Vice Chair Smith-Crivello called the meeting to order at 4:00 p.m. Administrative Assistant
Barrera provided information on how to participate and provide public comment live during
the meeting.

Vice Chair Smith-Crivello suggested a Commissioner who voted in favor represent the findings.
Commissioner Dawson suggested rewording Finding 4 to “As stated by Dr. Kirk’s report, the
house maintains historic integrity of location, setting, design, materials, workmanship, and
feeling”.
On a motion by Commissioner Dawson, seconded by Commissioner Rath, and carried by
the following vote, the Historic Preservation Commission approved findings reflecting the
August 12, 2021 Historic Preservation Commission decision denying application HP 21-
0079 to remove 999 Belden Street from the New Monterey Historic Context Statement and

Commissioner Dawson asked if is there a reason to differentiate new from historic tiles. Kent
Seavey, Historian representing the applicant, explained there would be two sets of clearly
differentiating tiles that conform to the majority on the roof.
Vice Chair Smith-Crivello asked if tiles were removed in 2006 after a proposal to do so was
approved. Community Development Director Cole clarified that not all of the work approved in
2006 was completed though the current approach remains consistent with the initial plan.

to allow exterior alterations/repairs and re-certify the historic preservation report at 650

Associate Planner Sabdo presented the Agenda Report and answered Commissioner
questions.
Vice Chair Smith-Crivello asked if the Gutierrez Adobe is attached and part of the project. Ms.
Sabdo confirmed they share a wall but the Gutierrez Adobe is not included in the proposal.
Applicant Comments
Project applicant and architect Merritt Hawley was present to answer questions and
emphasized that any changes proposed are to the building area that was rehabilitated in the
1980’s.
Vice Chair Smith-Crivello asked clarifying questions regarding the renovations and design.
Project Historian Seth Bergstein provided details.

Community Development Director Cole introduced the project. Associate Planner Sabdo
presented the Agenda Report and answered Commissioner questions.
Commissioner Rath asked if condition and integrity are evaluated by the City. Ms. Cole
explained that condition is typically not reason to delist a building, adding that project Historian
Meg Clovis does not believe the building qualifies under the California or National Register.
Applicant Comments
On behalf of the applicants, Dawn Piazza stated that the house has been vacant since the City
deemed it uninhabitable in November 2019 and highlighted areas where the house may have
deteriorated.
Commissioner Collum inquired about the deterioration timeline. Ms. Piazza suggested the
property has not been cared for in roughly ten years.

Commissioner Rath suggested consistency across decisions, stating that deterioration of the
property is not cause for removal from the list, including that the sense of history in the area
should be protected.
Commissioner Hambaro spoke against removal, suggesting the cottage highlights Monterey’s
history, and shared concern that removing deteriorated buildings could encourage people to let
their buildings deteriorate.
Vice Chair Smith-Crivello reopened applicant comments.
Applicant Comments
Project Historian Meg Clovis suggested the property does not represent its historical context as
strongly as other examples from the same time. Vice Chair Smith-Crivello suggested that
Monterey was settled by cannery workers and fishermen whose houses would not have been
grand or impressive, adding that not every historical house hosted historical residents, and
emphasizing need for humble examples where working-class people lived. Ms. Clovis claimed
all provided examples are humble one-story cottages and resources identified during the survey
were representative of working-class homes of the time. Vice Chair Smith-Crivello asked if there
are still 125 houses representative of this style in New Monterey. Ms. Clovis explained some
have been removed from the historic list.
Commissioner Dawson spoke in favor of denial, claiming the house appears to maintain its
integrity.
Public Comments
Nancy Runyon, resident of New Monterey, suggested the cottage contributes to the
neighborhood’s character. Ms. Runyon stated that although photos show disrepair, it is all
repairable, and suggested the house is an important example to keep in the neighborhood.
Commissioner Comments
Vice Chair Smith-Crivello proposed to have a structural engineer examine the site in terms of
rehabilitation.
Commissioner Rath suggested examining the house and neighborhood character rather than
focusing on integrity and shared concerns for demolition if removed from the list.
Commissioner Collum agreed to review by a structural engineer and inquired about water
credits. Ms. Cole explained water credits run with the property even if fixtures are inoperable.
Commissioner Dawson emphasized a need for consistency across decisions and stated the
house has not been modified and seems to maintain its historic integrity.
On a motion by Commissioner Rath, seconded by Commissioner Dawson, and carried by
the following vote, the Historic Preservation Commission denied Application HP-21-0155
to Remove the Property from the New Monterey Historic Context Statement and
Reconnaissance Survey List, based on the following findings:
The house contributes to the character of the neighborhood, the uniqueness of
Monterey, and the wide variety of houses represented here.
It is important to protect individual houses.
The house maintains the integrity of the original setting in the neighborhood.
The fact that the house is dilapidated should not disqualify it from being historic.

5. Planning Office Update
Update received.
COMMISSIONER COMMENTS
Vice Chair Smith-Crivello inquired about the approval process for demolition of a local church.
Ms. Cole explained that the church was formally removed by the Historic Preservation
Commission (HPC) during the process of adopting the Downtown Historic Survey.
Commissioner Hambaro asked if the Reconnaissance Surveys can be updated. Ms. Cole stated
the main challenge is funding and suggested the HPC could request the City Council to fund
various surveys, and recommended prioritizing surveys of neighborhoods not yet examined.
Commissioner Dawson claimed there are Mills Act properties where owners have not done the
work promised when their contract was signed, and asked what can be done to better track
historic sites. Ms. Cole explained a Planner has begun historic inspections and will provide a
progress report at a future HPC meeting.

7. Planning Office Update
ADJOURNMENT
ADJOURNMENT— The general policy of the Historic Preservation Commission is that the
Afternoon Session will end no later than 6:30 p.m. Any public agenda items that have not been
completed within the designated adjournment time may be formally extended by the Commission,
or continued to the next regularly scheduled Historic Preservation Commission Meeting, or
continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org/ beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Commission on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Commission at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Historic Preservation Commission decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
