Executive Director Cullem announced that at a recent Administrative Law Judge (ALJ) hearing
regarding Pure Water Monterey, a motion was made to hold another hearing in April 2018.

Action: Approved with correction to the roll call and vote
On a motion by Member Riley, seconded by Member Stoldt, and carried by the following vote,
the MPRWA Technical Advisory Committee Approved the Consent Agenda, with corrections to
the roll call and vote on the October 2nd Minutes:

3. Receive, Discuss, and Provide Comments to the Water Authority Board on the Marina Coast
Water District (MCWD) Letters to the Monterey Peninsula Water Management District
(MPWMD) and the Seaside Groundwater Basin Water Master on Sept 27, 2017 Concerning
Possible Sale of MCWD Water to Assist in Meeting CDO 2016-0060 Requirements -
Cullem/Stoldt/Scuito
Action: Received report; discussed; comments from TAC members will be presented to
the Authority at a future meeting
TAC Member Stoldt gave a summary of the proposed sale of Marina Coast Water District
(MCWD) water to the Monterey Peninsula Water Management District (MPWMD) for the
expansion of the Pure Water Monterey Project. Executive Director Cullem said that the
proposal of the sale of water between MCWD and MPWMD would be an interim solution while
waiting for California American Water’s (Cal Am) desal project to be built and in turn save the
ratepayers money. He added that it will help the relationship between MCWD and Cal Am.
PUBLIC COMMENTS:
Michael Warburton, Public Trust Alliance, said that the public is unaware of the potential
lawsuits with the water supply project.
The TAC members discussed the sale of water proposal from MCWD, and the potential for
MCWD to litigate against Cal Am’s desal project.
Member Peake said there appears to be consensus on the TAC to continue on its current path
towards the Monterey Peninsula Water Supply Project (MPWSP) and to continue discussion
regarding the MCWD proposals until the CPCN is approved in Spring 2018. Member Stoldt
added that there seems to be agreement to not undo what has already been done and to
continue on the current path and await the CPCN. Member Narigi said he does not support any
movement toward another project or mini project that detracts from the Cal Am desal plant
construction. Member Riley said that the proposal with MCWD is simply a contingency plan that
is necessary and is the best option for now.

4. Receive Report and Discuss the Detailed MPWSP Schedule Including Permit Requirements,
the Operation of the Test Slant Well, and the Latest CPUC Schedule for the CPCN -
Cook/Crooks
Action: Received report; discussed
Chris Cook, Engineering Manager with Cal Am, gave an update on the overall MPWSP
schedule, Monterey pipeline construction, and an update on the test slant wells. He answered

questions from the TAC.
PUBLIC COMMENT:
Michael Warburton, Public Trust Alliance, said that no value study was done on any
other project besides Cal Am's project.

Executive Director Cullem adjourned the meeting at 11:58pm.
