On a motion by Commissioner Rath, seconded by Commissioner Collum, and carried
by the following vote, the Historic Preservation Commission approved the July 29, 2021

Staff Presentation/Commissioner Questions
Associate Planner Sabdo asked if all Commissioners had viewed the July 29, 2021 Historic
Preservation Commission (HPC) discussion of this item and if a second presentation was
needed. The Commission advised continuing without presenting a second time.
Applicant Comments
Applicant Robert Winkleblack suggested why the property might not be historically significant
and introduced Qualified Historian Dr. Anthony Kirk.
Dr. Kirk corrected points from the previous hearing including evaluation timeframe and specified
there are three features defining the house as contemporary.
Chair O’Neil asked how the house does not fit the vernacular style. Dr. Kirk referenced the
windshield reconnaissance survey saying the house was built in a contemporary style, and
added that the vernacular style is no style but this house has a particular style.
Chair O’Neil asked how the post-war growth period would not fit into the trends and patterns of
New Monterey. Dr. Kirk explained that the New Monterey Context Statement has a summary
of significant themes and there was no theme the house fits into, as it is not related to fishing,
military, artistry, or retirement.
Commissioner Rodriguez suggested the property seems unique even though it is not a perfect
example of the style and may be worth preserving. Dr. Kirk explained that the house has three
of eight potential identifying features of a contemporary house, and suggested it should be
removed as it is not a good example of the contemporary style.

Commissioner Comments
Vice Chair Smith-Crivello spoke in support of removal, suggesting there are not enough
indicators to keep the property on the historic list and adding that it is not in great condition.
Commissioner Rath disagreed, suggesting the uniqueness of Monterey is the variety of houses
represented there, and stressing importance in protecting houses representative of the period.
Chair O’Neil emphasized keeping small houses in Monterey rather than tearing down to build
anew, and suggested upgrades by the National Registrar standards are possible.
Commissioner Rodriguez added that dilapidation should not factor into the HPC decision.
Commissioner Hambaro spoke in favor of approval, citing lack of historic value.
On a motion by Commissioner Collum, seconded by Vice Chair Smith-Crivello, and carried
by the following vote, the Historic Preservation Commission voted to approve application
HP-21-0079 to remove the property at 999 Belden Street from the New Monterey Historic
Context Statement and Reconnaissance Survey List:

The motion failed to pass and a second motion was made.
On a motion by Commissioner Rath, seconded by Commissioner Dawson, and carried by
the following vote, the Historic Preservation Commission denied application HP-21-0079
to remove the property at 999 Belden Street from the New Monterey Historic Context
Statement and Reconnaissance Survey List:
AYES: 4 MEMBERS: O’Neil, Dawson, Rath, Rodriguez
NOES: 3 MEMBERS: Smith-Crivello, Collum, Hambaro

4. Consider 100 Boronda Lane; Recommend Approval to the Planning Commission of
Use Permit 21-0019 to Allow a Historic Incentive in the H-1 District for Private and
Public Events; Applicant Blake Matheson; Owner Ravens Path LLC; General Plan
Designation Low Density Residential; R-1-10-D1-H1 Zoning District; Exempt from
CEQA per Article 19, Section 15301, Class 1
Action: Tabled item to a date uncertain.
Staff Presentation/Commissioner Questions
Commissioner Dawson recused due to proximity of owned property to the project site.
Associate Planner Sabdo recommended tabling the item to a date uncertain to allow Staff time
to respond to public comments received.
Applicant Comments
Applicant Blake Matheson was present to answer questions, and explained that the goal is to
forge a public-owner relationship where people could be happy.
Public Comments
Barbra Schilling expressed worries regarding safety and traffic impacts, and spoke against
allowing public events at the site.
Richard Carr reiterated neighbors’ comment letters, explaining a major concern is for amplified
sound, and asked that the applicant prove their tax savings will go toward restoration.
Maryanne McCormick voiced concerns regarding allowing a business into the neighborhood,
including increased traffic and renovations to current roads.
Craig Spencer articulated concerns for noise impacts, asked if the property will meet Secretary
of the Interior’s Standards for rehabilitation, and suggested allowing commercial uses in a
residential neighborhood will affect neighbors.
Kevin Murphy spoke in opposition of allowing the commercial endeavor to the neighborhood.

David Foord spoke against adding a commercial venue to the neighborhood, citing concerns
for safety, increased traffic, and elevated noise levels.
Marty Manson spoke in opposition and inquired about public access to the historic adobe.
Rita Painter Wos stated the proposal would affect them, and agreed with previous comments.

the following vote, the Historic Preservation Commission tabled this item to a date
uncertain:

COMMISSIONER COMMENTS
Vice Chair Smith-Crivello announced Old Town Neighborhood Association is hosting a walk
through its historic homes and suggested the City highlight the houses to help celebrate.
Commissioner Hambaro asked clarifying questions regarding Mills Act Contracts. Chair O’Neil,
Vice Chair Smith-Crivello, and Senior Associate Planner Schmidt provided details.
Commissioner Collum announced there is no longer a Visitor Center in Monterey but they will
be hosting information tables at various events.

consist of those items which are routine and for which a staff recommendation has been
prepared. A member of the public or a Commissioner may request that an item
recommended for approval on consent be heard on the regular agenda for further
discussion.

PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes
on any subject which is within the jurisdiction of the Monterey Historic Preservation
Commission and which is not on the agenda. Any person or group desiring to bring an
item to the attention of the Commission may do so during Public Comments or by
addressing a letter of explanation to the Commission, City Hall, Monterey, CA 93940.
Public Comments are taken during the afternoon session and continued at the evening
session. Individuals may choose to speak once for up to three minutes at either session,
but not both.

ADJOURNMENT— The general policy of the Historic Preservation Commission is that the
Afternoon Session will end no later than 6:30 p.m. Any public agenda items that have not been
completed within the designated adjournment time may be formally extended by the Commission,
or continued to the next regularly scheduled Historic Preservation Commission Meeting, or
continued to a Special Meeting.

Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org/ beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Commission on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Commission at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Historic Preservation Commission decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
