CALL TO ORDER
Vice Chair Collum called the meeting to order at 4:01 p.m. Administrative Assistant Ziel
provided information on how to participate and provide public comment live during the
meeting.
CONSENT ITEMS
Approval of Minutes
2. December 10, 2020
Action: Approved as submitted.
On a motion by Commissioner O’Neil, seconded by Commissioner Dawson, and
carried by the following vote, the Historic Preservation Commission approved the
December 10, 2020 HPC minutes, by the following vote:
AYES: 4 MEMBERS: Collum, Dawson, O’Neil, Smith-Crivello
NOES: 0 MEMBERS: None
ABSENT: 1 MEMBERS: Hambaro
ABSTAIN: 2 MEMBERS: Rodriguez, Rath
RECUSED: 0 MEMBERS: None
Commissioner Hambaro joined the ZoomGov teleconference at 4:06 p.m.
PUBLIC COMMENTS
Tony Tollner expressed concerns about the parking improvement project at Monterey High
School, including the possibility for removal or destruction of the Carmel stonework, and asked
the HPC to become involved with the process.
Molly Erickson, on behalf of local residents and preservationists, also shared concerns regarding
the parking lot project at Monterey High School, and requested the HPC to protect the City’s
historic resources, suggesting various methods of doing so.

3. Consider 940 W. Franklin Street; Application for a Mills Act Contract (MA-20-0254)
and H-2 Historic Zoning (TM-20-0268); Applicant/Owner Christopher Barlow and
Julie Barlow-Tilley; R-1-6 Zoning District; Low Density Residential General Plan
Land Use Designation; Exempt from CEQA per Article 19, Section 15305, Class 5
Action: Approved as submitted.
Staff Presentation/Committee Member Questions
Interim Principal Planner Roveri presented the Agenda Report and answered Commissioner
questions.
Commissioner Rodriguez asked if the City has an active inspection to be sure historic properties
are preserved and not changed. Ms. Roveri explained that regulations state there should be a
yearly check but Staff resources are limited.
Applicant Comments
Applicants Christopher and Julie Barlow shared their experience with the house and explained
why they feel the site could be designated historic.

Commissioner Comments
Commissioner Smith-Crivello recused from the item.
Commissioner O’Neil complimented the house and spoke in support of approval. Commissioner
Rodriguez also spoke in support, complimenting the preservation done at the site.
On a motion by Commissioner O’Neil, seconded by Commissioner Rodriguez, and carried
by the following vote, the Historic Preservation Commission approved applications MA-20-
0254 for a Mills Act Contract and TM-20-0268 for H-2 Historic Zoning at 940 W. Franklin
Street:
AYES: 6 MEMBERS: Collum, Dawson, Hambaro, O’Neil, Rath, Rodriguez

Action: Confirmed Carol O’Neil as Chair and Jerilynn Smith-Crivello as Vice Chair.
Staff Presentation/Committee Member Questions
Interim Principal Planner Roveri presented the Agenda Report and answered Commissioner
questions.
Vice Chair Collum requested to postpone her position as Chair based on lack of computer
equipment for virtual meetings, and asked if she could remain Vice Chair in the meantime. Ms.

Cole explained the rotating Chair and Vice Chair schedule as adopted by City Council, and
mentioned that all members can choose to decline their service. Vice Chair Collum declined to
take the position as Chair. Commissioner O’Neil asked if Vice Chair Collum would be next in
line for Chair. Ms. Cole confirmed that Vice Chair Collum would remain next in line to serve as
Chair.
Ms. Cole confirmed Commissioner O’Neil as Chair and Commissioner Crivello as Vice Chair.

Action: Report received.
Staff Presentation/Committee Member Questions
Interim Principal Planner Roveri presented the Agenda Report and answered Commissioner
questions.
Commissioner Dawson and Vice Chair O’Neil cited events attended that were not included on
the Agenda Report. Roveri stated that the events they attended will be added to the list.
Vice Chair Smith-Crivello pointed out a typo on Agenda Packet page 55 regarding when her
term expires. Ms. Roveri stated the change would be made.

Commissioner Collum requested that the new Commissioners introduce themselves.
Commissioners Rath, Hambaro, and Rodriguez shared their professional histories.
Smith-Crivello welcomed the new members and encouraged the Commissioners to feel
comfortable to share their thoughts and unique points of view.

Commissioner Dawson requested that the HPC consider agendizing the Monterey High
School project and its Carmel stonework.
Chair O’Neil asked if Staff could distribute the Secretary of Interior’s Standards to the
Commissioners.
Vice Chair Smith-Crivello provided an update on two HPC decisions recently appealed to
the Planning Commission.

CONSENT ITEMS allow for a review of those items recommended for approval on
consent or recommended to be continued, tabled or withdrawn, etc. Consent items
consist of those items which are routine and for which a staff recommendation has been
prepared. A member of the public or a Commissioner may request that an item
recommended for approval on consent be heard on the regular agenda for further
discussion.

PUBLIC COMMENTS
PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes
on any subject which is within the jurisdiction of the Monterey Historic Preservation
Commission and which is not on the agenda. Any person or group desiring to bring an
item to the attention of the Commission may do so during Public Comments or by
addressing a letter of explanation to the Commission, City Hall, Monterey, CA 93940.
Public Comments are taken during the afternoon session and continued at the evening
session. Individuals may choose to speak once for up to three minutes at either session,
but not both.

the body at a subsequent meeting concerning any City matter, or direct staff to place a

ADJOURNMENT
ADJOURNMENT— The general policy of the Historic Preservation Commission is that the
Afternoon Session will end no later than 6:30 p.m. Any public agenda items that have not been
completed within the designated adjournment time may be formally extended by the Commission,
or continued to the next regularly scheduled Historic Preservation Commission Meeting, or
continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning
Office, or on the web at http://www.monterey.org/ beginning late Friday afternoon prior to the date
of the meeting.
Members of the public have the right to address the Commission on any Agenda items. The Chair
will formally open the floor for public comment. However, if you wish to speak to items during
"Consent Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the
action on that item and you will be recognized. Notification as much in advance as possible is
appreciated.
Information distributed to the Commission at the meeting becomes part of the public record. A
copy of written material, pictures, etc. should be provided to the Secretary for this purpose.
Historic Preservation Commission decisions may be appealed within ten (10) days from the date
of the decision on forms available in the Planning Division during business hours. When the tenth
day falls on a weekend or a holiday, the appeal deadline date is the next working day following the
