Commissioner Comments Historic Preservation Commission Minutes Thursday, July 14, 2016 Contract Planner Hobson presented the Agenda Report and took Commissioners’ questions. Chair O’Neil asked if seismic work had been done the previous time the HPC had reviewed this preservation report. Ms. Hobson said that the applicant had applied for a historic preservation report in 2013, but that seismic strengthening had not taken place at that time. Commissioner Dawson noted that the contract did not mention work to be performed on gutters and downspouts. Ms. Hopper said that the final resolution could address that inconsistency. Applicant Gary Koll of Architectural Resources Group, presented a brief overview of the chronology of the building as well as the site plan. He noted all additions that were stabilized and said that the current gutters and downspouts were at the end of their useful life and therefore would need to be replaced. Commissioner Smith-Crivello asked how high the current attic space was. Mr. Koll said that the attic was four to five feet high in the center and noted that the roofing would be removed from the edges and installed from the outside. Commissioner Dawson asked if the door to be replaced was original. Mr. Koll said no, that the door was fairly modern. Commissioner Hawley asked what stabilized adobe consisted of. Mr. Koll said that stabilized adobe consisted of soil with asphaltic material added to it so that it would not erode as easily and that it was much stronger than traditional adobe. He noted that it would still require a seismic retrofit, however. Public Comments None. Commissioner Comments Chair O’Neil said that she believed the project looked wonderful. Commissioner Barlow said that he noticed the most recent report until now was dated June of 2013 and asked if any changes had been made between then and the current report. Ms. Hobson said that she was not familiar with the 2013 report, but said that she believed the reroof had been added to the most recent report. Commissioner Barlow said that he thought it looked good and that it was nice to see a historic resource being strengthened and preserved. Commissioner Dawson asked if any work had been completed on the structure between 2013 and now. Ms. Hopper clarified that the date had been updated on the report from 2013 to 2016 and modifications to be made were included as well. On a motion by Commissioner Smith-Crivello, seconded by Commissioner Hawley, and carried by the following vote, the Historic Preservation Commission adopted a resolution readopting the Historic Preservation Report and approving Historic Permit 16-247. Discuss Historic Ordinance Revisions/Update Staff Presentation/Commissioner Comments Senior Planner Hopper presented the Agenda Report and took Commissioners’ questions. Chair O’Neil asked if digitizing files within the Planning office was planned for the immediate future. Ms. Hopper said that digitizing the older files was currently under way, but because of the size of the project, it was something that may not take place in the near future. Commissioner Barlow if the three year time limit could be extended for historic preservation reports. Ms. Hopper said that she would like to discuss time limits with the HPC. Commissioner Barlow asked about upkeep of historic properties. Ms. Hopper explained that for historically-zoned properties, a maintenance clause existed to encourage owners with upkeep, but for non-designated properties there was no clause in place. Commissioner Smith-Crivello asked if the City required owners of historic adobes to possess insurance coverage. Ms. Hopper said no. Applicant None. Commissioner Comments The HPC discussed the Historic Ordinance and determined that the following points should be considered for update:  Appeals process for applicants and adding a condition for applications to be appealable to the HPC as well as Planning Commission  That the Secretary of the Interior’s Standards are applicable to non-historic portions of a site because of significant impacts at the setting level  Historic surveys and historic consultants to be hired by the City  Inclusion of historic context statement associated reconnaissance surveys as well as an updated process for amendments  Notification of HPC members for staff-reviewed applications  Potential staff approval of minor repairs  Major and minor repairs and alterations, including landscaping and painting  Architecture Review findings and sign modifications  Extended timelines for historic preservation reports to 5 years  Penalties for non-compliance with historic zoning and maintenance The HPC said that they would like to discuss the following points regarding Mills Act contracts in the future:  Possibly lowering the cost for Mills Act applications  Future discussion of a maintenance schedule including a restoration original windows  Streamlining the application process COMMISSIONER COMMENTS Chair O’Neil mentioned that the Point Sur Living History Day would take place on August 1, 2016. Commissioner Barlow mentioned that the Old Monterey Foundation’s Marcia F. Devoe Fund Hippolyte Bouchard lecture being held on July 15, 2015 at 6:30 p.m. Commissioner Smith-Crivello said that the Dali 17 exhibit at the Museum of Monterey was enjoyable to visit and that she was glad to see it in Monterey. Vice Chair O’Brien said that she would like to see a separate district of historic adobes within Monterey and encouraged the HPC to act as a unified board in setting a district because so many historic adobes in such a great concentration was a unique feature to the city. She asked to agendize discussion on the matter. Ms. Hopper clarified that the designation of the National Historic Landmark District would be reviewed as a Local District in this discussion of the historic adobes.
