CALL TO ORDER
Chair Rath called the meeting to order at 4:00 p.m. and Recording Secretary Arganbright
provided information to the public about how to participate by calling in to give public comment
on the live web meeting.

PUBLIC COMMENTS
None.
Commissioner Smith-Crivello stated it would be helpful to add more context to the previous
minutes and requested that sentiment be shared with City Council.

On a motion by Commissioner seconded by Commissioner Collum and carried by the

Maintenance Plan and Schedule, Adopt Historic Preservation Report, and Replace
and Reestablish Deteriorated Historic Elements, Alter Fenestration, Rebuild and
Expand Terrace, and Add Roof Canopy; Applicant Rich Williams; Owner Williams
David Richard & Rene H Trs, R-1-6-H2 Zoning District; Low Density Residential
General Plan Designation; Exempt from CEQA per Article 19, Section 15331, Class

ACTION: Approved with the added condition that the historian amend the historic report
to address and justify the compatibility of the arched openings as a
Rehabilitation component.
Staff Presentation/Commissioner Questions
Principal Planner Roveri presented the Agenda Report and addressed questions from the
Commission regarding the terrace extension, massing, and the design of the enclosed porch
openings. Roveri explained that the City was seeking documentation or analysis to assess the
compatibility of the proposed arched openings.
Planning Manager Hill helped respond to questions from the Commission about the type of
analysis needed for staff to recommend approval of the proposed alterations and the steps
required to correct the historical records.
The Commission inquired whether there was any documentation from the original intensive
survey that indicated alterations to the terrace. Roveri responded that there was none.
Applicant
Historian Kent Seavey explained that the purpose of the intensive survey was not to assess the
SOI standards or the work completed, but rather to list the property as historic. They addressed
the standards for historic rehabilitation and reassured the Commission that the current project
aligns with the definition and standards for such rehabilitation. Seavey further clarified that the
areas where work was being proposed had already been altered over time, and the proposed
arched opening would match eight other similar arches on the property. In response to a
Commission question about the proposed canopy, Seavey confirmed that it would match an
existing canopy.
Project Architect Terry Latasa requested that the HPC approve the project as submitted. Latasa
echnical.
They presented evidence that the enclosed porch had originally been an open porch and
emphasized that the entire porch area was a secondary elevation not visible from the street.

Applicant Rich Williams shared their history with the home and expressed appreciation for the
a video showing the current condition of the terrace. They explained that the terrace needed to
be rebuilt due to dry rot and water intrusion. Williams then provided examples of other arches
and instances of dry rot within the home for additional context. In response to a question about
the staircase, Williams explained that the stairs needed to be removed. They reiterated the
issues with water damage and clarified that "in-kind" referred to maintaining functionality in the
proposed work.

The Commission, the applicant, and Roveri then clarified the distinction between the original
Mills Act maintenance plan and additions to the maintenance schedule.

Commissioner Comments
The Commission expressed appreciation with the Staff report and the homeowner. The
Commission observed that the terrace has been altered but is not visible from the street. The
Commission agreed that the rehabilitation and alterations proposed were within the standards
for historic rehabilitation. The Commission expressed a desire to specify the window
replacement materials. The Commission also stated they would like to consider amending the
historic report with a paragraph justifying the proposed arches.
On a motion by Commissioner Barlow and seconded by Commissioner Smith-Crivello, and
carried by the following vote, the Historic Preservation Commission approved Historic Permit
Amendment Application PA-24-0231 for Replacing and Reestablishing Deteriorated Historic
Elements, Altering Fenestration, Rebuilding and Expanding Terrace, and Adding Roof
Canopy at 1078 W. Franklin Street with the added condition that the historian amend the
historic report to address and justify the compatibility of the arched openings as a
rehabilitation component, by the following vote:

Staff Presentation/Commissioner Questions
Principal Planner Sabdo presented the Agenda Report and Roveri assisted in answering
Commissioner questions regarding current open permits for the property.
Applicant
Applicant Angela Delicado shared their history with the City of Monterey and the property.
Delicado then discussed the challenges they have faced with the property and described
the work they are currently doing on it for the Commission.
Public Comments
Historian Dana Surpernowicz stated the initial historical study was scant and then outlined
. Supernowicz stated they did
not believe the property had the characteristics for architectural significance, and especially
not for the neighborhood.
Commissioner Comments
The Commission expressed agreeability with removing the property from the Monterey
Upper Old Town Historic Context Statement and Reconnaissance Survey. The Commission
also appreciated the thoroughness of the intensive survey.
On a motion by , seconded by Commissioner Collum, and carried by
the following vote, the Historic Preservation Commission approved HP-24-0201 to Remove
the Property from the Monterey Upper Old Town Historic Context Statement and
Reconnaissance Survey List at 1221 Roosevelt Street as submitted, by the following vote:

COMMISSIONER COMMENTS:
The Commission commented on the Boards, Committees, and Commissions holiday party and
. The Commission asked about
the Mills Act moratorium and Hill responded that the moratorium ran out, but that Staff is still
looking to bring forward the financial analysis.

The Commission inquired into the cost of the Mills Act permit applications

PUBLIC COMMENT PROCEDURES AND TIME LIMITS:
The total amount of time allocated for public comment on a particular issue and for each
individual speaker is generally as follows:
1. Up to three minutes per speaker.
2. For regular Historic Preservation Commission meetings, there is one 15-minute public
comment period for items not on the agenda.
3. The total time allocated for public comment:
a. Items pulled from the consent agenda – 15 minutes each item
b. Public Appearance items – 30 minutes each item
c. Public Hearing items – 30 minutes each item
At the time an item is considered, the Chair will ask those attending the meeting in person to
line up at the podium or raise their hands, and for remote participants to use *9 on the telephone
or the “raise hand” function in Zoom, if they wish to address the Historic Preservation
Commission. The maximum amount of time for each person to speak and the total amount of
time allotted for each item will be determined based on the number of people indicating an
interest in speaking and the amount of business to be conducted on the agenda. In exceptional
circumstances and when necessary to ensure a full opportunity for public input, the Chair may,
with the Commission’s consent, adjust the amount of time allowed for public input and/or the

5. Planning Update
ADJOURNMENT
The general policy of the Historic Preservation Commission is that the Afternoon Session will
end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m. Any
public agenda items that have not been completed within the designated adjournment time
may be formally extended by the Commission, or continued to the next regularly scheduled
Historic Preservation Commission Meeting, or continued to a Special Meeting.
Writings distributed for discussion or consideration on these matters within 72 hours prior to the meeting,
pursuant to Government Code § 54957.5, are available at: monterey.gov/submitted-comments and in
the Planning Office at 570 Pacific St., Monterey, CA 93940 during regular business hours.
Information distributed to the Historic Preservation Commission at the Historic Preservation Commission
meeting becomes part of the public record.
Historic Preservation Commission decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls on
a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
weekend. An appeal fee will apply.
