CALL TO ORDER
Chair Collum called the meeting to order at 4:00 p.m. and Recording Secretary Barrera provided
information to the public about how to participate by calling in to give public comment on the live
web meeting.
Chair Collum introduced and welcomed the new Commission Member Barlow.

Approval of Minutes
2. July 13, 2023
ACTION: Approved as submitted.
On a motion by Commissioner Smith-Crivello seconded by Commissioner , and
carried by the following vote, the Historic Preservation Commission approved the July 13,
2023, HPC Minutes as amended, by the following vote:
AYES: 5 MEMBERS: Collum, Rath, -Crivello

ACTION: Recommended City Council and Planning Commission adopt an ordinance to
rezone the property to H-2 Historic Zoning (TM-23-0143) and Recommended
Historic Preservation Commission Minutes Thursday, September 14, 2023
City Council Approve the Application for a Mills Act Contract (MA-23-0142) at
581 Larkin Street with amendments.
Staff Presentation/Committee Member Questions
Associate Planner Buggert presented the Agenda Report and answered Commissioner
questions regarding the address change from Scott Street to Larkin Street, whether furnishings
were typically included in maintenance plans, and maintenance schedule.
Applicant Comments
Meg Clovis, historian shared additional details on the history of the home and its previous
owners and made herself available for questions.
Commissioner Smith-Crivello asked for clarification on the Sanborn map to which Clovis
responded.
Vice-Chair Rath questioned whether the interior was to be kept historic or remodeled to which
responded it was a mixture of both with an emphasis on
reinvigorating the original flooring and doors.
Commissioner Barlow asked if the Mills Act covers the main residence or all the buildings on
the property and Mr. Buggert stated they would all be covered. Commissioner Barlow also
confirmed a cost-
Commissioner Dawson and Planning Manager Hill clarified that the new building would not be
covered under the Mills Act. Hill encouraged the Commission to alter the maintenance plan to
include only maintenance on the existing historic structure.

recommended approving a revised maintenance schedule that only covers existing
development for the historic properties.
On a motion by Commissioner Smith-Crivello, seconded by Commissioner Dawson, and
carried by the following vote, the Historic Preservation Commission recommended City Council
and the Planning Commission adopt an ordinance rezoning the property to H-2 historic zoning
(TM-23-0143) and City Council approve application for a Mills Act Contract (MA-23-0142) with
the condition that a revised maintenance schedule specify only existing historic property be
covered at 581 Larkin Street:

ACTION: Approved Permit Amendment PA-23-0150 to Allow Four Wall Signs, Two
Projecting Signs, and Associated Multi-Tenant Sign Program at 498 Alvarado
Street.
Staff Presentation/Committee Member Questions
Associate Planner Buggert presented the Agenda Report and answered Commissioner
questions regarding the logo, current and remaining signs, planters, the proposed painted sign
along Pearl Street, and regarding tenants which was referred to the applicant.
Applicant Comments
Applicant Jon Mata thanked staff for their presentation and confirmed the second level is being
used by the bank. Mata responded to questions regarding tenants and signage.
Hill noted that the amount of signage is limited by the amount of frontage for each store and
Senior Associate Planner Chris Schmidt reaffirmed that any new signage would come back to
the Historic Preservation Commission.

0150 to allow four wall signs, two projecting signs, and associated multi-tenant sign program at

15331, Class 31
ACTION: Recommended City Council Approve Application for a Mills Act Contract (MA-
23-0142) at 414 Alvarado Street.
Commissioner Barlow recused herself from this item and left the Council Chamber at
4:51p.m.
Staff Presentation/Committee Member Questions
Senior Associate Planner Schmidt presented the Agenda Report and answered Commissioner
questions regarding the site owners, intended uses of the building, Mills Act, and deferred a
question about the fire hydrant maintenance to the applicant.

Cody Phillips, representative of the owners, explained the use of the building and answered the
previous question regarding the fire hydrant maintenance. Phillips also noted the owners were
excited and committed to preserving the building.

COMMISSIONER COMMENTS:
Commissioner Barlow shared information on her background.
Smith-Crivello noted that the Historic Preservation Commission previously approved a Mills Act
Smith-Crivello commented on the success of the Santa Rosalia Festa Italia and mentioned the
potential cancellation of the Greek Festival.

consent or recommended to be continued, tabled or withdrawn, etc. Consent items
consist of those items which are routine and for which a staff recommendation has been
prepared. A member of the public or a Commissioner may request that an item
recommended for approval on consent be heard on the regular agenda for further
discussion.

PUBLIC COMMENTS
PUBLIC COMMENTS. At this time, the public may speak for a maximum of three minutes
on any subject which is within the jurisdiction of the Monterey Historic Preservation
Commission and which is not on the agenda. Any person or group desiring to bring an
item to the attention of the Commission may do so during Public Comments or by
addressing a letter of explanation to the Commission, City Hall, Monterey, CA 93940.
Public Comments are taken during the afternoon session and continued at the evening
session. Individuals may choose to speak once for up to three minutes at either session,
but not both.

PUBLIC HEARINGS are required by law for certain actions. You are welcome to offer
your comments after being recognized by the Chair. The Chair may limit the time

ADJOURNMENT— The general policy of the Historic Preservation Commission is that
the Afternoon Session will end no later than 6:30 p.m. Any public agenda items that have
not been completed within the designated adjournment time may be formally extended
by the Commission, or continued to the next regularly scheduled Historic Preservation
Commission Meeting, or continued to a Special Meeting.

Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning
Office, or on the web at http://www.monterey.org/ beginning late Friday afternoon prior to the date
of the meeting.
Members of the public have the right to address the Commission on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Commission at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Historic Preservation Commission decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
