MINUTES COLTON HALL MUSEUM AND CULTURAL ARTS COMMISSION Monday, November 28, 2016 4:00 PM FEW MEMORIAL HALL OF RECORDS, COUNCIL CHAMBERS MONTEREY, CALIFORNIA Commissioners Present: Sovereign, Dias, Castagna, Evans, Ruhnke, Wojtkowski Commissioners Absent: Wall Ex-Officio and Staff Community Services Director Kim Bui-Burton, Recording Members Present: Secretary Claire Rygg Staff Members Absent: Museums & Cultural Arts and Archives Manager Dennis Copeland Ex-Officio Commissioners are non voting members, appointed pursuant to MCC § 2-11. CALL TO ORDER ROLL CALL CONSENT ITEMS Approval of Minutes 1. Monday, October 24, 2016 ACTION: Approved. On a motion by Commissioner Evans, seconded by Commissioner Wojtkowski and carried by the following vote, the Colton Hall Museum and Cultural Arts Commission approved the minutes for October 24, 2016. AYES: 5 COMMISSIONERS: Dias, Castagna, Evans, Ruhnke, Wojtkowski NOES: 0 COMMISSIONERS: NONE ABSENT: 1 COMMISSIONERS: Wall ABSTAIN: 1 COMMISSIONERS: Sovereign RECUSED: 0 COMMISSIONERS: NONE ***End of Consent Agenda*** PUBLIC COMMENTS Doug Phillips, General Manager of the Monterey Conference Center, introduced himself. INFORMATIONAL REPORTS & STAFF COMMENTS 2. Receive Museum and Cultural Arts Division Activity Report – October 2016 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Report received. Colton Hall Museum and Cultural Arts Commission Minutes Monday, November 28, 2016 PUBLIC APPEARANCE 3. Approve City Art Subcommittee Recommendation to Deaccession 25 Art Objects from the City Art Collection in Accordance with the City of Monterey Museum and Cultural Arts Division Policy (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Commissioner Wojtkowski moved to approve the staff recommendation with two changes: to formally state a recommendation to the City Council, and on those items that are not being transferred to a public agency that are valued at $2K on up, that the staff obtain an updated appraisal, either formal or informal, seconded by Commissioner Dias. The Commission had questions about appraisal costs, liability issues if artwork is not professionally appraised and a plan for the artwork not transferred. Commissioner Evans moved to amend the motion to continue discussion of item 3 to the January 23, 2017 meeting, seconded by Commissioner Wojtkowski carried by the following vote: AYES: 6 COMMISSIONERS: Sovereign, Dias, Castagna, Evans, Ruhnke, Wojtkowski NOES: 0 COMMISSIONERS: NONE ABSENT: 1 COMMISSIONERS: Wall ABSTAIN: 0 COMMISSIONERS: NONE RECUSED: 0 COMMISSIONERS: NONE Staff and the City Art Subcommittee will return with a process for artwork not transferred, and a cost for an updated appraisal at the January 23, 2017 meeting. 4. Approve Music Selection Subcommittee's Recommendation for 2017 Colton Hall Evening Music Series Concerts and Authorize Concert Support Letter (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Director Bui-Burton said that item # 3 cost for Aleksey Klyushnik is listed erroneously at $1,200 and should be $1,500. Also, staff recommends that the concert support letter be sent out in December based on the latest comments from the Commission. On a motion by Commissioner Evans, seconded by Commissioner Ruhnke and carried by the following vote, the Colton Hall Museum and Cultural Arts Commission approved the Music Selection Subcommittee’s recommendation for 2017 Colton Hall Evening Music Series Concerts as stated with a caveat to impose a $1K limit on the negotiator per performance for either # 3 (Trio LA - Aleksey Klyushnik) or #4 (Holodiloff Celtic Quartet). Colton Hall Museum Cultural Art 2 Commission Meeting Minutes Monday, November 28, 2016 2 Colton Hall Museum and Cultural Arts Commission Minutes Monday, November 28, 2016 On a motion by Commissioner Wojtkowski, seconded by Commissioner Evans and carried by the following vote, the Colton Hall Museum and Cultural Arts Commission authorized the concert support letter as amended. AYES: 5 COMMISSIONERS: Sovereign, Dias, Evans, Ruhnke, Wojtkowski NOES: 0 COMMISSIONERS: NONE ABSENT: 1 COMMISSIONERS: Wall ABSTAIN: 1 COMMISSIONERS: Castagna RECUSED: 0 COMMISSIONERS: NONE 5. Receive a Report on Current Neighborhood Improvement Program Projects and Possible Neighborhood Improvement Program Projects for Fiscal Year 2017-2018 and Provide Guidance to Staff (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Report received. The deadline for nominations for NIP projects is February 17, 2017. Staff will report back to the Commission in January on: Old Monterey Jail Historic Structure Report, the status of the two grants on ADA accessibility to Colton Hall, and an update on the master plans for Public Art and an expanded Path of History. 6. Receive an Update Report from Bouchard–Battle of Monterey Bicentennial Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Report received. Event volunteer Mike Carbaugh recruited volunteers from the Monterey High School NROTC and the Sloat Landing group. The Commission congratulated Commissioner Sovereign for his planning and coordination of the event. COMMISSIONER COMMENTS Commissioner Evans will forward an email to Director Bui-Burton on the latest information from the California Arts Council Cultural Districts on six different grants for historic district development. Commissioner Dias congratulated Commissioner Sovereign on showcasing the Bouchard- Battle of Monterey re-enactment event for the past 18 months. Commissioner Sovereign invited the Commission and staff to the Bouchard cast party at his home. NEXT MEETING 7.
