CALL TO ORDER
Executive Director Cullem called the meeting to order at 10:30 am.

All members present, except Members Van Der Maaten and Peake.

On a motion by Member Huss, seconded by Member Stoldt, and carried by the following vote,
the MPRWA Technical Advisory Committee Approved the Minutes from April 3, 2017:

1. Approval of Minutes - April 3, 2017 - Romero
Action: Approved Minutes
2. Receive Report on Consolidated List of Issues Submitted to the CPUC Administrative Law
Judge on June 30, 2017 - Cullem
Action: Received report; gave direction to staff to include the size of the desal plant to
the list of issues for the ALJ

Executive Director Cullem gave a brief summary regarding the Environmental Impact Report
(EIR) issues brought up by the Administrative Law Judge (ALJ).
On a motion by Member Cullem, seconded by Member Narigi, and carried by the following
vote, the MPRWA Technical Advisory Committee received the report on the consolidated list of
issues from the Administrative Law Judge and added the size of the desal plant to the list of
issues to be addressed:

3. Receive, Discuss, and Provide Comments to the Water Authority Board on the Geosyntec
Report on Groundwater and Hydrogeologic Impacts, Including Modeling Issues, Raised by the
Marina Coast Water District (MCWD) in its Comments on the MPWSP DEIR/DEIS - Cullem
Action: Received report; discussed; Preliminary comments will be given to the Authority
Directors, and TAC will readdress the report at a future meeting
Executive Director Cullem introduced the draft memorandum prepared by Gordon Thrupp of
Geosyntec. He stated that Geosyntec was asked to provide an analysis on the EIR comments,
particularly those from Marina Coast Water District, the groundwater and hydrogeologic
impacts, and desal plant modeling issues. The TAC members discussed the Geosyntec report
and agreed that more time should be spent reviewing it before giving a full analysis to the
Authority Directors.

4. Receive Report and Discuss the Detailed MPWSP Schedule Including Upcoming Permit
Requirements and the Status of the Test Slant Well and Installation of the Transfer Pipeline -
Cook/Crooks
Action: Received report; discussed
Chris Cook, Cal Am, gave an update on the MPWSP anticipated schedule and answered
questions from the TAC members.
