MINUTES MEASURE P AND S OVERSIGHT COMMITTEE MEETING Monday, July 21, 2025 10:00 AM MONTEREY, CALIFORNIA Committee Patrick Aldinger, Justin Cheng, Carol Chorbajian Members Present: Committee Rick Heuer Members Absent: City Staff Wendy Davies (Finance Manager), Max Rieser (Associate Civil Engineer), Present: Rafaela King (Finance Director), Andrew Easterling (Deputy Public Works Director/City Engineer), Kaylyn Rosmaryn (Recording Secretary) CALL TO ORDER Patrick Aldinger called the meeting to order at 10:00 AM. CONSENT AGENDA All matters listed under Consent Agenda are routine and will be adopted by one motion unless a member of the Measure P and S Oversight Committee or the public requests discussion or a separate vote. 1. Approval of Minutes On a motion made by Carol Chorbajian, seconded Justin Cheng and carried by the following vote, the committee approved the minutes from the April 21, 2025 meeting. AYES: 3 COMMITTEEMEMBERS: Aldinger, Cheng, Chorbajian NOES: 0 COMMITTEEMEMBERS: None ABSENT: 1 COMMITTEEMEMBERS: Heuer ABSTAIN: 0 COMMITTEEMEMBERS: None RECUSED: 0 COMMITTEEMEMBERS: None GENERAL PUBLIC COMMENTS The public may speak to any item that is not on the agenda and that is in the City of Monterey’s subject matter jurisdiction. PUBLIC APPEARANCE Public Appearance items are on non-routine issues that might stimulate public interest and comments. 2. Review Unaudited Expenditures from July 1, 2024 through June 15, 2025 for Conformance to Measure P and S Language Action: Received report 1 On a motion made by Justin Cheng, seconded by Carol Chorbajian and carried by the following vote, the committee accepted the report. AYES: 3 COMMITTEEMEMBERS: Aldinger, Cheng, Chorbajian NOES: 0 COMMITTEEMEMBERS: None ABSENT: 1 COMMITTEEMEMBERS: Heuer ABSTAIN: 0 COMMITTEEMEMBERS: None RECUSED: 0 COMMITTEEMEMBERS: None 3. Review Sales Tax Updates for Quarters 3 and 4 Action: Received reports 2 On a motion made by Carol Chorbajian, seconded by Justin Cheng and carried by the following vote, the committee accepted the report. AYES: 3 COMMITTEEMEMBERS: Aldinger, Cheng, Chorbajian NOES: 0 COMMITTEEMEMBERS: None ABSENT: 1 COMMITTEEMEMBERS: Heuer ABSTAIN: 0 COMMITTEEMEMBERS: None RECUSED: 0 COMMITTEEMEMBERS: None 2 INFORMATIONAL REPORTS & STAFF COMMENTS Kaylyn Rosmaryn announced that Payam Ostovar resigned from the Measure P and S Oversight Committee via email on April 26, 2025. COMMITTEE MEMBER COMMENTS Committee Members may ask a question for clarification, make a brief announcement, or make a brief report on their activities. In addition, a Committee Member or the Measure P and S Oversight Committee may provide a referral to staff or other resources for factual information. (Government Code section 54954.2(a)(3).) Carol Chorbajian voiced concerns regarding the renewal of Measures P and S. Chorbajian commented that she has offered guided tours to the City Council so they can see the roads that still require treatment. Patrick Aldinger commented on the accomplishment of the goal that Measures P and S were created for and potential changes to the Measure to be voted on. Justin Cheng wanted to thank Monique Kaldy and other members of the public for participating in Measure P and S Oversight Committee meetings. ADJOURNMENT Meeting adjourned at 10:36AM. PUBLIC COMMENT PROCEDURES AND TIME LIMITS: The total amount of time allocated for public comment on a particular issue and for each individual speaker is generally as follows: 1. Up to three minutes per speaker. 2. For regular Measure P and S Oversight Committee meetings, there is one 15-minute public comment period for items not on the agenda. 3. The total time allocated for public comment: a. Items pulled from the consent agenda – 15 minutes each item b. Public Appearance items – 30 minutes each item c. Public Hearing items – 30 minutes each item At the time an item is considered, the Chair will ask those attending the meeting in person to line up at the podium or raise their hands, and for remote participants to use *9 on the telephone or the “raise hand” function in Zoom, if they wish to address the Measure P and S Oversight Committee. The maximum amount of time for each person to speak and the total amount of time allotted for each item will be determined based on the number of people indicating an interest in speaking and the amount of business to be conducted on the agenda. In exceptional circumstances and when necessary to ensure a full opportunity for public input, the Chair may, with the Committee’s consent, adjust the amount of time allowed for public input and/or the time allotted for each speaker.
