CALL TO ORDER 4:01 PM ROLL CALL PRESENTATIONS 1. Receive Presentation on Dali 17 Museum – Hilary Roberts Ms. Roberts provided a brief history of Salvador Dali in the Monterey area, and described the Dali17 museum’s exhibits, programs and events. 2. Receive Presentation on Monterey Museum of Art - Stuart Chase Mr. Chase provided a brief overview of the Monterey Museum of Art, its exhibits, and art programs to make art accessible to everyone with a focus on new and changing art. On a motion by Commissioner Wojtkowski, seconded by Commissioner Evans and carried by the following vote, the Colton Hall Museum and Cultural Arts Commission approved the minutes for May 22, June 8, and June 26, 2017. Receive Museum and Cultural Arts Division Activity Report - May and June 2017 ACTION: Report received. Manager Copeland reported on the variety of activities which the museums staff is engaged in from learning about expanding the cell phone tour capabilities, restoration of public art, processing collections, and that the visitation at the museums continues to go well. Director Bui- Burton elaborated on the City Manager’s visits to the different departments as he talked about the City’s budget process, the City’s major initiatives, and asked questions of staff. Because of the increase in retirements and staffing constraints, he encouraged departments to seek ways to increase revenue. Commissioner Evans volunteered to assist staff with a cell phone history tour as told from a child’s perspective. PUBLIC APPEARANCE 7. Receive Report on Council Referral of Path of Fame Project Concept ACTION: Report received. Director Bui-Burton reviewed the report with the Commission, and the Council minutes from the June 28 have yet to be approved. Museums staff would like to bring back additional information to the Commission at the August 28 meeting, and the Commission may choose to either appoint a separate subcommittee to explore the Path of Fame project,or charge an existing subcommittee with the project. - 8. Receive Colton Hall Museum and Cultural Arts Commission Strategic Plan, 2017-2019 – Director Bui-Burton reviewed Strategic Plan with Commission. The Commission asked to separate Goal # 2 B & D. Director Bui-Burton said the Commission has three tasks for Objective D: 1) subcommittee presents recommended musicians to the full Commission; 2) receive Colton Hall Museum Cultural Art 2 Commission Meeting Minutes Monday, July 24, 2017 2  Colton Hall Museum and Cultural Arts Commission Minutes Monday, July 24, 2017 donations during the music concerts; 3) determine the candle light series’ future, and she suggested to move the tasks 1-3 together and keep art separate. The Commission asked how to complete the plan with tasks and due dates. Director Bui-Burton said a Strategic Plan subcommittee can work with staff; staff may work on the plan and bring it back to the Commission; or the full Commission may work on the plan item by item. The Commission suggested combining Goal # 1 objectives for Colton Hall with the Old Monterey Jail and the Pacific Biological Laboratories with the Worker Shacks, and suggested that staff establish due dates for the tasks. PUBLIC COMMENT: Mr. Peter Silva, a Monterey resident and chair of the Architectural Review Committee, was surprised by lack of public art in Monterey when he moved from Santa Cruz to Monterey five years ago. He is encouraged that public art is on the strategic plan and suggested to the Commission to look at public art as global and city-wide inclusive concepts that require a more structured master plan. Communities such as Palo Alto, Berkeley, San Diego, Pasadena and Reno, Nevada have really good master plans, and he put together a structure of what the plans have in common. Mr. Silva would like to volunteer his efforts at establishing the scope of a project with the Commission so that Monterey can be on the same level as the aforementioned communities. The Commission asked Mr. Silva how the other communities prepare the master plans, and Mr. Silva said by hiring consultants, or using templates from other communities. Mr. Silva had previously talked to Director Bui-Burton and Manager Copeland about public art master plans and left some materials with staff. He suggested adding to Goal # 2 another objective for a city- wide comprehensive public art master plan. Mr. Stuart Chase, the Executive Director of the Monterey Museum of Art commented that public art is becoming more and more the fabric of everyday life in communities. Perhaps Elkins Park can become a as test place as public art plans develop. Director Bui-Burton said staff will bring back at the August 28 meeting the Strategic Plan with: combined various elements, add the development of a public art master plan, add tasks and due dates, and confirm the subcommittee members. Manager Copeland stated that current public art master for Old Town may be a basis for developing a more comprehensive master plan. 9. Approve Submission of Community Foundation for Monterey County Grant Request for an Accessibility Study of Pacific Biological Laboratories Colton Hall Museum Cultural Art 3 Commission Meeting Minutes Monday, July 24, 2017 3  Colton Hall Museum and Cultural Arts Commission Minutes Monday, July 24, 2017 ACTION: Approved. On a motion by Commissioner Evans, seconded by Commissioner Wojtkowski and carried by the following vote, the Colton Hall Museum and Cultural Arts Commission approved the submission of Community Foundation for Monterey County Grant Request for an Accessibility Study of Pacific Biological Laboratories. Receive Report from Public Art and History Subcommittee Manager Copeland said the subcommittee met with city engineering staff to learn about the public art security program, engineering staff showed a map of the layout of the outdoor public art in the City of Monterey. The next step is to determine actual cost of the project. Another item the subcommittee is involved is at a future meeting to view photos of locations of art and utility boxes. Chair Castagna will have CD of images public art and utility boxes. Manager Copeland and Director Bui-Burton suggested to the Commission that the engineering staff will make corrections to the map, and it will be attached to next subcommittee’s report and it will become a public document. 11. Receive Report from Bouchard-Battle of Monterey Bicentennial Subcommittee Commissioner Sovereign reported that there was a repeat performance of the reenactment of the Battle of Monterey during the July 1, “Picnic in the Park” event at the Lower Presidio Historic Park. Commissioner Wojtkowski reported that the July 1 event went very well and gave credit to to Ellen Martin, First Night Monterey, and Melissa Theony of the Old Monterey Foundation. Commissioner Sovereign said there was good publicity for the event, and the reenactment by volunteers provided a good historical background for the upcoming event on November 18, 2017. The event will have a larger maritime component, use the Royal Presidio Chapel, and have an educational program at the Dali 17. He asked for information for a bi-lingual actor to play Royal Governor Sola. COMMISSIONER COMMENTS Commissioner Sovereign said he is excited to hear about the public art, the changes in the art scene, and the great steps moving forward. Commissioner Evans said he has heard a number of rumors for an event celebrating the 250th anniversary of the founding of Monterey event in 2020. He hopes that folks who are interested in the event may make a presentation of their ideas to the Commission. NEXT MEETING 12.
