Public Comments Mimi Sheridan commented on thatching and said that a fireproof roof could be installed which still looks historic. Commissioner Smith-Crivello asked if the roof was original on the building and an unidentified tenant from the audience said that the roof was replaced. Public Comments Leslie Lind identified herself as the 1176 Harrison tenant and said that Casa Solezar’s translation to mean ‘entertainment’ made sense because of the minstrel’s gallery in the house. Public Comments Leslie Lind made a comment about the weather stripping along the windows and the care of the windows. Commissioner Comments Commissioner Barlow made a comment that the Historic Preservation Commission had a good chance to look at these homes and that they are not being rubber stamped. Commissioner Smith-Crivello thanked the owner and tenants for maintaining these three homes. Recommend City Council Adoption of Alta Mesa Historic Context Statement and Reconnaissance Survey; Exempt from CEQA Requirements Per Article 19, Section 15308, Class 8 Action: Recommended City Council Adoption of Alta Mesa Historic Context Statement and Reconnaissance Survey Staff Presentation Senior Associate Planner Schmidt presented the Agenda Report and took Commissioners’ questions. Public Comments Diane Painter presented the Alta Mesa Historic Reconnaissance Survey. Jerry Welling, an Alta Mesa resident, thanked Ms. Painter for a great job. Commissioner Comments Commissioner Smith-Crivello thanked Ms. Painter and asked her how Major Sherman Road got its name. Ms. Painter said she did not know. Commissioner O’Brien said the reconnaissance survey was an enlightenment and thanked Ms. Painter. Chair Dawson thanked Ms. Painter and noted that reconnaissance surveys are not intended to have a high level of detail. She mentioned that the residential boundary is not the same as the survey boundary and that it is a smaller area. She went on to mention some typos, including a misspelling of Via Mirada; she noted that 590 Fremont was not always a Spanish Colonial Revival and that it had been remodeled about 10 years ago. Ms. Painter said the site had Spanish elements from a 1927 photograph. Chair Dawson noted as well some incorrect details related to her own property in the survey. Chair Dawson said to Ms. Painter that she does not prefer the term ‘chalk rock’ and recommends it be called ‘Monterey Shale’ or ‘Carmel Stone’. On a motion by Commissioner O’Neil, seconded by Commissioner Smith-Crivello, and carried by the following vote, the Historic Preservation Commission Recommended that City Council Adopt Alta Mesa Historic Context Statement and Reconnaissance Survey with Removal of 540 El Dorado Street: AYES: 7 MEMBERS: Barlow, Collum, Dawson, Napoli, O’Brien, O’Neil, Smith-Crivello NOES: 0 MEMBERS: None ABSENT: 0 MEMBERS: None ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None DocuSign Envelope ID: DE5176A5-6EB4-4418-A39E-974C97D16B72 7. Receive Report on Certified Local Government 2017-18 Annual Report (Not a Project as Defined by CEQA CCR, Title 14, Chapter 3, Article 20, Section 15378 and CEQA Guidelines Section 15061) Commissioner Comments: Chair Dawson said that based on the report it looks like HPC did not do anything and referenced page 72 of the report saying that properties recommended for approval and removal were missing from the list. Housing and Community Development Manager Caraker said she would double-check. Chair Dawson also mentioned that on page 83 said that they had desired the trainings of demolition-by- neglect and adaptive reuse. Commissioner O’Neil said she wanted to add training for windows as well. Commissioner Smith-Crivello said there should be a public presentation to educate the public on the Mills Act. Chair Dawson mentioned a correction to her resume on page 87. Commissioner Smith-Crivello praised the Watanabe plaque on Pearl Street and thanked Senior Associate Planner Schmidt. COMMITTEE MEMBER COMMENTS Commissioner O’Neil said that the Point Sur Naval Facility is open and that they are re- inventing the Cold War. Planning Office Update ADJOURNMENT ADJOURNMENT— The general policy of the Historic Preservation Commission is that the Afternoon Session will end no later than 6:30 p.m. Any public agenda items that have not been completed within the designated adjournment time may be formally extended by the Commission, or continued to the next regularly scheduled Historic Preservation Commission Meeting, or continued to a Special Meeting. Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office, or on the web at http://www.monterey.org/ beginning late Friday afternoon prior to the date of the meeting. Members of the public have the right to address the Commission on any Agenda items. The Chair will formally open the floor for public comment. However, if you wish to speak to items during "Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that item and you will be recognized.
