Receive Museums and Cultural Arts Division Activity Report – May and June 2018 (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Acting Community Services Director Copeland reviewed the staff report with the Commission and provided an update on the Colton Hall Museum ADA Accessibility project, noting that the Limited Access, Limited Use (LULA) elevator is scheduled to arrive August 6 for installation. The project is scheduled to be completed in September so Colton Hall will be ready for upcoming events in the fall. The Commission asked about the status of Path of History mural, the Monterey Mural ,and the plaque identifying the Portolá statue, a gift from the King of Spain. Acting Director Copeland said the current plan is to have the Path of History mural made into an adhesive sign and possibly placed on the City-owned Osio-Rodriguez Adobe; the Monterey Mural will be installed on the Pacific Street side of the Monterey Conference Center with a bumper or rail to protect it from carts and vehicles using the driveway; the Portolá statue plaque has been cleaned and installed. PUBLIC APPEARANCE 4. Approve the Draft Utility Box Art Program from the Public Art and History Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) The Commission reviewed the draft Utility Box Art Program application and recommended word changes to the application and that the Public Art Subcommittee continue to meet with stakeholder groups. Public Comments: Monterey resident Sherna Stewart said she came to the Museums and Cultural Arts Commission meeting to see how the Commission functions and what kinds of work it takes on. The utility box art is a very visible and she concurs that the box art should be related to the immediate area they are located. The sea coast box art should be by the sea coast. The boxes by the library would be wonderful if they promoted the library or museum. She said if the Commission is thinking about people to recommend for the utility box program committee, the Neighborhood Improvement Program has 14 different neighborhoods [to recruit members]. On a motion by Commissioner Wojtkowski to delegate the Public Art and History Subcommittee to review the application process with interested parties, make necessary changes to the application, and recommend approval to the City Council, seconded by Commissioner Castagna, and carried by the following vote, the Museums and Cultural Arts Commission approved the Draft Utility Box Art Program from the Public Art and History subcommittee with appropriate corrections for July 23, 2018. Approve Gift of Heidrick Panorama Photograph of Monterey (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) On a motion by Commissioner Evans, seconded by Commissioner O’Neil, and carried by the following vote, the Museums and Cultural Arts Commission approved the gift of Heidrick Panorama Photograph of Monterey. Receive a Report from Bouchard–Battle of Monterey Bicentennial Subcommittee (Not a project under CEQA, per Article 20, Section 15378 and under General Rule Article 5, Section 15061.) Commissioner Sovereign reported that the Bouchard-Battle of Monterey Bicentennial will be on November 17, 2018 with the morning educational program 10:00 – 11:30 am, the afternoon reenactment program at 1:00 – 2:30 pm, and the afternoon educational program 3:00-5:00 pm. The tall ship Lady Washington will also be in the harbor for visitors to view. A draft schedule of the event will be distributed to the Commission soon. COMMISSIONER COMMENTS Commissioner Wojtkowsi encouraged the Commission to visit the Lower Presidio Historic Park which is ADA accessible. The Old Monterey Foundation put in new picnic tables, interpretive signs provide a summary of the history of the site, and visitors can go to the Presidio of Monterey Museum and Sloat Monuments. He hopes to have a Pacific Biological Laboratories subcommittee meeting in August, and a Colton Hall subcommittee meeting in September. Commissioner Castagna complimented the Public Art subcommittee for doing an outstanding job on the Utility Box Art program application. It is very well written. Commissioner Peake said Assistant Booker and Acting Director Copeland were amazing with their help on the program and application, and thanked the Commission and staff for bearing with her two meetings-in-a-row absence. Commissioner Sovereign complimented the staff on the Commission’s visit to the PBL. There was an article in the newspaper that Monterey Bay Aquarium (MBAQ) purchased a small shop between the Aquarium and the PBL. He suggested closing the street from the hotel to MBAQ to be used as a pedestrian mall. The area begs to be better treated than it is. Commissioner Evans asked if the store could be a possible location to provide ADA access to the PBL? Acting Director Copeland said it would have to be reviewed and that the City and Museums and Cultural Arts is about to begin an ADA access assessment of the Lab. Commissioner O’Neil said he remains concerned about the Monterey Visitors Center closing at the French Consulate [at El Estero]. The CIA would be jealous of its unobtrusiveness of that [new location] building. Commissioner Wojtkowski said he thinks it came down to a financial decision. Commission Sovereign said a newspaper article cited some numbers about the drop off of people going to the Visitor’s Center. Somebody has a new definition or a new way of counting; the numbers are not credible.
