MINUTES COLTON HALL MUSEUM AND CULTURAL ARTS COMMISSION Monday, September 26, 2011 4:00 PM COUNCIL CHAMBERS, FEW MEMORIAL HALL OF RECORDS MONTEREY, CALIFORNIA Commissioners Present: Rodriguez, Greenwald, Dias, Han, Messenger Commissioners Absent: Schneider, Wojtkowski Ex-Officio and Staff Community Services Director Bui-Burton, Museums, Cultural Members Present: Arts and Archives Manager Copeland, Cultural Arts Assistant Catlin, Administrative Assistant Rygg CALL TO ORDER 4:04 PM ROLL CALL CONSENT ITEMS Approval of Minutes 1. July 25, 2011 2. August 11, 2011 Motion by Messenger to accept the July 25 and August 11 minutes; second by Dias. Motion carried. ***End of Consent Agenda*** PUBLIC COMMENTS INFORMATIONAL REPORTS & STAFF COMMENTS 3. Museum and Cultural Arts Division Activity Report - July 1-31, 2011 4. Museum and Cultural Arts Division Activity Report - August 1-31, 2011 Bui-Burton noted that Councilmember Selfridge is working with Monterey's sister city of Lankaran, Azerbaijan which will be celebrating its 20th anniversary of independence with an upcoming exhibit at Colton Hall. Staff will oversee installation of exhibit by the artist and opening reception will be on October 21. PUBLIC APPEARANCE Old Business Colton Hall Museum and Cultural Arts Commission Minutes Monday, September 26, 2011 5. Receive Status Report on Presidio of Monterey Museum Traffic Signs In a written statement, Commissioner Wojtkowski expressed disappointment that the signs would not be up in time for History Fest. Chair Rodriguez understands the delay, and wants Copeland to convey to the Sign Division that the Commission would hope the signs to be given priority in the Spring, so that they may be completed soon. Another report will be provided at the March 2012 Commission meeting. New Business 6. Receive Report from Strategic Planning Subcommittee and Follow-up Discussion The Commission received the report from the Strategic Planning Subcommittee. Changes were made to some of the objectives, tasks to be done by whom and due dates. 7. Approval of Call for Music Guidelines and Timelines FY 2011/2012 and Appointment of Music Selection Subcommittee Motion by Dias to approve concerts on the first Tuesday in February and March 2012; seconded by Messenger. Discussion followed and the Commission considered having the concerts on the second Tuesday in February and March 2012. Rodriguez asked Dias if motion could be amended to second Tuesday; Dias concurred. Motion carried. 8. Receive Report on Monterey’s City Code, Chapter 2, Article 4 “Colton Hall Museum and Cultural Arts Commission” and Provide Input to Staff Bui-Burton reviewed the Monterey’s City Code, Chapter 2, Article 4, and the Commission’s role as described by the City Code. She noted that the Lower Presidio Historic Park (LPHP) is federal military property leased by the City, and that the Pacific Biological Laboratories (PBL) is owned by the City but has a written joint use agreement with the “Lab Group” until 2015. Discussion followed. Bui-Burton said that there is nothing to preclude the Commission from being interested in either the LPHP or PBL, or from advocating for them from a cultural and historic standpoint, but that there is not a responsibility set by City Council under city ordinance to have the same oversight as the Commission has over Colton Hall. 9. Report on Use of “Art Acquisition” Fund to Support First Night Monterey Activities in Fiscal Year 2010-2011 Bui-Burton provided the report. COMMISSIONER COMMENTS Messenger: She is glad to be back. She came in possession of a photo reproduction Colton Hall Museum Cultural Art 2 Commission Meeting Minutes Monday, September 26, 2011 2 Colton Hall Museum and Cultural Arts Commission Minutes Monday, September 26, 2011 of an 85' nautical mural which was displayed at the former Stillwell Hall, a U.S. Army recreational facility. The mural needs a permanent home or will be sent to a vault in Georgia at the end of the year. Bui-Burton will check with the Monterey History and Art Association as to their previously expressed interest. Copeland said that CSUMB library has been approached to take the mural, but it did not have the space for it. Staff will take the photo reproduction, and ask DLI Command Historian Dr. Stephen Payne about it.
