On a motion by Vice Chair Smith-Crivello, seconded by Commissioner Dawson, and carried by the following vote, the Historic Preservation Commission approved the July 08, 2021 HPC minutes as submitted, by the following vote: AYES: 5 MEMBERS: O’Neil, Smith-Crivello, Collum, Dawson, Hambaro NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Rodriguez ABSTAIN: 1 MEMBERS: Rath RECUSED: 0 MEMBERS: None PUBLIC COMMENTS None. DocuSign Envelope ID: B427B157-B219-4286-9728-C9F3AC2A1ECE Historic Preservation Commission Minutes Thursday, July 29, 2021 Staff Presentation/Commissioner Questions Associate Planner Sabdo presented the Agenda Report and answered Commissioner questions. Commissioner Dawson identified a typo on Agenda Packet page 24, Figure 1 of Exhibit A, suggesting the word inches should be replaced with the word feet. Commissioner Dawson stated that the house has been greatly modified over the years and is in poor condition. Vice Chair Smith-Crivello spoke in favor of removal, suggesting that multiple properties on the block have declined, new plans in the area would be an improvement, and the property has no historical value or significance. Applicant Comments Applicant Robert Winkleblack was present to answer questions. Public Comments None. Commissioner Comments Commissioner Rath agreed that the house is not historical in nature because of modifications and other criteria not being met. Chair O’Neil agreed and specified that the modifications seem to have occurred through the 1960s, which would take it out of the post-war period. On a motion by Vice Chair Smith-Crivello, seconded by Commissioner Collum, and carried by the following vote, the Historic Preservation Commission approved application HP-21- 0078 to remove the property at 951 Belden Street from the New Monterey Historic Context Statement and Reconnaissance Survey List: O’Neil, Smith-Crivello, Collum, Dawson, Hambaro, AYES: 6 MEMBERS: Rath NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Rodriguez ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None 4. Ms. Sabdo explained that the whole of the property was considered in the intensive survey but the sheds were not. Applicant Comments Applicant Robert Winkleblack was present to answer questions. Public Comments None. Commissioner Comments Chair O’Neil spoke opposed approval, stating that the California Register of Historical Resources identifies association with historical events, patterns, and trends as a qualifying criteria, adding that Monterey’s growth after World War II when the house was constructed is specified as a trend in the Reconnaissance survey. Commissioner Dawson agreed. Commissioner Hambaro spoke in support of approval, suggesting the house does not have any defining characteristics to make it important to the history or character of Monterey. Chair O’Neil said the house is indicative of post-war development in support of the Presidio’s growth. Vice Chair Smith-Crivello agreed with Commissioner Hambaro, suggesting the property is surrounded with deteriorated buildings. Chair O’Neil stated that whether it is in a downtrodden neighborhood does not indicate whether the house itself has historical integrity. Commissioner Rath concurred with Chair O’Neil, saying many houses have been lost due to new construction. Commissioner Dawson added that Dr. Kirk’s report indicates the property maintains its integrity. Commissioner Hambaro spoke in favor of approval, highlighting the importance of documenting potentially historic sites with photographs rather than keeping every deteriorating house in Monterey. Chair O’Neil stated that HPC just voted to demolish a house next door, suggesting that every house is not saved but certain houses representative of a certain time or period can be saved. Commissioner Hambaro suggested that this particular house may not be necessary to retain since there are photographs of it and it may not be worth investing in as a property owner. Commissioner Dawson asked what happens if the vote is tied. Ms. Cole explained that the action to remove the property will have not been approved and the property would remain on the list. Vice Chair Smith-Crivello stated that HPC has recently fought for unique and usable properties with decisions not supported by the Planning Commission when appealed, and suggested this property might not be approved if it is appealed to Council. Applicant Comments Applicant Julie Kenner explained the goal is to preserve the integrity and beauty of the building, and stated she believes the freestanding signage is more appropriate with maintaining the beauty of the property. Public Comments None. Commissioner Comments Commissioner Dawson complimented the freestanding hand-carved, hand-painted sign and made a motion to approve. Commissioner Rath asked for clarification on the motion. Chair O’Neil confirmed the motion is to approve the freestanding sign and not the wall signs. Chair O’Neil clarified that was an older plan. Ms. Cole explained that the sandwich sign, the sign at the back, and the sign at the door were already approved, adding that what was approved by the HPC is a freestanding sign at the property’s corner. COMMISSIONER COMMENTS Commissioner Dawson thanked Staff for clarifying the procedures for calling into the meeting, and asked if 100 Boronda will be at the August HPC meeting. Ms. Cole confirmed it would. Chair O’Neil requested a field trip. Ms. Cole stated there can be a field trip if individuals drive separately and wear masks on-site. Commissioner Dawson stated she will have to recuse but asked to join the field trip. Ms. Cole explained she can go only as a citizen. Commissioner Dawson shared concerns regarding 603-605 Hoffman, a previously approved Mills Act property, which seems to have not improved the property since approval. Ms. Cole suggested it would be looked into. Vice Chair Smith-Crivello added that a house on the corner of Franklin and Watson is also a concern, and asked if guidelines can be reviewed for Mills Act and historic buildings. Ms. Cole explained it might be more realistic at the September or October meeting due to staffing issues. Chair O’Neil agreed, suggesting Commissioner education is always beneficial. Ms. Cole expressed appreciation for HPC flexibility in scheduling the special meeting. Vice Chair Smith-Crivello asked about self-certification for vaccination. Ms. Cole clarified the process for submittal and stated that beginning July 30, 2021 all visitors to City buildings will be required to wear masks. Commissioner Dawson requested an update regarding the Monterey Peninsula Unified School District’s recent renovations. Ms. Cole explained that the school district exempted themselves from City jurisdiction. Commissioner Rath asked about parking permits and if they would be reissued. Ms. Cole explained they will have to be reissued by the Parking Division.
