John Castagna was appointed Chair and Kathleen Wall was appointed Vice-Chair for 2017. ROLL CALL CONSENT ITEMS Approval of Minutes 2. Monday, November 28, 2016 Commissioner Wojtkowski commented on the minutes, page 3 [Item 5] that in January, staff was going to report on the status of the Old Monterey Jail Historic Structure Report, the two grants for the ADA accessibility to Colton Hall, and an update of the Master Plan for Public Art. [The status of the grants for the Colton Hall ADA Accessibility Project is discussed in the Staff Activity Report, Jan. 23, 2017. Project submissions for implementing recommendations of the approved Old Monterey Jail Historic Structure Report will be postponed in order to focus on the Colton Hall ADA Accessibility Project this year.] ACTION: Approved. On a motion by Commissioner Wojtkowski, seconded by Commissioner Ruhnke and carried by the following vote, the Colton Hall Museum and Cultural Arts Commission approved the minutes for November 28, 2016. Receive Museum and Cultural Arts Division Activity Report – November and December 2016 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) ACTION: Report received. Manager Copeland highlighted items on the staff report: an update on the Colton Hall Music Series: Stahl, VOCI a cappella, and Dave’s Celtic Quartet. Music fundraising letters went out and received $1,300, balance of $4,527.00 in the music fund. Also staff submitted grant applications with design and implementation for expanded ADA access and received $40,000 from Community Foundation for Monterey County for the restroom portion of the project, and $100,000 from the Monterey Peninsula Foundation [formerly AT & T Foundation] for a total of $140,000. Council previously approved $213,000 NIP funds for second floor accessibility, and an additional $50,000 from existing Capital Improvements Program project for ADA parking. Chair Castagna requested the labeling and position of the bar graphs be changed. Staff will change the graphs to read recent data left to the right. Director Bui-Burton commented on a City project “Summer of Love” in 2017, spearheaded by the Monterey County Convention and Visitors Bureau (MCCVB), and some City Staff. The 50th anniversary of the Monterey Pop Festival celebration began in December 2016, with an exhibit at the Monterey Peninsula Airport, and during the weekend of June 16-18, 2017, which will be the 50th anniversary, the celebration will be held at the Monterey County Fairgrounds with contemporary and historical musical acts. Bui-Burton and Manager Copeland have had discussions on the first exhibit at the reopening of the Alvarado Gallery at the new Monterey Conference Center, with photos of the festival by photographer Tom O’ Neal. Manager Copeland noted that the Museums Division will loan the painting “St. Tropez” by the famous California painter E. Charlton Fortune, joining other works by Fortune on a traveling exhibit, “E. Charlton Fortune: The Colorful Spirit” to Pasadena Museum of California Art, August 20, 2017 – January 7, 2018, then to the Crocker Art Museum in Sacramento, and return to the Monterey Museum of Art for exhibit during May 17 – August 19, 2018. Manager Copeland also added that the Division will receive an update for its PastPerfect software, our important collection management program for the care and administration of our art and historical collections. He reviewed corrections on the November and December 2016 staff activity report under the Battle of Monterey event with Commissioner Sovereign to change John Mendenhall to John Middleton and add Robb Carma as a volunteer. 4. PUBLIC APPEARANCE 5. Approve the Deaccession of 25 Art Objects from the City Art Collection in Accordance with the City of Monterey Museum and Cultural Arts Division Collection Policy (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Continued from November 28, 2016 Director Bui-Burton and Manager Copeland reviewed the agenda report, explained public online auction that the items cannot be listed under “City of Monterey”, and Item 5, Deaccession Policy, D. Disposal of deaccessioned objects. On a motion by Commissioner Wojtkowski, seconded by Commissioner Ruhnke and carried by the following vote, the Colton Hall Museum and Cultural Arts Commission approved the deaccession of 25 art objects from the City art collection in accordance with the City of Monterey Museum and Cultural Arts Division Collection Policy with a limited appraisal no more than $2,500, and it has to go to City Council if necessary with the understanding that this will resolve that more money coming in than $2,500 will be compensated by the public auction of those art items. Director Bui-Burton clarified that any funds received in the sale of an object does not become part of the Museum general budget, but is deposited in the Museums and Cultural Arts special trust fund for the acquisition and care of art. Approve Neighborhood Improvement Program (NIP) Project Submittals to NIP for Fiscal Year 2017-2018 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Manager Copeland and Director Bui-Burton reviewed the proposed projects with the Commission. Commissioner Wojtkowski strongly supports the pedestrian pathway, and as part of the study, he suggested two items: to work with property owners and install appropriate signage directing visitors to the Lower Presidio Historic Park. Commissioner Sovereign agreed and added it would be good by 2018 to move large groups of visitors for the Bouchard-Battle of Monterey Bicentennial Celebration. Director Bui-Burton said staff is hoping to bring updates on the Old Monterey Jail and the expanded Path of History at the February meeting, and deadline for NIP projects is February 17. The NIP Committee is very interested in hearing from community representatives for the projects. Battle of Monterey Bicentennial Subcommittee, January 23, 2017 Battle of Monterey Bicentennial - Steps to Fall 2017 Proto-Celebration Objective: Increase participation with additional venue & organizations in order to raise awareness of Monterey’s role in the era of Spanish California. Meanwhile RG arrives on horseback, lowers S flag & directs retreat to the RP, leaving only skirmishers Scene 3: AS disembark & approach CH until fired upon, then return fire & rush building as SS escape out the back and flee on horseback to RP. AS joyously raise A flag and salute. They regroup and march east to join PS on beach. Scene 4: Meanwhile PS land by canoes unopposed & perform war dance. B delivers motivational speech in Spanish echoed in Polynesian & pidgin. ACTION: Report received. Director Bui-Burton reviewed the agenda report with the Commission. The Commissioners asked how the project would be funded, how or if the path will be connected to the Path of History, perhaps the project could be an NIP project, and there is a great example of plaques in front of Colton Hall. COMMISSIONER COMMENTS Commissioner Wojtkowski asked Director Bui-Burton and Manager Copeland in February or March to have a representative from California State Parks provide a short presentation to the Colton Hall Museum Cultural Art 5 Commission Meeting Minutes Monday, January 23, 2017 5  Colton Hall Museum and Cultural Arts Commission Minutes Monday, January 23, 2017 Commission with updates on some of the park’s historic buildings, e.g., First Theater of California, the Custom House Plaza, and looking at the possible success of the Cooper Molera.
