Mike Sovereign was appointed Chair and Fatima Dias was appointed Vice-Chair for 2016.

ACTION: Approved.
On a motion by Commissioner Wojtkowski, seconded by Commissioner Evans, and carried by the
following vote, the Colton Hall Museum and Cultural Arts Commission approved the minutes.

3. INFORMATIONAL REPORTS & STAFF COMMENTS
Receive Museum and Cultural Arts Division Activity Report – November and December
2015 and January 2016 (Not a project under CEQA, per Article 20, Section 15378 and under
General Rule Article 5, Section 15061.)
Museums, Cultural Arts and Archives Manager Copeland noted that Colton Hall Museum received
the highest number of visitors during open hours for Christmas in the Adobes since the beginning
of the program. He thanked the Commissioners and volunteers who assisted. Manager
Copeland also noted the retirement of Donna Da Vigo, who the Commission recently note her 10-
year anniversary. Elena Diebolt, retired schoolteacher of English and history, has joined the
Colton Hall Museum staff. The Division also has a great new group of student interns from
CSUMB assisting with collection processing, inventories, and with artwork. The Colton Hall
Evening Concert Series begins this coming Thursday in the City Council Chambers. Noted
Museums and Cultural Arts contribution to the Art in the Airport exhibit at Monterey Regional
Airport.
Commissioner Sovereign asked if the Museum of Monterey is giving artifacts to other local
museums. Manager Copeland stated that they are storing some historical collection materials
and transferring others on long-term loan to various appropriate museums. Commissioner
Wojtkowski noted the Museum of Monterey will have a much smaller maritime museum. Copeland
noted that he understands that Monterey History and Art Association plans to display a small
exhibit on Commodore Sloat. Commissioner Evans asked about the status of the Lower Presidio
Historic Park stables. Manager Copeland noted that an NIP project for a stables condition
assessment report with recommendations is currently being reviewed and finalized.
Commissioner Evans noted that if the stables are reconstructed, perhaps they could be used for a
Sloat museum or horses, other historical uses.

4. Receive Report on 2016 Schedules of Commission Meetings and Events (Not a project under
CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.)
Manager Copeland distributed a sign-up sheet for Commissioners to volunteer for Division events.
ACTION: Report received.
5. Review Commission Strategic Plan 2014-2016 (Not a project under CEQA, per Article 20,
Section 15378 and under General Rule Article 5, Section 15061.)
Manager Copeland noted this is the annual review of the Commission’s Strategic Plan. He noted
several changes, including new subcommittees, changes in Commission members, and the new
objectives of the Commission, such as the Commission’s strong support of the Colton Hall ADA
study with recommendations and the art subcommittee’s work with staff on the review of Monterey
Conference Center City Art.
ACTION: Report received.
The Commissioners decided to review the strategic plan when more Commissioners are present.

6. Approve Acquisition of the Dennis the Menace Statue (Not a project under CEQA, per Article
20, Section 15378 and under General Rule Article 5, Section 15061.)
Commissioner Evans asked if Hilltop Park or the Youth Center would be possible locations for the
statue, and having the statue securely attached? Manager Copeland said there are various site
options that the City and City Parks will review. Commissioner Wojtkowski asked how much the City
paid for the statue. Copeland stated $1,000.
On a motion by Commissioner Evans, seconded by Commissioner Wojtkowski and carried by the
following vote, the Colton Hall Museum and Cultural Arts Commission approved the acquisition of
the Dennis the Menace Statue.

7. Receive Update Report from Angels Subcommittee on December 5, 2015 Joint Angels
Restoration Fundraiser with Old Monterey Foundation (Not a project under CEQA, per Article
20, Section 15378 and under General Rule Article 5, Section 15061.)
ACTION: Report received.
Angels Subcommittee members reviewed the project and its success. Commissioner Wojtkowski
asked how many angels does the City have and how many need to be restored? Manager Copeland
said there are at least 10 angels that are in severe condition that need to be restored. He also
thanked the Commissioners and added that staff appreciates all the work they did on behalf of the
“Save the Angels” project.

8. Receive an Update Report from Bouchard - Battle of Monterey 1818 Bicentennial
Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General
Rule Article 5, Section 15061.)
ACTION: Report received.
Commissioner Sovereign passed out a draft of the next steps for the Celebration of the Bicentennial
of the Battle of Monterey:

Commissioner Wojtkowski asked what is involved with obtaining the rights of “The Burning of
Monterey”, and Manager Copeland said staff has talked Uhrowczik family member and will inquire
about using sections of the book or rights to use the complete book. Commissioner Evans
suggested a video for press release purposes.
9. Receive Music Subcommittee's Update Report (Not a project under CEQA, per Article 20,
Section 15378 and under General Rule Article 5, Section 15061.)
ACTION: Report received.
Commissioner Evans asked if the City considered recording the concerts? Manager Copeland said
that it would be a way to promote performers; however, we currently do not have recordings.

COMMISSIONER COMMENTS
Commissioner Wojtkowski: He is involved with the Old Monterey Foundation to create a lecture series,
and asked the Commissioners for any ideas for a lecture series. The ideas being considered are: a
photography exhibit at Museum of Monterey; the history of the Cooper-Molera Adobe, and the history of
the Lower Presidio Park, and/or the Buffalo Soldiers.
Commissioner Evans: Chalet does a fabulous job with getting Colton Hall ready for Christmas in the
Adobes.
