This meeting was held with a combination of in-person and teleconference attendance, pursuant to
the Ralph M. Brown Act, Calif. Government Code section 54953(e)(1)(C) and the Monterey City
Council Resolution authorizing virtual participation in public meetings given the COVID-19 pandemic.
CALL TO ORDER
1. Meeting Procedures
Chair Freeman called the meeting to order at 4:00 p.m. City Clerk Klein announced the rules for
safety in the Council Chamber and explained to the public how to participate and provide public
comment during the meeting.
CONSENT AGENDA
Approval of Minutes
2. November 16, 2020
Action: Approved as corrected
Chair Freeman requested that the title on the second page be changed from “Architectural
Review Committee Minutes” to “Minor Subdivision Committee Minutes”.
Committee Member Wittry made a motion to approve the minutes as corrected. Chair Freeman
seconded the motion.
Committee Members Brassfield and Harty abstained from voting on the minutes due to their
absence from the November 16, 2020 meeting.
On a motion by Committee Member Wittry, seconded by Chair Freeman and carried by
the following vote, the Minor Subdivision Committee approved the minutes as corrected:
AYES: 2 MEMBERS: Freeman, Wittry
NOES: 0 MEMBERS: None
ABSENT: 1 MEMBERS: Korman
ABSTAIN: 2 MEMBERS: Brassfield, Harty

Action: Approved as submitted
Committee Member Harty made a motion to approve the minutes. Committee Member
Brassfield seconded the motion.
Chair Freeman and Committee Member Wittry abstained from voting on the minutes due to their
absence from the April 26, 2021 meeting.
On a motion by Committee Member Harty, seconded by Committee Member Brassfield
and carried by the following vote, the Minor Subdivision Committee approved the minutes
as submitted:
AYES: 2 MEMBERS: Brassfield, Harty
NOES: 0 MEMBERS: None
ABSENT: 1 MEMBERS: Korman
ABSTAIN: 2 MEMBERS: Freeman, Wittry

PUBLIC HEARING
4. Consider 475 and 495 Washington Street; Lot Line Adjustment Application SD-21-
0111 to Adjust the Lot Lines at the Existing Lots at 475 and 495 Washington Street;
Applicant Mark A. Blum; Owners Patricia S. Work, Susan Work Ward, Alicia Work
Sola; PC-D-ES Zoning District; Commercial General Plan Land Use Designations;
Exempt from CEQA per Article 19, Section 15305, Class 5
Action: Adopted a Resolution approving Lot Line Adjustment SD-21-0111 at the
developed 475 and 495 Washington Street lots
Staff Presentation/Committee Member Questions
Senior Associate Planner Schmidt presented the Agenda Report and answered Committee
Member questions.
Applicant Presentation
Mark Blum, on behalf of the property owner concurred with the findings and recommended
conditions as presented by Staff. Chair Freeman complimented the two buildings and their
parking lots at the project site and asked if the lot line would move toward Union Bank. Mr. Blum
referred to the map presented with the application and said the lot line adjustment would
conform to the existing buildings and tax parcels.

Committee Member Comments
Committee Member Brassfield made a motion to adopt a Resolution approving Lot Line
Adjustment SD-21-0111 at the developed 475 and 495 Washington Street lots. Mr. Schmidt
clarified that because the Minor Subdivision Committee usually consists of one staff member
and the Planning Commission Chair, Committee Member Brassfield would need to attend the

next Minor Subdivision Committee Meeting and vote on the minutes if he moved to approve
the application. Committee Member Brassfield retracted the motion.
Committee Member Harty motioned to adopt a Resolution approving Lot Line Adjustment SD-
21-0111 at the developed 475 and 495 Washington Street lots. Chair Freeman seconded the
motion.
On a motion by Committee Member Harty, seconded by Chair Freeman and carried by
the following vote, the Minor Subdivision Committee adopted a Resolution approving Lot
Line Adjustment SD-21-0111 at the developed 475 and 495 Washington Street lots:
AYES: 2 MEMBERS: Freeman, Harty
NOES: 0 MEMBERS: None
ABSENT: 1 MEMBERS: Korman
ABSTAIN: 2 MEMBERS: Brassfield, Wittry

ADJOURNMENT — The general policy of the Minor Subdivision Committee is that the Afternoon
Session will end no later than 5:30 p.m. and the Evening Session will end no later than 11:00 p.m.
Any public agenda items that have not been completed within the designated adjournment time
may be formally extended by the Committee, or continued to the next regularly scheduled Minor
Subdivision Committee Meeting, or continued to a Special Meeting.
Agenda packets may be reviewed by the public in the Monterey Public Library, in the Planning Office,
or on the web at http://www.monterey.org beginning late Friday afternoon prior to the date of the
meeting.
Members of the public have the right to address the Committee on any Agenda items. The Chair will
formally open the floor for public comment. However, if you wish to speak to items during "Consent
Agenda" or "Staff Informational Report," please advise the staff or the Chair prior to the action on that
item and you will be recognized. Notification as much in advance as possible is appreciated.
Information distributed to the Committee at the meeting becomes part of the public record. A copy of
written material, pictures, etc. should be provided to the Secretary for this purpose.
Minor Subdivision Committee decisions may be appealed within ten (10) days from the date of the
decision on forms available in the Planning Division during business hours. When the tenth day falls
on a weekend or a holiday, the appeal deadline date is the next working day following the holiday or
