1. Meeting Procedures
CALL TO ORDER
Chair O’Neil called the meeting to order at 4:02 p.m.
PRESENTATIONS
2. Receive Mills Act Program Information Report
Associate Planner Matthew Buggert shared information on the Mills Act Program and
answered Commissioner questions.
Commissioner Hambaro asked about accessibility to the surveys. Mr. Buggert answered
surveys are saved on our server and will potentially be included on the Annual Update Report.
Ms. Roveri added that records are public and provided Planning Office hours.
Commissioner Hambaro pointed out that her home is historic and asked if historic property
reports can be copied and stored at the California History Room and the Planning Office. Ms.
Roveri offered to work with Commissioner Hambaro to get records at both sites.
Commissioner Dawson thanked staff for report and asked if there is available iSearch. training.
Ms. Dawson inquired about potential penalty fees for non-compliance and cited 603-605
Hoffman Avenue as an example. Ms. Roveri confirmed there is no penalty fee outside of the
non-compliance cancellation fee. Chair O’Neil pointed out the uniqueness of the property in
that there was a fire before the compliance period expired.
Commissioner Rodriguez added that he lives near the home and suggested they may not have
had proper permitting and recommended better interpretation of when cancellation fees apply.
Chair O’Neil asked for clarification on calculation of complete percentages. Mr. Buggert
explained it is determined by number of items completed on the checklist. Vice Chair Smith-
Crivello suggested making a note clarifying what the calculated percentage number means
and asked if there is follow up to the work completed. Ms. Roveri pointed out that work would
require an Historic Permit and would need to follow approval standards.
Vice Chair Smith-Crivello asserted that in the case of 698 Franklin, the bathroom window
replacement was poor. Ms. Roveri explained that some work requires a historic permit and
needs to follow a rigorous review of the Secretary of the Interior’s Standards.
Vice Chair Smith-Crivello reiterated that a Mills Act home should have a higher standard of work
completed.
Ms. Dawson suggested rather than number items completed, using the value of items completed.

Mr. Buggert expressed benefits of annual monitoring and having comparable photos on file.
Vice Chair Smith-Crivello and Chair O’Neil thanked staff and Commissioners for work.
Commissioner Hambaro asked if Mills Act continues for ongoing maintenance after work is
completed. Mr. Buggert confirmed the City requires inventory of all properties each year and the
tax incentive is intended for ongoing maintenance.

ACTION: Approved as amended.
Commissioner Dawson suggested including that Ms. Roveri explained the criteria for removal of
properties from survey lists and criteria for adoption of historic zoning for Mills Act eligibility are
the same. Commissioner Dawson asked to note that when she asked for clarification of Criterion
1 and if the home qualifies, Ms. Clovis, Historian, said it did not qualify, without explanation.

amended, by the following vote:

Britt; R-3-6-H2 Zoning Designation; Medium Density Residential General Plan
Designation; Exempt from CEQA Requirements per Section 15301, Class 1, Section
15303, Class 3, and Section 15331, Class 31
ACTION: Approved Permit Extension PE-22-0019 of Historic Permit HP-20-0036 to allow
exterior alterations at 761 Jefferson Street.
Staff Presentation/Committee Member Questions
Principal Planner Roveri presented the Agenda Report and answered Commissioner questions.
Applicant, Bob Bluth, cited COVID as a reason for extension.
Commissioner Rodriguez commended owner for their efforts with the property.

carried by the following vote, the Historic Preservation Commission approved Permit
Extension PE-22-0019 of Historic Permit HP-20-0036 to allow exterior alterations at 761
Jefferson Street:

COMMISSIONER COMMENTS
Commissioner Hambaro asked for information on cleaning Carmel Stone walls.
Commissioner Rath thanked staff for setting up Commission Assistance and Mentoring Program
(CAMP) training.
Vice-Chair Smith-Crivello asked for clarification on upcoming meeting attendance. Ms. Roveri
explained the City Council will be voting on whether to conduct Zoom or Hybrid meetings at an
upcoming meeting.
Commissioner Collum suggested checking out Historic Programs offered through the Library.

CONSENT ITEMS
CONSENT ITEMS allow for a review of those items recommended for approval on
consent or recommended to be continued, tabled or withdrawn, etc. Consent items
consist of those items which are routine and for which a staff recommendation has been
prepared. A member of the public or a Commissioner may request that an item
recommended for approval on consent be heard on the regular agenda for further
discussion.

PUBLIC COMMENTS
PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes
on any subject which is within the jurisdiction of the Monterey Historic Preservation
Commission and which is not on the agenda. Any person or group desiring to bring an
item to the attention of the Commission may do so during Public Comments or by
addressing a letter of explanation to the Commission, City Hall, Monterey, CA 93940.
Public Comments are taken during the afternoon session and continued at the evening
session. Individuals may choose to speak once for up to three minutes at either session,
but not both.

PUBLIC HEARINGS are required by law for certain actions. You are welcome to offer
your comments after being recognized by the Chair. The Chair may limit the time
allocated to each speaker. Project representation is encouraged.

ADJOURNMENT— The general policy of the Historic Preservation Commission is that
the Afternoon Session will end no later than 6:30 p.m. Any public agenda items that have
not been completed within the designated adjournment time may be formally extended
by the Commission, or continued to the next regularly scheduled Historic Preservation
Commission Meeting, or continued to a Special Meeting.

Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org/ beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Commission on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Commission at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Historic Preservation Commission decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
