Brown Act, Calif. Government Code section 54953(e)(1)(C) and the Monterey City Council’s Resolution authorizing virtual participation in public meetings given the COVID-19 pandemic. 1. Meeting Procedures CALL TO ORDER Chair O’Neil called the meeting to order at 4:01 p.m. CONSENT ITEMS Approval of Minutes 2. May 12, 2022 ACTION: Approved as submitted. Commissioner Collum asked for clarification on the first motion made on item 3 from the May 12, 2022, Historic Preservation Commission (HPC) meeting. Vice-Chair Smith-Crivello asked for an explanation on being marked absent from the May 12, 2022 HPC Meeting. Ms. Roveri explained that she was marked absent from voting on the April 14, 2022 minutes but was marked present for the remaining items. PUBLIC HEARING 3. Consider 136 Herrmann Drive; Application for a Mills Act Contract (MA-22-0028) and H-2 Historic Zoning (TM-22-0120); Applicant/Owner Lorene M. Kimzey Tr.; R-1-10 Zoning District; Low Density Residential General Plan Land Use Designation; Exempt from CEQA per Article 19, Section 15305, Class 5 ACTION: Approved Application for a Mills Act Contract (MA-22-0028) and H-2 Historic Zoning (TM-22-0120) at 136 Herrmann Drive. Staff Presentation/Commissioner Questions Principal Planner Roveri presented the Agenda Report and answered Commissioner questions. Vice-Chair Smith-Crivello thanked applicant for providing additional material and questioned item 3 of applicant’s submitted materials. Applicant Comments Lorene Kimzey, applicant and owner, shared history of home ownership and proposed a 25-year maintenance schedule. Ms. Kimzey thanked staff for guidance and support. Chair O’Neil asked if the windows are original and made of metal. Ms. Kimzey answered the windows are original and metal. Ms. Kimzey clarified they’ve been reglazed, painted, and the mechanisms have been repaired. Ms. Kimzey asserted the windows will not be replaced. Commissioner Hambaro questioned the interior framing. Ms. Kimzey answered the exterior is Carmel Stone and the interior is rough, “adobe type”. Commissioner Dawson added the interior is plaster and is beautiful. Commissioner Dawson suggested stating in the maintenance schedule that the windows will be refurbished and not replaced as a condition of approval. Vice-Chair Smith-Crivello commended applicant for taking on another special historic building. Chair O’Neil asked what the exterior paint will be used for. Ms. Kimzey said the wood trim around the windows, doors, and roof line. Vice-Chair Smith-Crivello questioned the history of the home’s builder and or architect. Ms. Kimzey stated they have not identified the builder, but they built three houses in a row with different facades. Ms. Kimzey said the interiors were the same but have been changed over time. Commissioner Collum added she discovered that Mr. William Irving, a warehouse foreman for the Carmel Canning Company was the first owner. Ms. Kimzey agreed. Commissioner Hambaro asked for clarification on the condition of the mortar between the stones. Ms. Kimzey answered the mortar is in good condition, but the chimney had water damage and has since been repaired. Public Comments Sid Crampton, resident of Monterey and owner of a Mills Act Contract home spoke in favor of the project. Ms. Crampton said she is a friend, commended Ms. Kimzey’s current efforts, and stated she looks forward to what else she will do in the future. Confirm Annual Appointments for Chair and Vice Chair (Not a Project under CEQA per Article 20, Section 15378 and under General Rule Article 5, Section 15061) ACTION: Confirmed Jerilynn Smith-Crivello as Chair and Cathy Collum as Vice Chair. Staff Presentation/Commissioner Questions Principal Planner Fernanda Roveri presented the Agenda Report and answered Commissioner questions. Chair O’Neil asked for explanation on the process. Ms. Roveri said Commissioner Collum turned down the Chair position but will be offered it again. The Vice-Chair position is offered to the Commissioners who are longest serving but have not served in the position (Commissioner Rath, Commissioner Hambaro, and Commissioner Rodriguez). Vice-Chair Smith-Crivello pointed to page 30 and argued that she has the longest period of service having not been in the position of Chair. Ms. Roveri interpreted the Chair policy as longest serving member that has never served as Chair. Vice-Chair Smith-Crivello noted she has been Chair, but not since 2018. Commissioner Collum stated Zoom was a reason she declined Chair last year and this year we are still doing hybrid Zoom. Commissioner Collum thanked Vice-Chair Smith-Crivello for sharing her Zoom and recommended she become the next Chair and nominated herself for Vice-Chair. Chair O’Neil, Commissioner Hambaro, and Commissioner Dawson agreed with Commissioner Collum. Ms. Roveri said she would check with Human Resources. Commissioner Collum questioned the Commissioners’ need to do the harassment training once a year despite not being in an office. Ms. Roveri understood the training is once a year and a State requirement. Chair O’Neil announced Point Sur Lighthouse is having an open house on Sunday, July 31st. Chair O’Neil asked the City to share more information on what is going on history wise and suggested bringing back the Constitutional Convention reenactment. Vice-Chair Smith-Crivello congratulated Daughters of the American Revolution (DAR) for placing a plaque honoring General Vallejo and San Carlos Cathedral. Vice-Chair Smith-Crivello mentioned the Native Sons of the Golden West brought back the Sloat Landing event. Vice-Chair Smith-Crivello said the Portuguese Festa is back and now it’s time for the City to celebrate it’s 252-year anniversary. INFORMATIONAL REPORTS & STAFF COMMENTS 5. Planning Office Update Ms. Roveri added that staff will bring mid-year review of the Mills Act contracts to the next HPC meeting. Ms. Roveri also recognized Chair O’Neil for her service.
