April 11, 2011 Minutes
Attendees: Mayor Della Sala, Vice Mayor Haferman, ARC Chair Davis, CHMCAC Chair
Mckenzie, HPC Chair Myles, LB Chair Roberson, NIP Spokesperson Heuer, PRC Chair
Menendez-Herbst, PC Chair Widmar, Deputy City Manager, Information Resources Director/City
Clerk, City Attorney, Community Service/Library Director, Parks & Recreation Supervisor
Mayor Della Sala called the meeting to order at 12:02 p.m.
1. Architectural Review Committee (ARC)
ARC Chair Davis spoke of a variety of improvements to Wharf
2. Colton Hall Museum & Cultural Arts Commission (CHMCAC)
CHMCAC Chair McKenzie spoke of a variety of changes and plans to the Museum and the
Commissions programs.
3. Historic Preservation Commission (HPC)
HPC Chair Myles spoke about how the City can to support State Parks in the preservation of
Monterey's Historic Resources. He stated he is glad to report how well the commission works
together and that they are taking the initiate to look to see how they can help support and find
resources to keep the historic parks open. He cited a few examples, asking the City and boards
to think outside to box to find a solution.
4. Library Board (LB)
LB Chair Roberson talked about how they actively engage to increase endowment funds. He
talked about contacting former donors, hosting new and interesting events, etc. He stated the
House and Garden tour is March 15th.
5. Neighborhood Improvement Program (NIP) Committee
NIP Spokesperson Heuer provides an update on the NIP process as of April 11th. He talked
about the allocation process and brought a stack of projects that are currently being reviewed.
He gave a brief explanation on the steps to choosing the projects for selection and noted that 2
years worth of projects will be reviewed. He closed by saying March 28th is the voting meeting.
6. Parks and Recreation Commission (PRC)
PRC Chair Menendez-Herbst provided an update on Summer Recreation Activities, noting that as
always they will have a variety of classes for summer and fall and that registration begins the 25th
of April. She said PRC is looking at the new mission statement.
7. Planning Commission (PC)
PC Chair Widmar spoke about the Waterfront Master Plan.

8. Mayor
Mayor Della Sala spoke about the budget process, providing information on eliminations, State
take-aways, and how the City must deal with a large budget gap. Mayor Della Sala stated the City
is trying to wrap this up by the May 17th meeting in order to possibly hold public forums to get
feedback from the public about layoffs. He noted that laid off employees will be given a 60 day
notification and there will be bumping rights and transfers from different depts. He stressed this is
the most difficult budget that the City has had in reason past.
Having no more business the Mayor adjourned the meeting at 1:10 p.m.

Boards and Commissions is scheduled for Monday, April 11, 2011 from 12:00 noon to 1:30 p.m.
in the Council Chambers. (As you know lunch is no longer provided, so feel free to
bring your own lunch.)
