MINUTES MEASURE P AND S OVERSIGHT COMMITTEE MEETING Monday, April 21, 2025 10:00 AM MONTEREY, CALIFORNIA Committee Patrick Aldinger, Justin Cheng, Carol Chorbajian, Rick Heuer, Payam Members Ostovar Present: Committee Members Absent: City Staff Rafaela King (Finance Director), Andrew Easterling (Deputy Public Works Present: Director/City Engineer), Kaylyn Rosmaryn (Recording Secretary), Liza Linsao (Assistant Recording Secretary) CALL TO ORDER Patrick Aldinger called the meeting to order at 10:01 AM. CONSENT AGENDA All matters listed under Consent Agenda are routine and will be adopted by one motion unless a member of the Measure P and S Oversight Committee or the public requests discussion or a separate vote. 1. Approval of Minutes On a motion made by Carol Chorbajian, seconded by Payam Ostovar and carried by the following vote, the committee approved the minutes from the January 27, 2025 meeting. In addition, a Committee Member or the Measure P and S Oversight Committee may provide a referral to staff or other resources for factual information. (Government Code section 54954.2(a)(3).) Patrick Aldinger asked to return to the topic of the Measure P and S Oversight Committee drafting a letter to City Council requesting funding to review City standards, and Payam Ostovar emphasized that the purpose of the letter would be to improve efficiency in City expenditures. Rick Heuer noted that the letter would bring attention to this issue, while Carol Chorbajian questioned whether it falls within the committee’s scope. Heuer argued that although it is not directly within the Measure P and S Oversight Committee’s purview, reviewing standards could help prevent repetitive projects. Aldinger agreed, adding that the matter could be placed on a future City Council agenda. Recording Secretary Kaylyn Rosmaryn clarified that a previous request to agendize this discussion was denied for not directly aligning with the committee’s responsibilities. Aldinger and Heuer then requested input from the City Attorney’s Office on whether the committee has the authority to submit such a request. Heuer emphasized the importance of the committee’s ability to raise issues to City Council, and Aldinger asked for an official ruling on whether topics outside of the committee’s purview could be agendized. Chorbajian shared that she had invited the Mayor and City Council to tour the City streets to observe the benefits of Measure P and S funding. She also noted that the continuation of the Measure P and S tax would soon require a vote. Justin Cheng voiced his support for the tax as an effective funding model for the City. Heuer added that ahead of the renewal, the City needs to assess remaining work for storm drains and sidewalks. Chorbajian suggested signaling could 2 be incorporated into future funding considerations. Ostovar questioned whether the Oversight Committee could make such recommendations to City Council, prompting Chorbajian to explain that while the oversight committee does not advise City Council, a separate committee existed to do so prior to public voting on Measures P and S. Aldinger read the description for “Committee Member Comments,” reminding members to stay within the committee’s purview. Heuer then provided insights on Measure X and its purpose.
