CITY OF MONTEREY Mayor and Commission Chairs Subcommittee Meeting August 9, 2010 Minutes Attendees: Mayor Della Sala, Vice Mayor Sollecito, ARC Chair Paul Davis, ARC Vice Chair Dan Finklea, CHMCAC Chair Messenger, HPC Chair Porteous, NIP Alternative Spokesperson Dwight, PRC Chair Canepa, PC Chair Widmar, Assistant City Manager, City Attorney, Chief of Planning & Engineering, Director of Community Services, Sports Center Manager Principal Planner Mayor Della Sala called the meeting to order at 12:02 p.m. 1. Architectural Review Committee (ARC) ARC Chair Davis spoke about current events and focused on the reconstruction of 409 Alvarado Street, noting this is the Marotta building and is an important project downtown. He presented pictures of the planned restoration and renovation of the building. He gave credit to Forest Ebbs for the great follow-up work on this project. Mayor asked about the completion of the Monterey Hotel construction on the sidewalk. Chair Davis stated that they are still working on this with no date at this time. 2. Colton Hall Museum & Cultural Arts Commission (CHMCAC) CHMCAC Chair Messenger provided quarterly activity for Colton Hall Museum. She said staff has been very busy they have had over 3000 visitors at Colton Hall and over 800 for the Presidio. There was a documentary crew who came and did a documentary on Colton Hall. Staff is working with the Commission, United Way, Pebble Beach along with Monterey Museum to jointly work on art shows. Dennis Copeland, the new Archivist, has been working very closely with staff and is in the process of training the volunteers. Commission and staff are still waiting on the status of their director. Commission and staff are working on increasing their fundraising efforts. $4,500 donated in memory of Jim “Conway. Archival donations are coming in, a picture painted by Marilyn Kren and a traveling desk from the first Sheriff of Monterey County. Doc Ricketts lab has been very active. The Commission is still waiting for grant money to repair the tanks at the lab and have held celebrations for Doc Ricketts’ and John Steinbeck’s birthdays.. 3. Historic Preservation Commission (HPC) Chair Porteous stated HPC worked with ARC on the Stokes and Grilling Company to get them up and running in a timely manner. He noted that the City received a $25,000 grant from the State to update the outdated survey on the downtown area. This survey will get us qualified to compete for National District Status Historic recognition. 4. Library Board (LB) Library Director Bui-Burton stated Clyde Roberson is the new LB chair. She said that library hours have been reduced and it is now closed on Sundays. She noted that 3 positions were, but that 388,000 customers have been served and that 350 participated in the summer reading program. She added that Friends of the library have been very busy in getting donations from many of our local merchants 5. Neighborhood Improvement Program (NIP) Committee Alternate Spokesperson Dwight stated it has been quiet year with only 15 projects completed and 21 projects in process. Parks and Recreation Commission (PRC) PRC Chair Canepa spoke about summer programs. He stated the July 4th lawn party was a great success and that he heard lots of comments from the public, expressing their interest in bringing back the parade and fireworks. He stated MSC has welcomed back the mascots and Friday swim nights are still running. He noted MSC hours have been expanded for Saturday and Sunday, emphasizing that the MSC received 3000 visitors a day. He said the teen work experience program is up and running for kids of the age of 13- 16. Overall, he stressed that Recreation has had a great summer. He added that Fall programs are now being formed and several recommendations have been received in regards to collaborating with other cities to bring back the July 4th parade and fireworks. 7. Planning Commission (PC) PC Chair Widmar provided the group with an update on Planning Commission’s work program, noting the goal was to complete most of their projects. He stated that progress is being made, citing 70% completion on the Waterfront project, 50% on the N. Fremont plan. He added that the RFP for the Transportation Study has been done. 8. Mayor Mayor Della Sala provided an updated on the upgrade of the conference center. He said a blue ribbon committee has been formed to revitalize the downtown area. He clarified that an election has been canceled because there were no other candidates running other then the incumbent, noting this will save the city close to $50,000. NIP Spokesperson Dwight invited everyone to participate in CERT Training which will take place on September 11, 18, and the 19, 2010.
