MINUTES MUSEUMS AND CULTURAL ARTS COMMISSION Monday, September 25, 2017 4:00 PM FEW MEMORIAL HALL OF RECORDS, CITY COUNCIL CHAMBERS MONTEREY, CALIFORNIA Commissioners Present: Castagna, Evans, O'Neil, Peake, Sovereign Commissioners Absent: Wall, Wojtkowski Ex-Officio and Staff Community Services Bui-Burton, Museums, Cultural Arts and Members Present: Archives Manager Copeland, Recording Secretary Rygg Ex-Officio Commissioners are non voting members, appointed pursuant to MCC § 2-11. CALL TO ORDER 1. Introduction of New Commissioner John O’Neil (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) The Commission welcomed Commissioner O’Neil. ROLL CALL CONSENT ITEMS Approval of Minutes 2. Monday, August 28, 2017 On a motion by Commissioner Sovereign, seconded by Commissioner Evans and carried by the following vote, the Museums and Cultural Arts Commission approved the minutes for August 28, 2017. AYES: 5 COMMISSIONERS: Castagna, Evans, Peake, Sovereign NOES: 0 COMMISSIONERS: NONE ABSENT: 2 COMMISSIONERS: Wall, Wojtkowski ABSTAIN: 1 COMMISSIONERS: O’Neil RECUSED: 0 COMMISSIONERS: NONE ***End of Consent Agenda*** PUBLIC COMMENTS Gina L. Puccinelli presented a proposal for a peace wall for Monterey County, and she showed a short video of a mosaic mural “Village Final Peace Prayer Wall” which was built in Yelapa, Mexico by Ms. Puccinelli’s team and local community members. INFORMATIONAL REPORTS & STAFF COMMENTS 3. Receive Museum and Cultural Arts Division Activity Report – August 2017 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Museums and Cultural Arts Commission Minutes Monday, September 25, 2017 Under “Planning and Projects” Manager Copeland provided updates on the ADA accessible construction projects. At the Lower Presidio Historic Park, the pathways to the Serra statue and Bouchard and Sloat monuments will be completed by November 1, and the limited use/limited application (LULA) elevator project at Colton Hall will start in December. He also passed around to the Commissioners a book by Ron Wagner on mural artist Guillermo Wagner Granzio who created the “Monterey Mural”. Copeland announced that the last member of the Pacific Biological Laboratory men’s group, Frank N. Wright, passed away at the age of 98. Director Bui-Burton added that Wright thought the City should be the ultimate holder and caretaker of the PBL for the future. Bui-Burton congratulated the Commission on their new title, the Museums and Cultural Arts Commission, and there will be an educational session in November so the Commissioners will learn their new duties and responsibilities. The City Council approved the deaccession of the Monterey Conference Center artwork, and staff continues to find government and educational entities that will accept the artwork. The task of finding an appraiser continues, and if none can be found by December, staff will go by last appraisal and follow the City’s collection policy’s disposal process. PUBLIC APPEARANCE 4. Receive a Report on City Council Referral of Path of Fame Project Concept (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) On a motion by Commissioner Evans, seconded by Commissioner O’Neil and carried by the following vote, the Museums and Cultural Arts Commission tabled the Path of Fame Project Concept. Review the Lower Presidio Historic Park Master Plan (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Museums and Cultural Arts 2 Commission Meeting Minutes Monday, September 25, 2017 2 Museums and Cultural Arts Commission Minutes Monday, September 25, 2017 Both Director Bui-Burton and Manager Copeland provided a brief overview of the 12-year-old master plan to the Commission. The 50-year lease which terminates on 9/30/46 defines the relationship between the U.S. Army and the City for the historic property. The master plan captures the history, site management and vision for the future for the LPHP which is a vast area with many historic themes. There have been economic challenges to implement some of the projects, e.g., ADA accessible pathways and interpretive signage, but thanks to the fundraising efforts of the Old Monterey Foundation and the Neighborhood Improvement Program, the projects are currently under construction. The final draft report for assessing the condition and recommendations for the artillery stables is forthcoming. Public Comment: Bill McCrone, Chairman of the Lower Presidio Historic Park Committee for the Old Monterey Foundation, provided additional background information about the LPHP, would like to see the LPHP as a national monument, and challenged the Commission to take the lead on some of the projects within the plan, expand and amend the plan, and come up with a vision for what the LPHP will look like in the future. He listed some projects he would like to see implemented: a monument to the Native Americans, a guard kiosk at 76 Artillery Street, the removal of building 105, better parking, an amphitheater, a youth history camp, a Native American museum, an excavation site at El Castillo. Frank Sollecio of Old Monterey Foundation suggested a partnership with Monterey State Historic Park to improve the Vizcaíno Park. Commissioners O’Neil, Sovereign and Wojtkowski are on the LPHP subcommittee. 6. Approve Call for Music Schedule for Fiscal Year 2017-2018 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) On a motion by Commissioner Evans, seconded by Commissioner Sovereign and carried by the following vote, the Museums and Cultural Arts Commission approved the Call for Music Schedule for Fiscal Year 2017-2018. Receive a Report from Bouchard–Battle of Monterey Bicentennial Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Commissioner Sovereign provided a revised outline for the November 18 event. Work is ongoing for the event script, and the activities at San Carlos, in addition to recruitment for re- enactors to be members of the Spanish troops and for costume makers.
