Chair O’Neil called the meeting to order at 4:00 p.m.

Approval of Minutes
1. August 11, 2016
ACTION: Approved as amended.
On a motion by Commissioner Dawson, seconded by Commissioner Hawley, and carried
by the following vote, the Historic Preservation Commission approved the August 11,
2016 Minutes as amended.

PUBLIC HEARING
2. Consider 10 Via Paraiso; 1) Recommendation to Planning Commission on Use
Permit 16-321 for a Historic Incentive to Allow Construction of a New Detached
Garage within the Rear Yard Setback; and 2) Historic Permit 16-322 for
Construction of a New Detached Garage and Greenhouse; Applicant Terry Latasa;
Owners Sandy Freeman and Cyd Crampton; R-1-8-H2 Zoning District; Exempt from
CEQA per Article 19, Section 15331, Class 31

Staff Presentation/Commissioner Comments
Contract Planner Hobson presented the Agenda Report and took Commissioners’
questions.
Commissioner Smith-Crivello asked how the garage was being utilized.
Ms. Hopper explained parking requirements for single family homes and that one side of
the garage was being used for parking, and one side was being used for storage. She
noted that if some landscape modifications were made, both sides of the garage could be
utilized for parking.
Commissioner Dawson asked where the additional four square feet would be added to
the garage.
Ms. Hobson said that the additional space would be added to the two front corners.
Commissioner Dawson asked if any neighbors had commented on the project regarding
setbacks.
Ms. Hobson said that all neighbors were noticed within the required 300 foot radius for
HPC public hearing items and that no comments had been received.
Commissioner Dawson said that Kent Seavey, the historian, had noted the decorative
quatrefoils proposed to be added to the garage in his letter and asked if they were of
particular concern to him.
Ms. Hobson said that Mr. Seavey had expressed some concern regarding the quatrefoils,
but staff saw no issues regarding them as the garage was not historic.
Commissioner Barlow noted a window at the rear of the west elevation and said that
there may be a fire-resistance rating to consider to meet building and fire codes.
Commissioner O’Neil asked why the old garage was being demolished.
Ms. Hobson deferred to the applicant.
Applicant
Terry Latasa, architect for the project, said that the existing garage was infested with
termites and dry rot and that they hoped to replace it while staying within the existing
footprint. He noted that they could move out of the footprint of the old garage, but it
would require a variance in the rear setback. He noted that his main intention was to
keep the design of the garage subtle in order to not compete with the house, which was
historic. He said that the quatrefoil feature was something that was meant to add
character to an otherwise undecorated building. He said that the tile roof on the existing
building and the existing garage doors would be preserved and noted that Commissioner
Barlow’s comment regarding fire-resistant windows had been taken into consideration
and that they would ensure windows were properly fire-rated. He said that Ms. Hobson
had done well with the staff report and that the details within were accurate.
Sandy Freeman said that she was honored to present her project in front of the HPC and

that when they purchased the home in 2012 it was beautiful, but the garage had not been
well-maintained. She described the garage’s sagging roof with plastic bubble skylights,
concrete floor, termites, dry rot, and electric leak that PG&E could not remedy and said
that they were excited to update the garage to complement the rest of the home.
Commissioner Dawson asked if the concrete flooring would be removed.
Ms. Freeman said that they would install a proper floor.
Commissioner Smith-Crivello noted that the tile featured on the front of the old garage
was a unique attribute.
Ms. Freeman said that the tile at the front would be repurposed to create a new feature
on the new garage.

Commissioner Smith-Crivello complimented the project and said that she believed it was
beautifully done.
On a motion by Commissioner Dawson, seconded by Commissioner Smith-Crivello, and
carried by the following vote, the Historic Preservation Commission _approved the
application as submitted.

COMMISSIONER COMMENTS
Commissioner Smith-Crivello thanked staff for addressing her regarding the July 14,
2016 HPC minutes. She also noted coverage of Festa Italia in local newspapers and
invited others to come out and enjoy the festivities on September 8-10, 2016.
Chair O’Neil said that ghost tours would be held at the Point Sur Lighthouse in October,
2016.
INFORMATIONAL REPORTS & STAFF COMMENTS
Ms. Hopper said that the Lighthouse Specific Plan had been approved by City Council.
She said that the Parks and Recreation Master Plan had also been approved by City
Council as well and that both documents could be accessed online.

CONSENT ITEMS allow for a review of those items recommended for approval on consent or
recommended to be continued, tabled or withdrawn, etc. Consent items consist of those items
which are routine and for which a staff recommendation has been prepared. A member of the
public or a Commissioner may request that an item recommended for approval on consent be

PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes on any
subject which is within the jurisdiction of the Monterey Historic Preservation Commission and
which is not on the agenda. Any person or group desiring to bring an item to the attention of the
Commission may do so during Public Comments or by addressing a letter of explanation to the
Commission, City Hall, Monterey, CA 93940. Public Comments are taken during the afternoon
session and continued at the evening session. Individuals may choose to speak once for up to
three minutes at either session, but not both.

PUBLIC HEARINGS are required by law for certain actions. You are welcome to offer your
comments after being recognized by the Chair. The Chair may limit the time allocated to each
speaker. Project representation is encouraged.

ADJOURNMENT
ADJOURNMENT— The general policy of the Historic Preservation Commission is that the Afternoon
Session will end no later than 6:30 p.m. Any public agenda items that have not been completed within
the designated adjournment time may be formally extended by the Commission, or continued to the
next regularly scheduled Historic Preservation Commission Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org/ beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Commission on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Commission at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Historic Preservation Commission decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
