CONSENT ITEMS Approval of Minutes 2. June 8, 2023 ACTION: Approved as amended. Chair-Smith Crivello pointed out the La Merienda event is hosted by the Monterey History and Art Association, not the City. On a motion by Commissioner O’Neil seconded by Commissioner Dawson, and carried by the following vote, the Historic Preservation Commission approved the June 8, 2023, HPC Minutes as amended, by the following vote: AYES: 5 MEMBERS: Smith-Crivello, Collum, Dawson, O’Neil, Rath NOES: 0 MEMBERS: None ABSENT: 1 MEMBERS: Rodriguez ABSTAIN: 0 MEMBERS: None RECUSED: 0 MEMBERS: None PUBLIC COMMENTS None. Staff Presentation/Committee Member Questions Associate Planner Buggert presented the Agenda Report and answered Commissioner questions. Commissioner O’Neil asked if the accents are painted on or raised off the stucco surface. Vice- Chair Collum asked if the accents are wood. Mr. Buggert confirmed they are raised off the stucco surface and made of wood. Commissioner Dawson asked if the original windows would have been double hung wood. Applicant Comments Michael Legan, owner and applicant thanked staff for their time and consideration. Kent Seavey, historic preservation consultant, shared additional history on the home ownership and design and confirmed the original windows would have been double hung wood. Commissioner Dawson questioned whether it is possible to add to the maintenance schedule that windows be replace with double hung wood windows over time. Mr. Seavey and Mr. Legan said they would replace them if the Historic Preservation Commission (HPC) recommended it. Commissioner Dawson asked what the original door looked like and if the original exterior colors were like the current colors. Mr. Seavey said the door was a flat slab and the exterior colors were blue. Mr. Buggert added there is a separate application for changes to the doors. Commissioner Rath asked if there were only two homes built in this style in the neighborhood. Commissioner O’Neil asked what the square footage is. Mr. Seavey supposed there are only two homes built in that style and confirmed the home is 1,900 square feet. Commissioner Dawson asked for clarification on the materials of the front double hung window. Mr. Legan answered they are vinyl. Chair Smith-Crivello and Vice-Chair Collum commended the owner for their efforts. Public Comments None. Commissioner Comments Commissioner Dawson surmised that vinyl windows would be more practical, and they can be required to be replaced over time. Vice-Chair Collum, Commissioner O’Neil, Commissioner Rath stated they’d prefer the replacement of windows over time be a recommendation and not a requirement. Commissioner O’Neil asked for clarification on how the City handles recommendations. Ms. Roveri said recommendations don’t need to be included in the maintenance schedule. Commissioner Dawson made a motion to approve with the condition that maintenance schedule be changed to require that the windows be replaced with double hung, wood looking windows in the next three years. The motion failed. Commissioner O’Neil shared information on an upcoming open house at the Point Sur Naval Facility. Chair Smith-Crivello brought up a row of homes on Pacific Street and the fact that they have not been surveyed. Ms. Roveri stated if nothing is done to the exterior of the homes, they will not come before the HPC. Chair Smith-Crivello shared an article from the Monterey County Weekly regarding the history of Monterey. The HPC encouraged the city to take care of and provide staffing and resourcing to historic preservation. INFORMATIONAL REPORTS & STAFF COMMENTS  Ms. Roveri updated the HPC on the process of updating the general plan and thanked Chair Smith-Crivello for her service.
